Following the completion of the first scheme year operated wholly under the REC, there have been several areas of the Code identified where additional clarity would benefit the administration of the TDIS.

Problem Statement
To enable REC Parties and their agents to successfully meet the obligations of the TDIS, the REC needs to accurately reflect the intention of the requirements and current processes.

Latest Update
01/05/25 - Proposal withdrawn at proposers request.
Summary
This change has been raised to address the issue that Suppliers currently are not required to provide a 24/7 emergency metering service that enables a Consumer to speak to an agent and/or receive a visit from a field operative outside normal business hours when faced with power loss situation relating to a metering issue. This Change Proposal has been raised to assess and consider the options to address this issue.

Proposed solution summary
- As an Energy Consumer, I want my metering fault to be identified and fixed as soon as possible, so that I am not left in a situation where I have no electricity for an extended period. I want to be able to contact the correct Party to fix my metering fault. I want my personal circumstances to be taken in to account when arranging for a fault to be fixed out of standard working hours.
- As a DNO, where there is a meter fault identified I want to be able to contact the Energy Supplier to rectify this, no matter what day or time this is identified, so that Consumers are not left without power for extended periods, during which time they may require ongoing help, support and communication. As an Energy Supplier, I want to provide my Customers with accurate and relevant Emergency contact information. As an Energy Supplier, I want to be able to respond to meter faults in a timely manner and not leave Consumers without power for an extended period.
- As a MEM, I want to be notified, in a timely manner, of faults that occur on Metering assets I am responsible for, so that I am able to rectify these without undue detriment being experienced by Consumers
Problem Statement
In situations where an Electricity Consumer experiences a loss of power, the DNOs who attend site to investigate and resolve the issues, are unable to do so when there is a meter issue, which is the responsibility of the Energy Supplier and it’s Appointed agents. When an issue occurs out of hours, or when an Energy Supplier does not have an out of hours metering service in operation, Consumers can be left without power for an extended period, this can create a safety or health concern, particularly for vulnerable Consumers or vulnerable members of their household.
