Summary
This change proposes to add a new category 3 asset condition code to the Guidance for Service Termination Issue Reporting (STIRG) document, to allow Meter Operator Agents (MOAs) to report to the Distribution Network Operator (DNO) where the meter supply neutral is fed via a shared additional N/E block without having to abort the meter work.

Problem Statement
It is critical to the implementation of MHHS that design changes approved by the MHHS Programme are reflected in the REC MHHS Code Drafting. The REC MHHS Code Drafting was approved by the Authority, to meet MHHS Programme Milestone M7, through R0209 and incremental changes that were not included under that Change Proposal, now need to be taken through REC change governance as captured under the R0209 RAID, Risk R001 and Assumptions A005 and A006.

Addition of data items to the Service Provider to local authorities or housing associations category in the Gas Data Access Matrix

Summary
Tenants Save Money provide a void energy service to local authorities and housing associations across the UK. They play a vital role for social landlords to restore power for both gas and electricity for domestic properties including fixing energy related issues, debt removal and meter exchanges. This category has already been approved within the Gas Data Access Matrix and this request seeks to add additional data items. Tenants Save Money are contracted to work with suppliers to fix, restore and repair domestic electricity and gas meters allowing Local Authorities and Housing Associations to rehome vulnerable tenants and the homeless more quickly. Their service means that they will deal directly with the Energy Suppliers. Their team speak daily with Energy Suppliers to restore power, remove historical debts, or reset prepayment meters so new tenants are not paying back debts that are not theirs. They have contracts with energy partners such as OVO energy and British Gas and have already been approved to gain access to EES for the same purpose.

Summary
Two use cases for access have been applied for where the Code Manager has allocated it to the Third-Party Service Provider Non-Switching category. The first is a small energy consultancy providing bill management services to domestic only premises. The other is for organisations providing low carbon technology, renewable energy and generation installations who need to register equipment with Distribution Networks. The provision of the attached data items will allow organisations to support domestic and non-domestic Consumers in managing their energy use or investing in renewable generation and low carbon technologies.

Creation of a new category for property owner (excluding social housing) on the electricity Data Access Matrix

Summary
Property owners (excluding social housing) require an understanding of the equipment installed in each of the properties they own. This will assist in portfolio management and Environmental, Social and Governance (ESG) Reporting including Net Zero targets. Derwent London is a specialist property regenerator and investor focussed on curating sustainable and low carbon properties mostly within Central London. It has strong Net Zero targets and ESG Reporting commitments which encompass all its managed (Derwent London is the bill payer) and un-managed (Derwent London is not the bill payer) properties. Where properties are un-managed, Derwent London requires metering equipment information to link with other data sources. This metering information provides the required information to feed into each reporting cycle. All un-managed properties are under Letters of Authority (LoA) to prove Consumer consent.

Summary
The Fuel Bank Foundation provides crisis support to households with a prepayment meter who are facing the prospect of living without heat, light, and power as they are unable to top up the meter. It works with a network of partners across the UK, but only a few core Fuel Bank staff will have access to this data. The Fuel Bank Foundation exclusively works with prepayment Consumers therefore information which may help determine a prepayment meter and confirm details of supply is requested. The Foundation only works with Consumers who have approached them so will rely on Consumer consent to access the data.

30/04/2026 - The Code Manager has now published the I0240 - Scenario Guidance Document V2.0 on the REC Portal. This is available on the I0240 Proposal Page and the Market-wide Half Hourly Settlement Hub.
Summary
This Issue looks to address that when Meter updates are made during a Market Wide Half-Hourly Settlement (MHHS) migration, whilst the Meter Technical Details (MTDs) will be shared between participants, there will be no update sent to the Registration Service as the Gaining Meter Operator Agent (MOA) will not know that they need to send a D0312 (for reverse migration) or IF005 (for forward migration) and the Losing MOA cannot send the message.

Problem Statement
During MHHS migration, key Market Messages from the Losing MOA, such as D0312, IF005, D0205, and D0139, are rejected by the Registration Service, preventing updates to meter details and Energisation status. This creates a risk of data misalignment, as the Gaining MOA may not be aware that updates occurred and therefore cannot resend them.
