Summary
The Service Provider to Local Authority or Housing Association Category was created for an organisation providing Change of Occupier, void property management, debt removal and restoration of asset services to Local Authorities and Housing Associations. The original approval for this category for electricity was also based on the organisation receiving a bespoke report and therefore address data items and MPAN were not approved within the Data Access Matrix. This is because the organisation planned to provide this information to the Service Provider and there was not a requirement to play this back to the user. The Code Manager envisages receiving applications from organisations performing these same services for a wider range of property types and owners. Altering the name of the existing Category will allow it to be more widely used. The addition of electricity data items will allow the Category to be used via the GUI and API formats.

Summary
RGL Management provides dispute resolution and litigation services to non-domestic Consumers. For the effective and efficient administration of these services, the organisation needs to understand a Consumer’s gas or electricity meter information and Supplier history. Part of any legal process is to verify what has been provided by the Consumer with reliable information that can be traced back to a central source. Providing legal firms with this information will ensure that details used in dispute cases are centrally sourced and current which is critical to proper and due legal process. Consumer consent through Letters of Authority will be required to be obtained and made available to the Code Manager on request.

Latest Update
12/08/2026 - the Proposer has chosen to withdraw this Issue as MHHS means many of the effective dates are being updated as per the original business case so the change is no longer required.
Summary
On a switch many of the effective dates within EES default to the switch date. This includes energisation status. It means EES users that don't have access to the meter technical details do not know the actual date the status changed.

Latest Update
11/04/2025 - R0246 withdrawn at proposer's request due to overlap with MHHS M8/M10
Summary
There are two types of Domestic Premises Indicator within electricity flows, namely: • A derived DPI value which is set by the Energy Retail Data Services (ERDS) for each MPAN based on the Measurement Class and Profile Class it holds for that MPAN. • A value set by the Supplier based on the rules of the REC and Electricity Supply Licence, which is passed by the Supplier to the Central Switching Service (CSS). This change seeks to make it clearer to REC Data Specification users which DPI value is which.

Summary
Tenants Save Money provide a void energy service to local authorities and housing associations across the UK. They play a vital role for social landlords to restore power for both gas and electricity for domestic properties including fixing energy related issues, debt removal and meter exchanges. This category has already been approved within the Gas Data Access Matrix and this request seeks to add additional data items. Tenants Save Money are contracted to work with suppliers to fix, restore and repair domestic electricity and gas meters allowing Local Authorities and Housing Associations to rehome vulnerable tenants and the homeless more quickly. Their service means that they will deal directly with the Energy Suppliers. Their team speak daily with Energy Suppliers to restore power, remove historical debts, or reset prepayment meters so new tenants are not paying back debts that are not theirs. They have contracts with energy partners such as OVO energy and British Gas and have already been approved to gain access to EES for the same purpose.
