Summary
Change Proposal R0002 was approved by the Change Panel on 5th October 2021, and amended the categorisation of the Market Message Catalogue, Data Item Catalogue, Data Access Matrix and Standards Definition from Category 3 to Category 2. The recently developed change process for Gas Meter Product Tables has also established that these changes should be approved by the Metering Expert Panel, and not the Technical Expert Panel. This change makes the necessary changes to the REC Baseline Statement to reflect these.

Summary
The MRA Schedule 8, Guidance on Metering Points, has been included in the MRA Transition Schedule (Appendix 1). This REC Schedule will be removed from the Code at CSS Go-Live Date, as part of the Switching Programme Significant Code Review. The ‘Guidance on Metering Points’ is recognised as a valuable set of principles and guidance, that would no longer be available in any REC products after CSS go-live unless action is taken to address this. The Metering Expert Panel (MEP) approved the introduction of a new Category 3 product as the mechanism to retain the guidance. The MEP agreed it was appropriate for them to be responsible for the governance and maintenance of the document going forward. The Category 3 document is a 'lift and shift' of the guidance from Schedule 21 MRA Transition. The MEP is due to meet on the 15th October to review the document, if approved this will be published/implemented on the 1st November.

Summary
An engagement session was held with industry on the Report Catalogue on 15 September. Some of the queries raised resulted in a small number of further clarifications and drafting errors identified as requiring updates to the PARC. The PAB also provided some additional feedback, which resulted in the following clarifications and minor amendments being made: • Update of description for #1330 (SMIS Survey Reports) • Addition of deadlock status and explanation for complaints data (#90/100) • Amendments to Network Operator Complaints data • Removal of I&C/Business complaints from scope of item #100 • Retail Risk column added for 'Other Data Collection' tab • Update REC Obligation for #270 (D0150) - Removal of item #390 (D0225)

Summary
Non domestic customers can access their own data on EES, if they provide evidence of multiple MPANs to C&C. In the mobilisation of the Performance Assurance Service the assumption had been made that organisations applied through the MRA for access to EES. During the final days of the MRA it became clear that these organisations have instead directly worked with C&C. The process has not been changed in the early life of the service, the Code Manager will work with C&C and RECCo to determine the appropriate process in the long term. The PAB will be provided updates on this at the relevant time. Therefore corresponding edits to the guidance in the REC Entry Assessment Information Pack are required. This change also had consequential impacts on the Market Entry and Exit User Guide, which has already been updated by the RPS Code Manager. The changes include: • An additional footnote that reads ‘Except non domestic customers accessing their own data, who can apply directly for this access to C&C’ on page 12; and • An updated diagram on page 14 to include ‘*excluding non-domestic customers accessing their own data’

Summary
The publication of REC V2.0 on 1 September 2021 included updates to the Data Access Schedule to add additional Electricity Enquiry Service (EES) Non-Party Service User Categories. These additional user categories resulted from a Switching Programme Change Request. The user categories are: • Third Party Intermediary Service Providers; • the Energy Ombudsman; • the Microgeneration Certification Scheme Service Company; and • the Alt HAN Company (established under the Smart Energy Code). As a result of these updates, the REC Service User Categorisation and Assessment document needs to be updated to reflect the additional user categories and the ongoing maintenance of qualification requirements for these user categories. As this is a Category 3 document, the Code Manager has consulted with the PAB on their approach to raise a Category 3 change proposal to revise these documents. As the amendments align with REC V2.0 and have undergone impact assessment through the Switching Programme, we do not propose to consult more widely with industry.

Problem Statement
The implementation of REC V2, as part of the Retail Code Consolidation SCR, was due to consolidate the existing provisions in other codes into the REC on a like-for-like basis. The Code Manager has identified that there were changes made to previous codes that weren’t reflected in the REC V2 drafting that was implemented. This means that the current processes being operated by industry parties are not reflected in the REC. REC Party's and Service Providers rely on the REC to provide a consistent baseline to ensure the industry operate in an effective and interoperable way. There are currently inconsistencies between the drafting of the REC, and the processes operated by REC Party's and Service Providers, which could cause issues in the effective operation and assurance of the retail energy market.

Summary
The aim of this proposal is to reduce the extra assistance required by Electricity Market Reform (EMR) parties in the invoice validation by updating the backing data within the Market Messages to align to what is being invoiced. The associated Market Messages should be structured and named in line with the actual output of Settlement systems to facilitate validation of Capacity Market (CM) Scheme and the Contracts for Difference (CfD) financial settlement.

Proposed solution summary
  1. As an Energy Consumer, I want to be quoted the correct rates as part of my contract conversation when switching supplier. I want my meter set-up correctly to be able to utilise secondary electricity loads at specific times for specific purposes. (e.g., overnight Electric Vehicle (EV) charging, Heat/Hot Water, Boost, etc.). I want to be assured that I will have access to electricity when I need it. I want to switch to my chosen Supplier without any delays or issues.
  2. As an Energy Supplier, I need to identify meter types with Auxiliary Proportional Controllers (APCs) at a property, so that I can offer my customer the correct tariff and configure their meter correctly.
  3. As a Meter Equipment Manager (MEM), I need to identify meter types that incorporate Auxiliary Proportional Controllers (APCs) are present at a property, so that any necessary maintenance/repair work can be carried out appropriately.

Problem Statement
Currently there is no way to identify new meter types that incorporate Auxiliary Proportional Controllers (APCs) outside of the DCC Smart Metering Inventory. Failure to correctly identify these could result in an incorrect meter type being assigned to a supply point. Failure to accurately record where meter types that incorporate Auxiliary Proportional Controllers (APCs) are at a property could result in the meter not being configured correctly by the Supplier. This may impact switching, timely and accurately billing, and industry settlements. Options need to be considered to accurately record what meter types that incorporate Auxiliary Proportional Controllers (APCs) are installed at a property.

Problem Statement
BSC Modification P375 will be implemented on 30th June 2022 and introduces a new role of Asset Metering Virtual Lead Party (AMVLP), to allow settlement of meters ‘behind the boundary point’. To enable this, the AMVLP will need to exchange Market Messages with other Market Participants that underpin the new process being introduced by the BSC. Some of these Market Messages are governed by the REC and require a consequential REC Change Proposal to deliver the full solution.
