Summary
The H100 hydrogen gas trial involves the supply of hydrogen gas to households in place of natural gas. The quantity of gas supplies needs to be billed in a way that is comparable to standard gas supply. To facilitate the trial, a multiplication factor enumeration value must be established within the Data Specification that can replicate hydrogen’s calorific value, therefore allowing accurate billing.

Proposed solution summary
- As a Consumer taking part in the H100 trial, I want to be charged based on the amount of gas I consume, such that I am not charged more than I would have been, had I consumed the equivalent energy from natural gas.
- As a Gas Supplier, I want to ensure H100 trial Consumers, are not charged more than they would have been, had they consumed the equivalent energy from natural gas. 2- As a Gas Transporter, I want to accurately know how much hydrogen gas is being offtaken, so that I can support Suppliers. 3- As the Central Data Service Provider (CDSP), I want Market Messages relating to meter asset information to be accurate, so that I am better able to support dependant REC Parties. 4- As a Meter Equipment Manager (MEM), I want my metering assets compatible with the H100 trial to be underpinned by accurate Market Messages, so that I able to manage these meters correctly.

Problem Statement
In order for the H100 gas trial to be successful, a billable value for hydrogen gas needs to be accurately calculated from supplied physical volumes. To do this, relevant Data Items (relating to the calculation of billable gas volumes) within the Data Specification need to be updated to allow a new value for the multiplication factor. This change seeks to introduce a new enumeration value for the multiplication factor needed to facilitate the addition of this new value.

Problem Statement
This is a Housekeeping Change Proposal subject to the Housekeeping Change Proposal process, rather than the standard change process. The nature of the change is that it makes non-material changes to the REC Products to correct typographical and consistency errors. It also provides an opportunity to introduce necessary clarifications.

Problem Statement
The current PSR Data Item DI51497(J2208) ‘Consent to share data obtained’ does not mirror the legal basis for sharing data that DNOs rely on, or the process that Suppliers have planned to have in place by early 2024.

Summary
This proposal is to introduce a Third Party Intermediary (TPI) Code of Practice (CoP) into the REC architecture as a Category 3 document. This will ensure that it is available on the REC Portal and has robust change control. It should be noted that a separate Change Proposal will be raised to introduce changes to the REC, requiring suppliers to only use a TPI that complies with the CoP. An assurance and accreditation regime will also be established, so that Suppliers and REC parties will have confidence that any accredited TPI is compliant with the CoP, without having to undertake individual audits. In effect, this Category 3 change baselines the TPI CoP and fulfils the first deliverable of the wider project to provide effective governance of TPIs through the REC.

Proposed solution summary
- As RECCo, I want the Retail Energy Code to specify my obligations, governance and charging mechanisms, so that I can effectively discharge obligations imposed by the Authority through the Licence Condition modification.
- As a Domestic Supplier, I want to understand how RECCo will calculate my credits and liabilities and when they will send statements, so that I can plan to review my invoices/credit notes prior to the receipt of monies owed or payments I need to make to RECCo or at an appropriate time for my organisation.
- As a Domestic Supplier, I want to understand how I can dispute a Credit Advice which I do not believe is accurate, so that I am able to raise a dispute/challenge compliantly.

Problem Statement
Schedule 22 says that within 10 Working Days after the end of each MSC-4-Week Cycle, RECCo shall send each Energy Supplier a statement in respect of that MSC-4-Week Cycle. This contradicts the 15 days set out in the Process Maps shared with Parties during the development of the administration arrangements of the Market Stabilisation Charge. Additionally, suppliers are querying how they may raise a dispute when they believe they are not entitled to the monies stated on Credit Advice Notices as this process is not set out in the Schedule.
