Market-Wide Half Hourly Settlement
Energisation Status Effective from Date Discrepancy in between EES and SMRS

This article provides guidance to Electricity Enquiry Service (EES) Users on a known data misalignment between EES and the Supply Meter Registration Service (SMRS) around the Energisation Status Effective from Date (EFD) for Market-wide Half Hourly Settlement (MHHS) Metering Points.

Background

In non-MHHS legacy arrangements:

  • Energisation Status and associated EFD are maintained by Supplier within SMRS
    • This information is communicated to EES via the EES Daily Update
  • As the item is Supplier maintained, it’s linked within SMRS to the Supplier’s registration as well as actual status updates
    • So, following a Switch the Energisation Status is aligned to the new Supplier’s registration start date even if the energisation status has not changed
  • In EES, the Energisation Status EFD will either be the date the Energisation Status was last updated or the date the existing Supplier registered the Metering Point, whichever is later

Following Migration to MHHS arrangements:

  • Supplier is no longer responsible for maintaining Energisation Status, with responsibility passing to the appointed Meter Operator Agent
  • In SMRS, the Energisation Status EFD is no longer aligned to a Supplier’s registration, and the EFD communicated in DIP Market Messages is only ever the date of an actual status update
    • The EFD is not updated upon a Switch
  • EES only updates the Energisation Status information on receipt of an IF-008 ‘SMRS Change of Energisation Status Notification’ Market Message
  • Unless the Energisation Status changes, EES will continue to display the last Energisation Status EFD it received in legacy arrangements, causing a discrepancy where a Switch occurred between the last actual Energisation Status update and Migration to MHHS

Impact

Following an MHHS Migration, the Energisation Status EFD communicated in DIP Market Messages such as the IF-036 ‘SMRS Notification of Supplier Agent Appointment and Supporting Info’ is likely to be earlier than that published in EES (both the API and Portal). For example, the IF-036 could communicate the date the Energisation Status was updated (Example: 01/04/1996) while EES could display the date of a Switch before migration occurred (Example: 01/01/2026).

This misalignment will continue until such time as the Energisation Status is changed and a new Energisation Status EFD is communicated, via the IF-008.
EES Users are advised that the Energisation Status itself is unaffected by this data discrepancy and the misalignment of EFDs is not considered material.
