Summary
Housing Associations need to validate supply point information to ensure that they have the most up to date and accurate data against each property in their portfolio and also to complement their internal safety inspection processes. This change has been raised to enable Housing Associations to have access to data in EES and GES, to understand and confirm which of their properties contain live supply points, the meter locations, asset data and last inspection checks. This will also enable Housing Associations to update the industry where gas safety information is not accurate against their site data.

Latest Update
30/11/2022 - The REC Technical Expert Panel voted to approve R0055 for implementation on 24 February 2023.
Summary
Within the Switching Operator Service Definition, the Central Switching Service (CSS) Provider is required to provide 10 Working Days’ (WDs) notice of planned system outages. However, within the CSS Provider’s processes and the Switching Operator Change Management Process Category 3 document, an 8 WD lead time is set out. This change seeks to address this discrepancy.

Proposed solution summary
  1. As the CSS Provider, I want the service levels to be consistently defined across relevant REC Products. This will ensure that I am clear on the lead time I need to provide for planned outages and can meet the defined service level.
  2. As a CSS User, I want to understand how much notice I will get for planned outages of the CSS, so I am able to appropriately plan my activity reliant on this service.
  3. As a Switching Data Service Provider, I want to understand how much notice I will get for planned outages of the CSS. This will ensure I am able to appropriately plan my Operational Switching Service Changes and associated activities.

Problem Statement
Across REC products there is an inconsistency in the defined lead time for the CSS Provider to provide notification of scheduled maintenance and system outages. This may result in uncertainty for Switching Data Service Providers around when they should submit an Operational Switching Service Change. This is to ensure there is sufficient lead time for any change to be included within a planned maintenance release, and for CSS Users planning their operational activity around CSS availability.

Problem Statement
The current metering arrangements, with separate Metering Codes of Practice, contains duplication and inefficiencies. There are currently four different auditors that undertake accreditation and audit activities across the different schemes. This could mean that a REC Party may require multiple separate accreditations and site audits, resulting in unnecessary operational impacts and costs.

Proposed solution summary
  1. As a Consumer I want to receive my bills when expected, from the Supplier of my choice without delays caused by being switched incorrectly and not being resolved in a timely manner. As a Consumer, in the event that my Supplier has exited the market and my supply cannot be returned to my original Supplier, I want the Gaining ET Supplier to have the ability to terminate any ET process that has already been initiated so that I am able to choose my preferred Supplier and switch without delay or penalty.
  2. As a Consumer, if Energy Suppliers need to share my data to resolve a switching issue, I want Suppliers to share my personal data securely so that my data is protected.
  3. As an Energy Supplier, where appropriate, I need to be able to cancel an ET effectively and efficiently, so that I can bill my Consumers accurately and timely. As an Energy Supplier, where appropriate, I need to be able to cancel an ET so that I supply Consumers with whom I have a valid contract.
  4. As The Code Manager I need to be able to identify when an ET has been cancelled so that I have a clear audit trail and can monitor performance effectively.

Problem Statement
Erroneous Transfers are being cancelled by Suppliers, which is currently not permitted under the REC. There is no consistent defined process or audit trail. In the event of a Supplier of Last Resort (SoLR) being appointed, or on a Change of Occupier at a premise, the Gaining Supplier currently has no way to formally cancel an ET after it has been initiated. This can cause Switching and/or Billing delays for Consumers whilst Energy Suppliers attempt to resolve an outstanding or open ET. For Energy Suppliers this can mean they are supplying Consumers with whom they have no Valid Contract, resulting in additional Guaranteed Standards of Performance (GSOP) Payments and increased Consumer dissatisfaction. The Performance Assurance Board (PAB) has no way to identify the difference between the process legitimately closing without resolution, and an Energy Supplier not meeting their obligations in the code to properly resolve an ET. As a result, the PAB are unable to differentiate the performance of Energy Suppliers between those that are closed down legitimately or those being closed inappropriately.

Proposed solution summary
  1. As a Consumer, I want issues affecting me or my energy account to be resolved at the earliest opportunity, to minimise impacts to my energy switch or accurate and timely billing.
  2. As a Consumer, I want industry parties to share my personal data securely so that my data is protected.
  3. As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I can bill my Consumers accurately and timely.
  4. As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I supply Consumers with whom I have a valid contract.
Problem Statement
The SDEP currently only supports direct messaging between two SDEP Users and doesn’t allow for communications to be shared with multiple users (three or more). In circumstances where agreement is required between multiple parties, this needs to be managed outside of the SDEP by telephone and email. This has reportedly resulted in inconsistencies between parties and delays in the resolution process.
