Summary
GES online allows emergency contact details to be viewed. The contact details are restricted in visibility and accessible only to the current Shipper, Supplier and Transporter’s. While multiple contacts may be submitted, we have identified that GES Online is only displaying a single active emergency telephone contact for each Supply Meter Point this means that only one telephone contact is visible, even when several could have been provided. The functionality has been in place since DES (Data Enquiry Service) and was migrated over in the creation of GES (Gas Enquiry Service) This change proposes changes to the GES user guide in order to clarify that only a single emergency contact detail is stored and displayed with in GES online.

Summary
Currently, the location (A0059) data item within the ONAGE APPT file from Suppliers to MAMs is Optional, this allows a Supplier to leave this field blank. Currently SGNCS system functionality is designed to reject the file if this field is blank. This is due to SGNCS requiring to hold the location of the meter installation in order to allow us to deliver on our safety obligations as a MAM in maintaining of an asset.

Summary
The Performance Assurance Methodology (PAM) forms part of the REC Performance Assurance Framework and describes the principles, processes and techniques RECCo uses to plan, deliver and oversee Performance Assurance activities. The PAM has been reviewed to ensure it remains aligned with RECCo's future Performance Assurance operating model. The proposed updates are intended to improve consistency across the Performance Assurance Framework and better reflect RECCo's transition towards an outcome-focused approach to assurance. The principal updates include: • Updated references to the Retail Risk Register, Performance Assurance Operating Plan and Outcome Measurement Framework. • Greater emphasis on outcome-focused assurance and continual improvement. • Clarification of the relationship between strategic planning, risk assessment, assurance delivery and performance measurement. • General housekeeping updates, including terminology, document references and process descriptions. The proposed amendments do not introduce changes to the Performance Assurance Techniques, governance arrangements, assurance processes or the obligations placed on REC Parties or Service Providers. The updates are intended to improve clarity, consistency and alignment across the Performance Assurance Framework rather than introduce new methodology.

Summary
The Retail Risk Register is a key strategic document within the REC Performance Assurance Framework. It identifies the principal risks that could adversely affect the delivery of the Retail Energy Code, consumer outcomes and the effective operation of the retail energy market. The Retail Risk Register provides the foundation for the prioritisation of Performance Assurance activity and informs the development of the annual Performance Assurance Operating Plan (PAOP). As part of RECCo's new Performance Assurance Strategy, the Retail Risk Register has been comprehensively reviewed and updated to support a more strategic, risk-based and outcome-focused approach to Performance Assurance. The principal changes proposed are: • Introduction of an outcome-based risk framework, strengthening the alignment between REC objectives, consumer and market outcomes, Retail Risks and Performance Assurance activity. • Introduction of a structured risk assessment methodology, using inherent impact and likelihood to support the prioritisation of Retail Risks and Performance Assurance activity. • Improved traceability across the Performance Assurance Framework, demonstrating the relationship between the Retail Risk Register, the Performance Assurance Operating Plan and associated assurance activities. • Updated risk descriptions and supporting information to reflect current market arrangements, strategic priorities and changes to the REC operating environment. • General housekeeping updates, including revisions to references, terminology and supporting documentation to align with the 2026/27 Performance Assurance Framework. The proposed changes do not alter the obligations placed upon REC Parties or Service Providers. Existing Risk Drivers, performance thresholds and monitoring arrangements will continue to operate during the 2026/27 Performance Assurance Year while RECCo transitions towards an outcome-based assurance model. The revised Retail Risk Register has been developed using evidence from operational assurance activities, stakeholder engagement, strategic priorities identified through the Performance Assurance Strategy and lessons learned from previous assurance activity. It is intended to provide a transparent, evidence-based foundation for the prioritisation of assurance activity throughout the Performance Assurance Year. As the Retail Risk Register is a Category 3 document, RECCo is undertaking a consultation with REC stakeholders to ensure the proposed Retail Risks remain comprehensive, proportionate and reflective of the current and emerging risks affecting the retail energy market.

Summary
The REC change process currently relies on formal obligations and voluntary participation to secure stakeholder engagement; however, this approach does not consistently drive timely, high-quality input during key stages such as consultations and working groups. As a result, participation can be delayed, inconsistent, or limited in substance, reducing the effectiveness of impact assessments and slowing overall change delivery.
In the absence of any positive reinforcement mechanisms, the process places full reliance on compliance rather than motivation, which may not fully reflect the human factors influencing engagement. This creates a persistent gap between the intended collaborative nature of the REC and the reality of stakeholder behaviour, ultimately affecting the pace and quality of change outcomes delivered to the market.

Proposed solution summary
To introduce a “Savoury and Sweet Treat Reward System” (SaSTRS), expanding the REC change process to include a balanced, non-financial incentive mechanism offering both savoury and sweet rewards for stakeholder engagement. The change aims to improve participation and the quality of contributions by recognising differing stakeholder preferences, thereby enhancing the effectiveness and timeliness of REC change delivery.
