Summary
This proposal is to introduce a Third Party Intermediary (TPI) Code of Practice (CoP) into the REC architecture as a Category 3 document. This will ensure that it is available on the REC Portal and has robust change control. It should be noted that a separate Change Proposal will be raised to introduce changes to the REC, requiring suppliers to only use a TPI that complies with the CoP. An assurance and accreditation regime will also be established, so that Suppliers and REC parties will have confidence that any accredited TPI is compliant with the CoP, without having to undertake individual audits. In effect, this Category 3 change baselines the TPI CoP and fulfils the first deliverable of the wider project to provide effective governance of TPIs through the REC.

Proposed solution summary
- As RECCo, I want the Retail Energy Code to specify my obligations, governance and charging mechanisms, so that I can effectively discharge obligations imposed by the Authority through the Licence Condition modification.
- As a Domestic Supplier, I want to understand how RECCo will calculate my credits and liabilities and when they will send statements, so that I can plan to review my invoices/credit notes prior to the receipt of monies owed or payments I need to make to RECCo or at an appropriate time for my organisation.
- As a Domestic Supplier, I want to understand how I can dispute a Credit Advice which I do not believe is accurate, so that I am able to raise a dispute/challenge compliantly.

Problem Statement
Schedule 22 says that within 10 Working Days after the end of each MSC-4-Week Cycle, RECCo shall send each Energy Supplier a statement in respect of that MSC-4-Week Cycle. This contradicts the 15 days set out in the Process Maps shared with Parties during the development of the administration arrangements of the Market Stabilisation Charge. Additionally, suppliers are querying how they may raise a dispute when they believe they are not entitled to the monies stated on Credit Advice Notices as this process is not set out in the Schedule.

Summary
This change looks to remove business rule 1177, from the Central Switching Service (CSS) Message Business Data Validation Rules, which mandates that all Suppliers have a ‘One Fail All Fail’ (OFAF) reference included in their Switching Operational Data record in CSS. This was not the intended design. CSS system functionality will be updated as part of an operational change, as agreed at Switching go-live. This change is required to align the Data Specification with the operation of the system.

Problem Statement
Market participants must have the ability to employ SDEP in more scenarios to allow users to record, track and escalate issues and should facilitate performance assurance reporting. The REC must be clear on which Process Type should be used in each instance and that any related SLAs are specified to ensure that Consumer queries are concluded efficiently.

24/08/2026 - the consultation has closed and the Code Manager is reviewing responses.
Summary
Following a comprehensive review, the Code Manager has identified functionality improvements with the SDEP system. These will introduce useability improvements to the system, to allow users to better filter workflow and queries and to improve notifications received by Parties, to enable resolution of raised issues. Feedback from SDEP users stated that filtering options are limited to particular attributes and notification emails contain minimal supportive information for the parent communication.
