Summary
A Balancing & Settlement Code (BSC) Modification P441 is looking to introduce additional Complex Site classes which would categorise the types of Complex Site, with each having clearly defined criteria within the BSC, whilst also facilitating a new "type" of Complex Site (referred to as a Class 6 Complex Site) to allow approval of "non-standard" complex sites. It will also clarify when the netting of Imports from Exports for multiple Metering Systems registered in Supplier Volume Allocation (SVA) is permitted.

Proposed solution summary
  1. As a consumer, I want more choice to take up low-carbon technology and more flexible energy solutions through local energy schemes, such as the Ofgem BEIS Smart System Flexibility Plan and any other future flexibility service provisions that may be developed.
  2. For MEMs, l want to remove ambiguity around the current Complex Site arrangements and will facilitate the advancement of community energy schemes.
  3. For Suppliers, I want to encourage more innovation that will lead to the better use of local energy schemes.
Problem Statement
The introduction of new Complex Site classes is needed into the REC to make the solutions under P441 and DCP 424 work. Meter Equipment Managers (MEMs) will need to understand what their new obligations are in respect of metering requirements, as well as impacts on any of the metering processes associated with a Complex Site.

Proposed solution summary
  1. As a new Market Participant, I want to be able to implement Electricity industry solutions and initiatives utilising industry systems that require me to be assigned a MPRC
  2. As an existing Market Participant, I want to be able to define my interactions with other Market Participants using unique Market Role code identifiers As the BSC, I want to be able to assign new MPRCs so that we can fulfil requests as part of new market solutions
  3. As a new or existing Market Participant, I want to be able to continue sending and receiving Market Messages which include the MPRC within the file
Problem Statement
Under the current logical format there are only 36 possible MPRCs available for the Electricity industry, and they have all been allocated. The BSC are therefore currently unable to allocate new MPRCs and propose to update the logical format of the J0001 (DI50001) ‘Market Participant Role Code’. REC owned Market Messages will need to be updated to accommodate the new logical format.

Problem Statement
Deepki’s service aims to centralise all utilities data from various sources (energy distributors, suppliers and other data services) for our customers in the Real Estate or industry sector to expose KPI’s on their consumption and their CO2 emissions, globally and per building.
Deepki aims at giving insight on energy consumption reduction and to allow reporting for regulatory and certifications purposes.

The data processes we rely on are standard data collection and manipulation : download, requests of data, transformation to fit our unified model, aggregation and exposition for visualisation or export.

Today, in the UK we rely mainly on the supplier invoices to retrieve the data consumption of our clients.

Summary
There are organisations that are named in Schedule 12 - Data Access that are not recorded in the gas and/or electricity Data Access Matrix (DAM). This means it is not possible for the Code Manager to provision them access. All organisations listed in Schedule 12 to access data in the REC should have an entry in the Data Access Matrices. This Change Proposal has been raised to review the Schedule and DAMs and take forward the necessary changes.

Summary
This change looks to remove business rule 1177, from the Central Switching Service (CSS) Message Business Data Validation Rules, which mandates that all Suppliers have a ‘One Fail All Fail’ (OFAF) reference included in their Switching Operational Data record in CSS. This was not the intended design. CSS system functionality will be updated as part of an operational change, as agreed at Switching go-live. This change is required to align the Data Specification with the operation of the system.

Latest Update
05/04/2024 - Following the implementation of R0118, this change has followed the new data access process and has been withdrawn.
Summary
The Department for Education (DfE) wants to be in a position to support schools in making the best use of the energy commodity use within the educational estate. To do this they need the ability to identify the energy meters in use across the educational estate, so that they support schools and colleges with analogue meters with their upgrade to Smart Meters and understand their energy data usage. Currently the DfE does not have access to the Electricity Enquiry Service data to enable it to understand what electricity meters are installed in schools.

Problem Statement
Working with over 22,000 schools across England, the Department for Education (DfE) is responsible for children’s services and education, including early years, schools, higher and further education policy, apprenticeships and wider skills in England. It must ensure that public funds are well spent in providing the highest possible quality of education. The DfE is ambitious in its plans to level up standards and provision so that children and young people in every part of the country are prepared with the knowledge, skills and qualifications they need.

The DfE has a statutory duty under Section 14-16 of the Education Act 2002, to provide financial assistance to the education system, in whatever form.

Before the energy crisis, over £600m of schools funding was spent on energy, a significant amount. However, we estimate that this is now £1.2bn due to the recent energy price rises. Consequently, the DfE has a public duty and obligation, particularly in the current energy climate, to ensure every pound spent counts. We know that responsible energy spending is a requirement for schools, but we also know that each pound spent unnecessarily is a pound taken away from providing highest quality education.

The DfE’s ambitions and duty in supporting schools and colleges, along with the current situation regarding high energy prices and public consciousness of green issues, has demonstrated to us that where we need to start is data. Gaining an understanding of the assets in place across schools in England, in order to be working with facts rather than assumptions.

Ultimately the Department for Education wants to be in a position which supports schools in making the best use of the energy commodity use within the educational estate. To do this we need the ability to identify the energy meters in use across the educational estate so that we can:
• support schools and colleges with analogue meters with their upgrade to Smart Meters
• support schools and colleges to understand their energy data usage.

Currently the DfE does not have access to the Electricity Enquiry Service data to enable it to understand what electricity meters are installed in schools.
