Problem Statement
Since the REC was established, no business has been raised that would require the Green Deal Panel to meet and therefore the group has not yet convened. As well as being an unnecessary administrative consideration, it is a challenge to keep the Members and Chair abreast of the wider REC Change Process, and the Green Deal Panel may therefore find it more challenging to discharge its functions in the event that it needs to be convened.

Summary
In Q1 RECCo commissioned London Economics to carry out an independent review of the charges for access to the Enquiry Services. The conclusion of that report was to simplify and align the charges for EES and GES access, removing all charges except API Usage banding charges and existing GES Standard Report charges. That would reflect a fair and equitable charging regime for ES access. The 2024/25 Charging Statement has been updated accordingly

Summary
The Code Manager has identified typographical and formatting errors, as well as opportunities to provide clarity, improve consistency and accuracy across the REC Services and products. These changes have been assessed as meeting the criteria to be progressed via a Housekeeping Change Proposal. Schedule 31 - Prepayment Method Levelisation Reconciliation: The Electricity and Gas Meter Point Portfolio Example's have typographical and formatting errors.

Problem Statement
This is a Housekeeping Change Proposal subject to the Housekeeping Change Proposal process, rather than the standard change process. The nature of the change is that it makes non-material changes to the REC Products to correct typographical and consistency errors. It also provides an opportunity to introduce necessary clarifications.

Latest Update
23/08/2024 - This change was successfully implemented as part of the August 2024 Extraordinary REC Release on 23 August 2024.
Summary
BSC has raised Change Proposal CP1594 which seeks to create an approvals process and a valid set for communications method. This change is proposing to create an approvals process to allow for the managed end dating of older technologies, such as Public switched telephone network (PSTN), Circuit Switched Data (CSD) and later 2G, and the assessment of the validity of newer communications technologies, such as (but not exclusively) Narrow Band-Intern of Things (NBIoT) and Category M (CAT-M). The evolution of metering communication systems underscores the need for timely updates. Legacy systems risk inefficiencies and potential security vulnerabilities. Implementing an approval process, modelled on BSCP601, ensures a standardised approach to introducing new technologies and managing the exit of old ones. Further justifications include: • To allow for the centrally managed end-dating of redundant communications technologies in line with known deadlines for those technologies to become redundant and unreliable. • To allow for the wider industry education of newer types of communication technologies. • To create and expand the already existing central knowledge base of the evolution and attributes of newer communication technologies as they relate to Settlement Metering Equipment. • To ensure transparency for all industry participants on the newer communications types available and the dates for which legacy communications must be removed. CP1594 will create a valid set, linked to the new approval process and using Data Item J0386 as a conduit to detail the approved communication methods as well as end dates for communication methods which are becoming redundant and unreliable.

Problem Statement
The BSC are making changes to how permissible Outstation communication methods are captured and recorded within the industry. In order to align with these BSC led changes, the REC Data Specification must be reviewed in order to update the affected Data Item – DI50178 (J0386).

Summary
The REC Code Manager has updated the REC Service User Categorisation and Assessment Document to provide further guidance on the framework used to determine the scope of the Information Security and Date Protection assessment. This includes clarifying of the level of assessment which is required for each user type, which varies based on way a user accesses a service; this is because API access gives the ability to access lots of data, as well as the potential to disrupt other users of the REC Service.

Summary
There is an existing user category within the Gas DAM - Organisation or Local Authority providing access to grants and other funding which provides access to one data item (Meter Installation Date). This is not sufficient as this alone does not evidence that there has been gas at the property before April 2022 and does not satisfy Ofgem requirements. Additional data items have therefore been requested. The user category will be updated so that all these types of organisations will have access to this data when they make a request. Manchester Energy Grants, Timhy Services and Elanworth (T/A Next Recycle) have currently requested access to this data.
