This Change Proposal has been implemented as part of the June 2026 REC Release.
Summary
Elexon have raised CP1622 to amend the Validation rules within the Supplier Meter Registration Service (SMRS) for the Number of Register Digits Data Item within the IF-005 Market Message, to allow digit values from 1–9, ensuring accurate data and reducing exceptions. There are no Validation rules related to the D0312 Market Message which need to be amended under the Balancing and Settlement Code (BSC), but the D0312 itself contains a Data Item Rule regarding the Number of Displayed Register Digits which needs to be amended in line with CP1622.

Problem Statement
BSC CP1622 is looking to address that SMRS cannot accurately update the Number of Displayed Register Digits for a SMETS2 Smart Electricity Meter due to Validation rules currently in place. The Validation rules proposed to be amended are those on the IF-005, which has direct impacts to the D0312.

Summary
Following approval of BSC CP P503 Unfreezing MDD to enable load diversity - Elexon BSC, new versions of Market Domain Data (MDD) have been published on the Elexon Portal on 04 December. This Urgent modification temporarily unfroze certain MDD entities in order to apply new Standard Settlement Configuration (SSC) and Time Pattern Regime (TPR) combinations. The REC Meter Configuration Tables and the Market Domain Data are presently within a Change Freeze Period until the closure of the MHHS Transition Period and therefore must remain aligned. On 10 December, the RECMEP, as the responsible committee for changes to the REC Meter Configuration Tables, approved a change to update the REC Meter Configuration Tables to align with the P503 changes made under MDD

Latest Update
This Change Proposal has been implemented as part of the June 2026 REC Release.
Summary
R0277 – Data Latency SLA alignment for Gas Enquiry Service amended two performance levels within the Gas Enquiry Service (GES) Service Definition. However, these changes only addressed ambiguity on when the performance level applied from and to and increased the number of hours in which data will be available to Authorised Persons within the Supply Point Switching API. This change will seek to support the changes made under R0277 whilst also providing a suitable percentage SLA target for the Gas Enquiry Service Provider to meet these measures.

This Change Proposal was implemented on 27 March 2026.
Summary
The Code Manager is required to perform an annual review of a number of PAF items, including the PARC. The PARC has already been updated several times over the course of 2025 through a series of REC Changes (including R0173, R0202, R0254, R0259). We have conducted an end-to-end review and have identified the other changes are required.

Problem Statement
To ensure REC Parties and Service Providers are aware of reports they must provide for Performance Assurance as well as reports obtained from central data sources (such as, but not limited to, the DIP Manager) used in assuring their performance within the market. It is essential these reports are maintained in line with changes to Code processes as well as changing risk landscape.

Latest Update
An Update to Plan has been approved by the REC Technical Expert Panel on 25 June 2026.
Summary
The Meter Manufacturers Make and Type (J0410 / DI-048) was not populated as part of the MHHS Programme's data cleanse. However it is part of the SMRS maintained Meter Technical Details (MTDs) for Smart Meters which replace the DTC MTD Market Messages for Smart Meters in the MHHS environment. It is not currently possible to populate this item in the legacy arrangements.

Problem Statement
Following MHHS Migration, the MTDs provided by SMRS do not include the Meter Manufacturers Make and Type, as this replaces the existing D0149/D0150 Market Messages it could lead to the information being lost. This will mean Energy Suppliers and MOAs will not know the make and type of meter installed at a particular Site.

Latest Update
12/05/2026 - The Code Manager have developed a solution which has been live since 05 May 2026. More detail can be found on the REC Portal Wiki. A Closure Report has now been published, and this Issue has now been classed as resolved.
Summary
The RegistrationId (DI90043 / DI849) is required by SMRS to be included in the IF-031 'Supplier Agent Appointment Request' Market Message to allow the SMRA to process the appointment request. However not all Suppliers hold the RegistrationId for all Meter Points, in particular those that have not undergone a Registration managed by the Central Switching Service (CSS)

Proposed solution summary
- As part of the solution for REC Issue I0296 - Registration Id Required for MHHS Appointments the REC Code Manager have developed a process to provide Energy Suppliers the Registration Id for Metering Points that have not been through a Central Switching Service (CSS) Registration Managed Switch. This is to allow Energy Suppliers that may not hold the Registration Id for these Metering Points to populate the Market-wide Half Hourly Settlement (MHHS) Agent Appointment Messages required to initiate a MHHS Migration.
- More detail of the solution can be found: https://recportal.co.uk/rec-wiki-mhhs/-/knowledge_base/market-wide-half-hourly-settlement/provision-of-registration-id-required-for-mhhs-appointments?utm_source=emailoctopus&utm_medium=email&utm_campaign=Weekly%20Bulletin%20-%202026-05-01

Problem Statement
Not all Energy Suppliers hold the RegistrationId for all Meter Points, particularly those Meter Points that have not gone through a Switch, i.e. have not undergone a Registration managed by the CSS. The RegistrationId is currently only available where a Metering Point has been through a CSS managed Registration. Without the RegistrationId available to Energy Suppliers, not all Metering Points will be able to migrate putting the MHHS Migration and Milestone M15 at risk.

Latest Update
07/07/2026 - The Change Report (Update to Plan) has been approved by the REC Change Panel. This Update to Plan reset the Priority Category and urgency status of R0294, following the deferred implementation of the lead BSC CP 1607. R0294 continues to be on hold until further solution development is undertaken as part of CP 1607. The Code Manager will continue to work with Elexon and Service Providers for future progression of any changes to implement the IF-051.
Summary
The IF-051 provides a refresh of data from Supplier Meter Registration Service (SMRS) to the Electricity Enquiry Service (EES) (REC) and Market Data Service (BSC). Currently the REC does not hold any detail regarding the DIP Market Messages that the EES is required to receive and process. Due to the nature of the IF-051, the EES Provider obligations need to be clear to ensure the interface can be received and processed appropriately.

Problem Statement
BSC CP 1607 will implement a new DIP Market Message, the IF-051 ‘Data Refresh’ on 26 March 2026. EES will be a recipient of that change. If EES is not able to receive and process instances of the IF-051, data in EES will be misaligned with other industry systems (SMRS, DIP and MDS) meaning that it will not maintain its role as the accurate reference point for industry participants. This could lead to potential disruption of industry processes.
