Summary
In line with the Performance Assurance Plan, the Code Manager has reviewed the Performance Assurance Methodology and Performance Assurance Techniques (PATs) documents, and made the following changes: • To ensure all relevant information is available in one place, we have combined the two documents into a single document. • To ensure that the PATs applied are proportionate, we have added the following principles for their application: o Notify first, allowing the Party to proactively investigate and fix potential issues. o Take a two-tier approach to PAT application wherein urgent matters get acted upon monthly, whilst other potential issues are batched up for quarterly issue of PATs, and where appropriate, utilise forum such as REC Issues Group (RIG) to consult with the industry. • All PATs have been reviewed and updates have been made to ensure all information available to Parties is current and relevant. • The Code Manager received feedback on this document from DCC. We have considered their feedback and made changes where we view them as appropriate. • Clarifications on the PAB’s role in making decisions around change to access, to prepare for R0118. • As a part of this review, we have also actioned some housekeeping changes. This Category 3 Change Proposal will also update the REC Baseline Statement to reflect the documents updates by this CP and C3-0050 Risk Register

Problem Statement
MEMs are struggling to successfully pass their CoMCoP audits and be compliant, due to inconsistencies and lack of clarity in the document. There has been concern expressed by MEMs, that when contracting with Energy Suppliers, they are proclaiming themselves compliant with the CoMCoP when this may or may not be true.

Problem Statement
Under the proposed solution for BSC Modification P455, Consumers will require a Market Participant to oversee the maintenance of their sub-meter, including installations and rectification of metering faults. To ensure this, the REC will need to place a requirement on the MEMs appointed by the boundary point Electricity Supplier to rectify any faults found with the sub-meters used in the On-Site Aggregation.

Summary
1. MHHS Design Artefacts currently available have been reviewed along with REC Code drafting for MHHS to add MHHS considerations. As next steps, the Code Manager will work with the DIP Manager, Electralink and the Registration Services to agree appropriate reporting to monitor Retail Risks. 2. Retail Risk Priority Score has been reviewed and updated. The Priority Score for Retail Risk 9 which looks at performance of REC Services has been increased based on recent market events. 3. Retail Risks and Risk Drivers have been updated to focus on areas of greater impact to consumers and/or to the retail energy market. As a result, we have: a. Removed areas with low volume of processes, where general compliance across the industry has been acceptable, e.g., Green Deal obligations, Meter Point relationship request rejections, to allow Performance Assurance activities to focus on areas of higher risk. b. Removed monitoring of obligations that are governed under other codes but referenced within the REC, e.g., sending the read to the Non-Half Hourly Data Collector (NHHDC) on resolution of Switch Meter Read dispute. c. Added new Risk Drivers focusing on areas that require improvement, e.g., accuracy of MTDs, Switches with Change of Occupier, MEM appointment, Consumer-impacting REC Service issues. d. Replaced Risk Drivers to allow more flexibility in risk monitoring, e.g., objections for domestic versus non-domestic switches. e. Updated Retail Risk and Risk Driver titles to further clarify the obligations covered and/or risk monitored. 4. General housekeeping changes.

Latest Update
This change was implemented as part of the the Extraordinary release on 28 March 2024. *This Change Proposal has no impacts on Market-wide Half Hourly Settlement
Summary
This Change Proposal seeks to introduce the necessary governance and charging arrangements into the Retail Energy Code, to reconcile the impact on Domestic Energy Suppliers of levelling the cost of standing charges to Domestic Consumers paying by means of a Prepayment Meter with those paying by Direct Debit. This proposal is being raised on a contingent basis pending the decision of the Authority on whether to modify the standard conditions of the Gas and Electricity Supply Licences to levelise standing charges. That decision is expected in January 2024. This Change Proposal is being progressed in anticipation of the reconciliation of levelisation costs being administered by the Retail Energy Code Company.
