Latest Update
16/05/2023 - At the Change Panel meeting on 02 May 2023, the recommendations set out in the SDEP Review Report were approved. This included the initiation of 6 Change Proposal groups, including a group that captures Multilateral Erroneous Switches and the functionality changes required within R0016. As a consequence Change Proposal R0016 - Resolution of Bilateral Erroneous Transfers has been withdrawn. The requirements identified under R0016 will be taken forward under a new SDEP review related Change Proposal.
Summary
This Change Proposal is to introduce a more consistent and efficient mechanism for Suppliers to use when investigating and resolving Bilateral Erroneous Transfers.

Proposed solution summary
  1. As a Consumer, I want issues affecting me or my energy account to be resolved at the earliest opportunity, to minimise impacts to my energy switch or accurate and timely billing.
  2. As a Consumer, I want industry parties to share my personal data securely so that my data is protected.
  3. As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I can bill my Consumers accurately and timely.
  4. As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I supply Consumers with whom I have a valid contract.
Problem Statement
The SDEP currently only supports direct messaging between two SDEP Users and doesn’t allow for communications to be shared with multiple users (three or more). In circumstances where agreement is required between multiple parties, this needs to be managed outside of the SDEP by telephone and email. This has reportedly resulted in inconsistencies between parties and delays in the resolution process.

Proposed solution summary
  1. As an electricity Consumer, I want requested meter work to take place safely and efficiently at the time and date agreed, so that I have a safe and working meter.
  2. As a MEM or a DNO I want clarity on how to deal with cable labelling during periods of coloured cable supply chain shortages, so that I can continue to install or maintain consumer metering.
  3. As a Metering Scheme Auditor, I want there to be clarity on the permitted labelling of non-standard colour coded cables used when connecting meters, so that audits can be appropriately completed.

Problem Statement
During times of sustained supply chain shortages, some colour coded cables may not generally be available. Where this is the case, Metering Equipment Managers (MEMs) and Distribution Network Operators (DNOs) need to be able to source a suitable alternative cable so that they can continue to install and maintain meters. Although the labelling of cables with different out sheath colours from the inner insulation is covered by the IET Wiring Regulations, this is not set out within the REC Electricity MOCoP.

Proposed solution summary
  1. As an EES User (organisation), I want a method of integrating the service status of the EES API with my systems, so that in the event of EES API outage or disruption I do not trigger unnecessary internal diagnostic activity of my IT systems and processes, and I can initiate appropriate mitigation activity to reduce impacts to my systems and/or the services I provide.
Problem Statement
EES Users do not have a method of integrating the service status of the EES API with their systems. EES Users could experience disruption in their systems/services, caused by EES API disruption or outage. EES Users are not able to automatically identify the root cause of API outages/disruption and may initiate unnecessary internal diagnostic activity after seeing disruption in their systems/services

Summary
The aim of this proposal is to reduce the extra assistance required by Electricity Market Reform (EMR) parties in the invoice validation by updating the backing data within the Market Messages to align to what is being invoiced. The associated Market Messages should be structured and named in line with the actual output of Settlement systems to facilitate validation of Capacity Market (CM) Scheme and the Contracts for Difference (CfD) financial settlement.

  1. As an Energy Consumer, I want to be quoted the correct rates as part of my contract conversation when switching supplier. I want my meter set-up correctly to be able to utilise secondary electricity loads at specific times for specific purposes. (e.g., overnight Electric Vehicle (EV) charging, Heat/Hot Water, Boost, etc.). I want to be assured that I will have access to electricity when I need it. I want to switch to my chosen Supplier without any delays or issues.
  2. As an Energy Supplier, I need to identify meter types with Auxiliary Proportional Controllers (APCs) at a property, so that I can offer my customer the correct tariff and configure their meter correctly.
  3. As a Meter Equipment Manager (MEM), I need to identify meter types that incorporate Auxiliary Proportional Controllers (APCs) are present at a property, so that any necessary maintenance/repair work can be carried out appropriately.

Problem Statement
Currently there is no way to identify new meter types that incorporate Auxiliary Proportional Controllers (APCs) outside of the DCC Smart Metering Inventory. Failure to correctly identify these could result in an incorrect meter type being assigned to a supply point. Failure to accurately record where meter types that incorporate Auxiliary Proportional Controllers (APCs) are at a property could result in the meter not being configured correctly by the Supplier. This may impact switching, timely and accurately billing, and industry settlements. Options need to be considered to accurately record what meter types that incorporate Auxiliary Proportional Controllers (APCs) are installed at a property.

  1. As a consumer, I want to ensure the data held by my supplier and other industry parties is correct so that I receive accurate and timely bills so that I understand what I need to pay and by when with no surprises.
  2. As a consumer, I want to be able to switch my energy supply without experiencing significant delays whilst my new and old supplier resolve any issues. So that I can see the benefits of switching at the earliest opportunity.
  3. As an SDEP User, I want to be able to automate processes that use the SDEP, so I can meet my obligations as efficiently and effectively as possible. As an EES or SDES User, I want to be able to automate certain user maintenance requests, so I can manage user maintenance activities as efficiently as possible.

Problem Statement
It is not possible to automate the sending and receiving messages through the SDEP. It is also not possible to manage Authorised Person’s permissions in the EES and SDES in bulk where there is a high volume of changes required. This requires processes to be managed manually by an Authorised Person and doesn’t allow EES and SDES Users to identify more efficient ways of working.

Proposed solution summary
  1. As a consumer, I want issues affecting me or my energy account to be resolved at the earliest opportunity, to minimise impacts to my energy switch or accurate and timely billing.
  2. As a SDEP Authorised Person with the responsibility for message allocation, I want to efficiently assign multiple messages in one transaction to an Authorised Person, to remove the need to manual assign them one by one.
  3. As a SDEP Authorised Person with the responsibility for message allocation, I want to be able to filter messages to identify messages requiring action. This will ensure messages are picked up promptly and resolved within the agreed Service Level Agreement (SLA).
Problem Statement
Currently in the SDEP there is no way to assign/unassign multiple messages to Authorised Persons in one action, this makes the allocation of messages inefficient. Each message must be individually opened before it can be assigned/unassigned. Not having clarity on the status of messages, or the ability to assign multiple messages to an Authorised Person as one action, may result in the allocation of queries being delayed, potentially impacting response times for queries and escalations. Any delays in resolving those queries could have a detrimental impact on the customer’s experience. There is also limited methods of effectively identifying and being able to filter messages requiring action on the home screen. This effects the Authorised Person’s ability to promptly allocate and resolve messages within the agreed Service Level Agreement (SLA).

08/07/2024 - R0006 has been withdrawn as the issue has been addressed under R0121 - SDEP Review Improvements - Process Types.
Summary
When a Switch occurs, with a concurrent change of Metering Equipment Manager (MEM), and the Meter Technical Details (MTD) are not received by the Gaining Supplier’s MEM, they are unable to provide them to the Gaining Supplier. Lack of MTDS can impact Consumers, Suppliers, and other industry Parties. The Change Proposer has highlighted that there is currently no defined escalation process available to Suppliers, enabling them to chase for missing MTDs following a Switch.

Problem Statement
On a CoS the new MEM and Supplier need to receive the MTDs from the previous MEM to complete the setup of the customer’s account and billing records. Where MTD are not sent there is no dispute or escalation process to resolve this. This prevents the new Supplier from setting up the customer’s account and issuing a timely and accurate bill.

Proposed solution summary
  1. As a consumer, I want to my queries to be resolved in a timely manner by advisers with access to relevant information, so that I receive accurate and timely bills.
  2. As an EES User (an organisation): I want to receive reports of Meter Point Limit Breaches in the absence of the MAU, to enable the analysis of EES usage and to enable limit breaches to be identified and responded to. I also want all approved people to have access to the EES in a timely manner following the introduction of a new email domain, so that the EES can be used to support with issue and query resolution.
  3. As an MAU, I want email domain changes to be validated in my absence, to avoid delays to new users being set up with EES access.
Problem Statement
Where an MAU is not available, and MAU responsibilities within EES have not been transferred, the functions and information only available to this role cannot be accessed by the organisation. This has the potential to impact an organisations operational effectiveness.
