Problem Statement
The annual portfolio reconciliation exercise conducted by the CDSP on MAM-held Data Items is neither frequent enough nor is it expeditious enough, according to the Proposer. MAMs are being asked to reconcile Data Items several months after they were initially provided, which may impact the efficacy of the exercise if these Data Items have changes since they were initially submitted.

Latest Update
On 19 August 2025, in line with the Code Manager Recommendation, the Change Panel voted to approve the updated Business Case for R0044 MHHS Programme Changes required to Central Switching Service.
Summary
During MHHS System Integration Testing (SIT), additional requirements for the R0044 solution have been identified by the CSS provider, which means the business case for R0044 is no longer accurate. This Change Proposal will update the business case to include the additional costs.

Summary
The Service Provider to Local Authority or Housing Association Category was created for an organisation providing Change of Occupier, void property management, debt removal and restoration of asset services to Local Authorities and Housing Associations. The original approval for this category for electricity was also based on the organisation receiving a bespoke report and therefore address data items and MPAN were not approved within the Data Access Matrix. This is because the organisation planned to provide this information to the Service Provider and there was not a requirement to play this back to the user. The Code Manager envisages receiving applications from organisations performing these same services for a wider range of property types and owners. Altering the name of the existing Category will allow it to be more widely used. The addition of electricity data items will allow the Category to be used via the GUI and API formats.

Latest Update
28/05/25 - On 28 May 2025 the Technical Expert Panel approved R0250, resulting in the implementation of R0060 being moved from 27 June 2025 to the ‘First available release after MHHS Milestone 8 – Code changes delivered’.
Summary
Without an update to the implementation of R0060 complexity is created for MHHS code drafting implementation as the MHHS design details in its operational choreography document that all timings are in clock time unless stated as otherwise.

Problem Statement
Without an update to the implementation date of R0060, the intent of the original proposed implementation date cannot be achieved. If the implementation date remains as 27 June 2025 complexity will be created for the implementation of MHHS code drafting as the MHHS design details in its operational choreography document that all timings are in clock time unless stated as otherwise.

This Change Proposal has been implemented as part of the REC Release on 27 June 2025.
Summary
20.4 of Schedule 5 Change Management currently states "decisions of the relevant responsible sub-committee shall be made by a majority vote". This is factually incorrect as the Metering Expert Panel is subject to different voting arrangements.

Problem Statement
A lack of clarity on the process for when a DNO ends a Regulatory Alliance with an Energy Supplier can cause confusion with the Energy industry, and lead to poor Consumer outcomes if the correct process is not followed.

Summary
RGL Management provides dispute resolution and litigation services to non-domestic Consumers. For the effective and efficient administration of these services, the organisation needs to understand a Consumer’s gas or electricity meter information and Supplier history. Part of any legal process is to verify what has been provided by the Consumer with reliable information that can be traced back to a central source. Providing legal firms with this information will ensure that details used in dispute cases are centrally sourced and current which is critical to proper and due legal process. Consumer consent through Letters of Authority will be required to be obtained and made available to the Code Manager on request.
