Proposed solution summary
  1. As an electricity Consumer I want my new Energy Supplier to set up my account and appoint their agents appropriately, so I receive timely and accurate bills.
  2. As a Market Participant, I need to understand any changes to Market Messages I send and receive that may impact my business, so I can engage in the change process and plan any required changes to my systems and processes.
  3. As an Energy Supplier, I want to be able to Appoint and De-appoint Agents more quickly, to minimise risks to my settlement performance and ability to produce accurate and timely consumer bills when the new switching arrangements go-live.

Problem Statement
BSC CP1532 proposed updates to the Change of Supply (CoS) timescales within BSC Procedures BSCP502, BSCP504 and BSCP514, to align the Half-Hourly and Non-Half Hourly Supplier Agent Appointment and de-Appointment timescales and to facilitate the achievement of the Faster Switching programme objectives. BSC CP1532 was approved on 01 September 2021 by the Supplier Volume Allocation Group (SVG). Following the SVG’s decision to approve, BSCP514 moved to the Retail Energy Code (REC) following the implementation of P420 ‘Retail Code Consolidation Significant Code Review’. A REC Change Proposal is therefore required to deliver the full solution.

Proposed solution summary
  1. As an electricity Consumer, I want my metering data to be accurate, to ensure my account is set up correctly and I receive accurate and timely invoices.
  2. As a Metering Equipment Manager, I want to have clarity on my obligations to provide data - specifically what data I need to send, who the recipients are and when I need to send it to ensure I provide accurate data to other Market Participants. As an Electricity Supplier and as an Electricity Distribution Network Operator (DNO), I want to receive accurate and complete Meter Technical Details (MTD) to enable me to take appropriate action following a change of metering equipment, a switch, a change of HHDC, a new connection a meter configuration or MEM.
  3. As a Half Hourly Data Collector, I want to receive accurate and complete Meter Technical Details to enable me to take appropriate action following a change of metering equipment, change of supplier, change of HHDC, new connections, meter configuration or MEM.

Problem Statement
There is not a consistent understanding around the Complex Site process which can lead to the Complex Site Supplementary Information Form (CSSIF) being populated or interpreted differently by different parties. This may lead to incorrect data being used for consumer billing and Settlement, which can result in BSC Trading Disputes.

Problem Statement
Distribution Network Operators (DNOs) have reported that they are receiving a high volume of requests for Site Technical Details for Domestic and Microbusiness sites following a Switch or Change of Agent, resulting in increased workload for DNOs to validate and process these requests. It is not clear if these requests are all necessary or required by the MEMs and justify the effort required by the DNO to process these requests.

Proposed solution summary
  1. As an electricity consumer with an Advanced Meter, I want my usage data to be accessed remotely from my meter, to reduce the need for on-site visits and ensure that I receive timely and accurate bills.
  2. As the Market-wide Half Hourly Settlement (MHHS) Programme I want to see an effective, early migration of NHH settled Advanced Meters to HH settled, to reduce the risk of missed migration deadlines and ensuring sufficient time to resolve ‘problem’ sites ahead of the MHHS migration deadline.
  3. As an Energy Supplier I want to obtain usage remotely, reducing the need for on-site metering reading activity, enabling me to settle and bill accurately. As a Metering Equipment Manager (MEM), I need to understand any changes to obligations that may impact my business, so I can engage in the change process and plan any required changes to my systems, processes and organisation.

Problem Statement
The Balancing and Settlement Code (BSC) is seeking to mandate the Half-Hourly Settlement of Advanced Meters ahead of the transition to Market-wide Half Hourly Settlement. In order to support this transition, these meters will need to support remote communications to allow half hourly consumption data to be collected. There is currently no explicit requirement for Energy Suppliers and/or Metering Equipment Managers to ensure these meters have working remote communications, which could impact the successful migration of these meters to the new arrangements.

Summary
In line with agreed review cycles, the Performance Assurance Operating Plan (PAOP) is to be reviewed quarterly. This review took place in October and the PAB were consulted on the changes. The purpose of the quarterly reviews is for operational reviews against progress and milestones based on the analysis of data. This is intended to be reactive and allow activities to be re-planned and prioritised based on actual delivery performance. Within the PAOP, we provided an indicative timeline for when year one activities would take place. As part of the review of the PAOP and this indicative timeline, the Code Manager has identified a number of changes. 1 - Maintenance of Qualification - As the functionality for submissions to be completed has not yet been developed on the REC Portal, and consistent with the recent decision to delay new reporting requirements until January 2022, we will now also delay the start of maintenance of qualification submissions to 2022. 2- Monthly risk determination where all Retail Risks are monitored - Due to the data submission approach defined in the Report Catalogue, a phased approach is being taken. Some data will be available in from 1 November, with the remainder available from 1 February. 3- Peer comparison on address quality - Data not available until 1 November. 4- Peer comparison on Prepayment meter device replacements - Activity removed, data required to complete this activity is not available within the market. 5- Peer comparison on Erroneous Switches - Data not available until 1 November 6 - Specific topic monitoring on Metering updates - Due to the data submission approach defined in the Report Catalogue, a phased approach is being taken. Electricity data will be available in from 1 November, with the Gas available from 1 January.

Proposed solution summary
  1. As an electricity Consumer, I want requested meter work to take place safely and efficiently at the time and date agreed, so that I have a safe and working meter.
  2. As a MEM or a DNO I want clarity on how to deal with cable labelling during periods of coloured cable supply chain shortages, so that I can continue to install or maintain consumer metering.
  3. As a Metering Scheme Auditor, I want there to be clarity on the permitted labelling of non-standard colour coded cables used when connecting meters, so that audits can be appropriately completed.

Problem Statement
During times of sustained supply chain shortages, some colour coded cables may not generally be available. Where this is the case, Metering Equipment Managers (MEMs) and Distribution Network Operators (DNOs) need to be able to source a suitable alternative cable so that they can continue to install and maintain meters. Although the labelling of cables with different out sheath colours from the inner insulation is covered by the IET Wiring Regulations, this is not set out within the REC Electricity MOCoP.

Summary
The Code Manager has identified a minor update is needed to the Energy Theft Reduction Guide, to bring it in line with updates recently made to the Performance Assurance Report Catalogue. The update text is regarding the monthly reporting timelines, set out on slide 7. The updated text specifies that REC Parties should submit the report on the REC Portal by the 1st working day of the following month (for example, for data for 1-30 Sept this should be submitted by 1 Nov). The rest of the monthly target reporting information, stating that the Code Manager publishes monthly energy theft report within 20 working days of submission deadline and they may raise a query or challenge on the report within 5 days, has remained unchanged.
