From September 2025, in line with MHHS Milestone M8 when the MHHS code changes will be implemented, the REC will start hosting and being responsible for the maintenance of the Standard Settlement Configuration (SSC) and Time Pattern Regime (TPR) data. These will be held in a new set of Meter Configuration Tables.
Background
The Balancing and Settlement Code (BSC) currently includes provisions for the maintenance of Market Domain Data (MDD). The Market-wide Half Hourly Settlement (MHHS) Programme is replacing MDD with Industry Standing Data (ISD). ISD will include data required to support the enduring settlement arrangements.
The valid set for SSC and TPR data is currently included within MDD and is used to support several retail activities. The MHHS arrangements do not utilise SSC or TPR data, however it has been recognised within the MHHS design that Suppliers need access to SSC data, with this item captured in key MHHS interfaces.
The sharing of TPR data has been captured in the Notification of Old Supplier Information (NOSI) flow as part of the REC Data Transfer Network changes. To support retail activities, the MHHS Programme has also confirmed that a static version of MDD will be retained for 5 years and visible to industry participants. However, this will not be actively managed, with no opportunity for new valid combinations to be added under the BSC.
As a result, a consequential MHHS change was agreed via the MHHS Programme Consequential Change Issues Advisory Group (CCIAG) and subsequently the REC MHHS Stakeholder Advisory Group (MSAG) that maintenance of a valid set of SSC and TPR values would become a REC obligation. This is being done through a clause being added to REC Schedule 14 placing an obligation on the REC Code Manager to maintain a Meter Configuration Table defining a valid set of SSC and TPR data items.
What are the Meter Configuration Tables?
The REC Meter Configuration Tables hold SSC and TPR data respectively. Examples of the data templates are set out below.
Meter Configuration Table - SSC
This data can be used by REC Parties to support in commercial activities and is being held for MHHS migrated MPANs, particularly those in the Smart MHHS Segment. The data for non-migrated MPAN’s will continue to be held within MDD.
The data sets which make up the first version of the REC Meter Configuration tables will occur once the August MDD data sets are published (scheduled for 20 August 2025). This is the MDD data set that will be frozen for the Transition period.

How can I access the Meter Configuration Tables?
Following implementation of C3-0089, which was approved for implementation at MHHS Milestone 8, stakeholders are able to access the Meter Configuration Tables through the REC Portal, under the Code Products section.
As of MHHS Go-live, which was 22 September 2025, a new option called Meter Configuration Tables will be available on the REC Portal. Here you can find two .xls files. One containing the latest valid SSC sets and one containing the latest valid TPR sets.
You can download these documents and upload them as needed into your internal systems.
Change Management Process
The Change Process for updates to Meter Configuration data is two phased. The first phase will run throughout the MHHS migration and transition phases. The second phase for this process will begin at the conclusion of MHHS transition (currently May 2027). During MHHS transition, these data items will be held by both REC and BSC under MDD, and the first phase change management of this process is in place to ensure alignment in the data available to REC Parties.
First Phase – The Code Manager will freeze data items listed on the Meter Configuration Tables and no additional items will be added or removed. The files will be made available on the REC Portal for parties to access and download.
Note - following implementation of BSC Modification P503 Urgent Modification Consultation Unfreezing MDD to enable load diversity, Category 3 Change Proposal, C3-0149 - Meter Configuration Tables V2.0 was implemented on 11 December 2025, to update the REC Meter Configuration Tables to align with the urgent changes made to the Market Domain Data.Second Phase – The Change Freeze will end and parties can request, through a Change Request form additions or amendments to the data sets. Changes are progressed in accordance with the Meter Configuration Change Calendar (dates used are provided for illustration purposes. Actual dates will be confirmed before the conclusion of MHHS Transition, currently scheduled for May 2027).
In line with the change calendar (example below), each month the Code Manager will validate the Change Requests received. Following validation, the Metering Expert Panel, at its monthly meeting, will vote on whether to approve or reject each change.

Receiving Notifications of Changes to the Meter Configuration Tables
Following the Change Freeze completion, changes to both SSC and TPR data sets will be enabled and enacted through the Change Management Process.
To ensure you or your organisation receives a notification when the data sets are undergoing change and new release you will need to ensure you are subscribed to the REC Meter Configuration Tables distribution list.
Please email: enquiries@recmanager.co.uk with all the necessary email address information, and request to be added to the distribution list.
