Sharing MTDs on MHHS Reverse Migrations, no Gaining MOA details

This article provides guidance to Meter Operator Agents (MOAs) on expectations related to sending Meter Technical Details (MTDs) following de-appointment as part of a Reverse Migration.

Sending MTDs to Gaining MOA within 2 Working Days of de-appointment

On a Switch that triggers a Reverse Migration, the de-appointed (Losing) MOA is required to send the MTDs to the Gaining MOA within 2 Working Days (WD) of the de-appointment (Schedule 34 – MHHS Migration, paragraph 3.8.7). This 2WD SLA has a direct dependency on the Gaining Supplier successfully appointing a new MOA for their Registration Start Date.

It is recognised that the IF-003 - Notification of Reverse Migration & De-appointment will not always contain the details of the Gaining MOA, notably when they are not available in SMRS. Schedule 34 indicates the details should be determined through alternative means if not available in the IF-003.

Where a Losing Supplier needs to confirm Gaining MOA details via alternative sources to the IF-003, it may not be possible to do so and send the MTDs within 2WD, noting the following in particular:

  • BSCP708 (paragraphs 3.3.9-10) obligates the Gaining Supplier to request the Gaining MOA to share details with the Losing MOA within 5WD if not shared in the IF-003
  • Raising a query with the Losing Supplier requires manual intervention and a reliance on external parties, with no SLAs, to provide the Gaining MOA details
  • If EES is not updated, via the D0205 - Update Registration Details, within 1WD of the Gaining MOA appointment this could require manual intervention

Guidance

The Code Manager recognises the above issue and can confirm that the Code Manager expects Parties to take reasonable steps to meet the Code processes, and will consider any issues in light of the difficulty meeting the 2WD SLA where the Gaining MOA details are not included in the IF-003 and are not available in EES at the end of 1WD after Losing MOA de-appointment. Where possible, Parties should continue to meet the SLA.

Please note:

  • Where the Gaining MOA details are populated in the IF-003, or are readily available in EES 1WD after the Gaining MOA accepts the appointment, the Losing MOA must meet the 2WD SLA in 3.8.7
  • To resolve the Missing MTDs, there is no Legacy MOA to MHHS MOA Scenario Variant in the D0170 to enable the Gaining MOA (role ‘M’) to request the missing MTDs when appointed. It is suggested the Gaining MOA requests the Gaining Supplier to make the request via SDEP for the MTDs to be sent.

A REC Change Proposal will not be progressed to revise Schedule 34, due to the limited period of time for which it will be applicable – Reverse Migrations are expected to end at MHHS Milestone M14 in October 2026.
