D0150 Guidance for MHHS Reverse Migrations

Contents

This article provides guidance on how to populate mandatory data items in the skeleton D0150 - Traditional Meter Technical Details on a Reverse Migration.

An MHHS Reverse Migration is initiated by the Supplier Meter Registration Service (SMRS) where a Switch or Initial Registration, for an MHHS Metering Point, is initiated by a Gaining Supplier which is not operating in the MHHS arrangements.

On a Reverse Migration of an MHHS Metering Point with a Smart Meter, following receipt of a de-appointment notification, the Losing Supplier’s Meter Operator Agent (MOA) is required to send a skeleton D0150 to the Gaining Supplier and MOA.

There are some mandatory items in the D0150 that won’t be available for Smart Meters that have been operating in the MHHS arrangements. The MHHS Programme issued guidance on these data items and they should be populated in the skeleton D0150, as follows:

  • All mandatory data items are populated
  • If unknown, the value of the Manufacturers Make and Type (DI50191/J0410) is noted as 'not recorded'
  • Meter Register Details group of data items (Group 293) is only populated with Smart Meter Cumulative Register. Time of Use (TOU) registers are not included. As such a single register with ID 01 should be entered.

In addition, the following guidance should also be followed:

  • MOAs should populate the mandatory data items within the Meter Register group for this single register as per the below:
    • Meter Register ID (DI50007/J0010) – 01
    • Meter Register Type (DI50224/J0474) – C
    • Measurement Quantity ID (DI50056/J0103) – AI
    • Meter Register Multiplier (DI50225/J0475) – 01
    • Number of Register Digits (DI50228/J0478) – As per the Meter Technical Details held
  • For Standard Settlement Configuration (SSC) Id (DI50037/J0076), populate as per the value populated in SMRS, which will have been received by the Losing MHHS MOA on the latest IF-036, and if required updated via the IF-026. If no value is present enter the value of 0393, which is the Unrestricted SSC value (or 0801 in _P).
    • Note that when populating the skeleton D0150 no validation should be applied to the SSC or the expected number of registers.
    • Effective From Settlement Date {SCON} (DI50160/J0300), the SSC is either being recreated for NHH or, if the SSC was maintained, it effectively is being re-applied - both should be treated as an update. Therefore in the majority of instances this data item should be populated with the date of the Reverse Migration.
  • For Meter Current Rating (DI50240/J0501), enter the value 100 - if it is known that the current rating is other than 100 then that value should be used.
  • For Retrieval Method (DI50053/J0098), enter the value ‘S’ (Supplier Sourced Smart Meter Readings) with an EFD that matches the meter install date.
  • For Manufacturers Make and Type (DI50191/J0410), populate as per the value populated in SMRS, which will have been received by the Losing MHHS MOAon the latest IF-036, and via the IF-006. If no value is present and unless the details are known enter the value ‘not known’.
