Problem Statement
The example responses detailed in section 4.2 are broken down as ‘mprn’ with three demoed data items; ‘mprn’, ‘installation name’, and ‘network name.’ this is however not reflective of the correct responses that would actually be returned on an API call. The actual structure is ‘supplier’ with the demoted data items actually being ‘amr_indicator’, ‘amr-sp’, and ‘csep_id.’ Fundamentally, this would mean that users are consuming incorrect information when looking to this document for guidance. This could potentially be causing negative impacts when the document is relied upon, especially for newer users seeking guidance.

ECOES API for Export MPAN Creation at Scale

Latest Update
04/06/2026 - on 02 June 2026, the Technical Expert Panel approved via ex-committee vote to place I0228 on hold, until the outcome of R0321 is known.
Summary
Electricity Suppliers believe there is a significant bottleneck to Export Metering Point creation, which is resulting in them feeling unable to offer Export smart products to a wider audience of Consumer and scale low-carbon technology. The most effective solution is an API within the Electricity Enquiry Service (EES) that allows the Electricity Supplier to request the creation of an Export Metering Point. This could work for both Electricity Suppliers and Distribution Network Operators (DNOs) ensuring that scalable solutions are applied at both sides of the process.

Problem Statement
A restriction of 50 Export Metering Points per DNO per day, with no two DNOs operating the bulk request process in the same way, is overly burdensome to Electricity Suppliers and creating a barrier for Consumers getting an Export Metering Point assigned to their Premise. This is ultimately harming the effort the reach Net Zero.

Latest Update
22/09/25 - This Change Proposal has been implemented as part of the MHHS M8 22 September 2025 REC Release.
Summary
The process for Reconciliation of Unallocatable Transactions is set out in Section 10 of Schedule 11. During the most recent reconciliation delivery (the gas process from July 2024) several areas of improvement were identified, critically a lack of clarity regarding historic Supplier Licences and how to include or exclude them from the calculations. The Code Manager believes that this lack of clarity and past precedent would lead to material impact on one or more Party.

Proposal to Enable Broader Use of Retail Energy Location (REL) Data for Non-Switching Applications

No
Latest Update
04/08/2026 - On 04 August 2026, the REC Change Panel approved the extension to plan for I0218. Service Provider Impact Assessments are in progress.
Summary
The problem being addressed is the current restriction within the Retail Energy Code (REC) that limits the use of Retail Energy Location (REL) data solely to switching purposes. This restriction prevents the full utilisation of REL data, which could be valuable for a broader range of operational, regulatory, and industry applications. Key Issues: - Currently, REL data, enriched with Unique Property Reference Numbers (UPRNs), is available via the Electricity and Gas Enquiry Services. However, Schedule 29 (Address Management) of the REC restricts its use to switching purposes only, preventing its use in other important industry initiatives. - Various industry stakeholders, including REC and non-REC data requestors as well as Ofgem (the regulator), have expressed a strong interest in utilising REL data for non-switching purposes. The restriction is seen as a limitation, especially for initiatives that require accurate property data to support wider operational and regulatory functions. - By restricting the use of REL data to switching, stakeholders are unable to fully leverage it for improving operational efficiency, regulatory compliance, and overall service delivery. Lifting this restriction would enable the wider use of REL data, allowing stakeholders to benefit from its full potential across various non-switching applications.

Proposed solution summary
  1. RECCo would acquire a AddressBase Core license from Ordinance Survey and the REC would be updated to allow parties to take full advantage of this data. In order for parties to use the REL data, they would need to acquire an AddressBase Premium license from Ordinance Survey or other relevant license.
Problem Statement
Retail Energy Location (REL) data currently is not permitted for uses such as improving customer service and streamlining internal processes. This means that stakeholders, such as Ofgem and data requestors, have been unable to benefit from this data and Consumers are therefore unable to benefit from the full potential use of their data.

Schedule 30 Switch Meter Reading Problems - Rejections and Timings

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Switch Meter Reading Problems processes do not appropriately describe the use of rejections. This inhibits Parties from operating the process as intended and may cause unnecessary delay to the production of an accurate and agreed Switching Meter Reading. Additionally, the Performance Assurance Reporting Catalogue (PARC) is missing key data items to allow Performance Assurance to more accurately assure Party performance against Risk Drivers 5.6 and 5.8. Rejection reasons do not appear to be being reviewed, nor are they understood to be end statuses for the process.

Problem Statement
Suppliers may interact with the Missing Switch Read process in a way that is operationally standard for them, but not reflected in the Code. This means that the D0300 or SAR may either be escalated unnecessarily (including Performance Assurance checks), or may not be responded to, whilst still resolving the overall issue.

Multiple Switch Requests Increasing Objection Rate

Latest Update
20/05/2025 - the Code Manager has withdrawn this Issue, as there are no adequate solution options and minimal Consumer detriment. The adoption window has closed.
Summary
REC Parties have told the Code Manager that they are seeing multiple registrations attempts (10 plus attempts on consecutive days in some instances) on individual MPxNs. They are concerned about Consumer detriment as those trying to switch are not getting time to review objection related communications from their current Supplier to allow them to act and resolve the issue. This was initially presented as a non-domestic issue, but initial Code Manager investigations have also highlighted potential concern around proposed domestic transfers as well. There is also a risk of Party Performance impacts with initial analysis flagging potential impacts on Performance Assurance Risk Drivers, 8.9, 8.10 & 8.11.

Problem Statement
Non-Domestic Consumers are having their Switch experience affected by multiple Objection attempts following a single initial attempt to register for their supply by a prospective gaining Supplier. This results in Consumer detriment, as multiple Objections result in repeated rounds of communications to the Supplier. This results from automated Registration systems employed by Non-Domestic Suppliers.
