Problem Statement
A lack of clarity on the process for when a DNO ends a Regulatory Alliance with an Energy Supplier can cause confusion with the Energy industry, and lead to poor Consumer outcomes if the correct process is not followed.

Problem Statement
It is critical to the implementation of MHHS that design changes approved by the MHHS Programme are reflected in the REC MHHS Code Drafting. The REC MHHS Code Drafting was approved by the Authority, to meet MHHS Programme Milestone M7, through R0209 and incremental changes that were not included under that Change Proposal, now need to be taken through REC change governance as captured under the R0209 RAID, Risk R001 and Assumptions A005 and A006.

Latest Update
30/04/2026 - The Code Manager has now published the I0240 - Scenario Guidance Document V2.0 on the REC Portal. This is available on the I0240 Proposal Page and the Market-wide Half Hourly Settlement Hub.
Summary
This Issue looks to address that when Meter updates are made during a Market Wide Half-Hourly Settlement (MHHS) migration, whilst the Meter Technical Details (MTDs) will be shared between participants, there will be no update sent to the Registration Service as the Gaining Meter Operator Agent (MOA) will not know that they need to send a D0312 (for reverse migration) or IF005 (for forward migration) and the Losing MOA cannot send the message.

Problem Statement
During MHHS migration, key Market Messages from the Losing MOA, such as D0312, IF005, D0205, and D0139, are rejected by the Registration Service, preventing updates to meter details and Energisation status. This creates a risk of data misalignment, as the Gaining MOA may not be aware that updates occurred and therefore cannot resend them.

Summary
The current solution for Erroneous Switch (ES) resolution is failing some Consumers, there are gaps in the process and several areas that could be considered for improvement. It has been a number of years since the process has been reviewed end to end. Since then, Faster Switching has been introduced and MHHS is on the horizon.

Introduction of an energy theft Referral Assessment Service under the REC

Latest Update
This Change Proposal has been implemented as part of the REC Release on 27 June 2025.
Summary
Energy theft is a significant issue, costing consumers between £457 million and £760 million annually (based on Autumn 2024 retail prices). Energy theft also poses safety risks, particularly due to tampered meters, which have caused fatal incidents. Whilst existing measures under the REC, such as the Energy Theft Tip-Off Service (ETTOS) and Theft Detection Incentive Scheme (TDIS) seek to provide information on likely instances of energy theft and the incentives to investigate them, there are currently insufficient enforcement mechanisms and coordination with law enforcement agencies. In particular, there are challenges due to limited police engagement and inconsistent prosecutions, contributing to a low deterrent.

Problem Statement
The introduction of the ETU provides the mechanism to prosecute and add a significant deterrent previously missing from the theft landscape. To ensure an effective operation of this unit, the referrals should include standardised data by introducing the Referral Assessment Service (RAS). RAS will assess, triage and co-ordinate theft referrals received from industry parties.

Non-Domestic Change of Occupier SDEP Screens (R0155 Solution)

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
This Issue has been raised to develop the dedicated Non-Domestic Change of Occupier SDEP screens that were not possible as part of R0155 – Change of Occupier: Evidentiary Standards and Timescales. Should this Issue progress with a developed solution, the new dedicated Non-Domestic Change of Occupier screens would replace the temporary work around provided as a temporary workaround in the R0155 solution.

Proposed solution summary
  1. The solution will be developed through the Change Issues Group. Attendees will be invited to discuss and determine the requirements for the dedicated Non-Domestic Change of Occupier SDEP screens (a separate screen will be required for both Gas and Electricity). The solution will also require reporting for Performance Assurance and will include a plan for queries raised at cut over and data retention obligations. To help drive those discussions a starting point could be as follows: • Meter Point X Number (MPxN) • Multi MPxN flag – i.e. are there more than one • Date of CoO • Number of attachments • Accept evidence - Y / N – only available to the receiving supplier • Additional info – must be populated if N Auto populate: • Date of creation, date of response. • The Service Level Agreement (SLA) is 10 Working Days so it will need the RAG status based on that. Escalations screens – as per the standard REC escalations – including MPxN, date of creation and number of attachments. As part of any solution, the Code Manager will also update the non-mandatory Non-Domestic Change of Occupier Guidance Document to include further details on the newly dedicated SDEP screens, as well as further training material for Energy Suppliers.
Problem Statement
Due to the MHHS Code Freeze, newly dedicated Non-Domestic Change of Occupier SDEP screens could not be implemented as part of the R0155 solution and instead the use of re-purposed, existing screens was proposed as a temporary workaround. Energy Suppliers were clear in their responses to the R0155 impact assessment and consultation that using a temporary work around (with the temporary solution being the use of existing screens PT0056 and PT0067) would create additional workload and risk and that newly dedicated SDEP screens for Non-Domestic Change of Occupiers would still be required.

Latest Update
30/03/2026 The Proposer has withdrawn this Issue following discussions with industry, where impacted Parties advised waiting for the completion of MHHS migration before progressing this Issue and solution development. The window to adopt this Issue has now closed.
Summary
There is a concern regarding shared sites (as defined by BSCP550) that have multiple suppliers linked to them. The investigation revealed a lack of visibility of these sites, and it appears that the industry is similarly uninformed. Elexon, the REC, and the wider industry do not have a consistent way of identifying these shared sites. Therefore, there is a good chance that agents are holding shared sites within their portfolio without knowing it. We would like to explore whether the EES Online Portal has any flags or mechanisms that could help identify these shared sites.
