Latest Update
07/07/2026 - The Change Report (Update to Plan) has been approved by the REC Change Panel. This Update to Plan reset the Priority Category and urgency status of R0294, following the deferred implementation of the lead BSC CP 1607. R0294 continues to be on hold until further solution development is undertaken as part of CP 1607. The Code Manager will continue to work with Elexon and Service Providers for future progression of any changes to implement the IF-051.
Summary
The IF-051 provides a refresh of data from Supplier Meter Registration Service (SMRS) to the Electricity Enquiry Service (EES) (REC) and Market Data Service (BSC). Currently the REC does not hold any detail regarding the DIP Market Messages that the EES is required to receive and process. Due to the nature of the IF-051, the EES Provider obligations need to be clear to ensure the interface can be received and processed appropriately.

Problem Statement
BSC CP 1607 will implement a new DIP Market Message, the IF-051 ‘Data Refresh’ on 26 March 2026. EES will be a recipient of that change. If EES is not able to receive and process instances of the IF-051, data in EES will be misaligned with other industry systems (SMRS, DIP and MDS) meaning that it will not maintain its role as the accurate reference point for industry participants. This could lead to potential disruption of industry processes.

Summary
Inconsistent interpretations of the Annulment definition in Schedule 23 are leading to disputes between suppliers. We are, therefore, seeking to further clarify the use of annulments to ensure that the customer is placed firmly at the heart of this process.

Problem Statement
The current wording of the Annulment definition in the REC Schedule 23 – Registration Services is insufficiently aligned with the obligations set out in Ofgem’s Electricity Supply Standard Licence Conditions (SLC). This has led to inconsistent interpretations of the usage of the Annulment process.

Schedule 14 review – DNOs do not remove Metering Assets
Date of latest update
Type
Issue
ID
I0288
Urgent
No
Latest Update
18/12/2025 - the Code Manager has withdrawn this Issue following discussions at the Metering Expert Panel on 10 December 2025, where Panel members advised there were a small number of niche scenarios where a DNO may remove a Metering Asset (e.g. emergencies). On this basis, the Code Manager believes it appropriate this remains within Schedule 14. If you wish to adopt this REC Issue, please contact the Code Manager by COB 07 January 2026.
Summary
As part of the REC Code drafting for MHHS, an issue has been identified with the current drafting of Metering Operations Schedule. This sets out the processes for the removal of a meter (and metering assets) by the DNOs. DNOs would only remove CTs and VTs and not the actual meters. The text should be reviewed and revised to reflect what happens and what activity DNOs complete.
