The maintenance of Standard Settlement Configuration (SSC) and Time Pattern Regime (TPR) data is changing under the new Market-wide Half Hourly Settlement (MHHS) arrangements. This article provides an overview of what is changing and the associated impacts.
Background
Standard Settlement Configuration (SSC) and Time Pattern Regime (TPR) are currently included within Market Domain Data (MDD and used to support a number of retail activities. The MHHS design does not include the SSC and TPR tables within the data to be maintained in the Industry Standing Data (ISD) to be maintained by Elexon.
It has been recognised within the MHHS design that Suppliers need access to SSC data, in particular it is needed for Traditional Metering Assets as it relates to the physical meter set up, which is required for the switch load metering. As such, the SSC must be populated in the Supplier Meter Registration Service for Metering Points with Traditional meters, while Suppliers may choose to populate the SSC for other Metering Points.
The SSC and TPR have therefore been included in key MHHS interfaces. The sharing of TPR data has been captured in the Notification of Old Supplier Information (NOSI) flow as part of the REC Data Transfer Network changes, and will continue to be sent with Meter Technical Details / Meter Mapping Details for Traditional Meters.
Going forward the data tables for SSC and TPR will be managed under the REC – see the New Meter Configuration Tables page.
Population of SSC and TPR for MHHS Migrated MPANs
Under MHHS, SSC and TPR are shared in the following Market Messages:
| Market Message | Meter type | Population rules |
|---|---|---|
| D0149 - Notification of Mapping Details | Traditional | SSC and TPR included as mandatory |
| D0149 - Notification of Mapping Details | Smart | Not sent |
| D0150 - Non Half-hourly Meter Technical Details | Traditional | SSC included as mandatory |
| D0150 - Non Half-hourly Meter Technical Details | Smart | Not sent |
| D0311 - Notification of Old Supplier Information | Smart | TPR included in Last Actual or Customer Register Readings (07D) |
| IF025 - Supplier Updates to Registration | SSC provided by Supplier | |
| IF026 - Notification of Registration Supplier Data Item Changes | SSC published to others | |
| IF001 - Notification of Change of Supplier | SSC sent to Supplier on Initial Registration | |
| IF002 - Notification to New Supplier of Site Information | SSC sent to Supplier on Initial Registration | |
| IF036 - Service Provider Notification of Appointment | SSC sent to MOA (and others) on appointment |
Supply Number
The Supply Number Format is being updated as a consequence of the MHHS Design (R0083). The SSC Id will be included in the topline of the Supply Number for MHHS Metering Points from M8 onwards.
As populating the SSC Id is only mandated for Traditional Metering Assets within the MHHS Design, this will only always be available for these meters. It will be available for Smart and Advanced meters should Suppliers chose to populate it.
Future considerations for SSC and TPR
Some industry participants have made it clear that they want to continue to use the SSC Id in their Smart and Advanced business processes. RECCo and the Code Manager will consider in what circumstances populating the SSC could be appropriate these meters. The Code Manager will keep industry informed and engaged through the normal communication channels as discussions progress.
In support of the transition of SSC and TPR maintenance to the REC, R0243 - Transfer of SSC and TPR data item ownership has been raised. This is a first step to progressing retail related changes to SSC.
