Summary
This Change seeks to create a new User Category in REC Schedule 12 – Data Access, to allow the Switching Service Desk to access the Gas and Electricity Enquiry Services (GES and EES). This would result in more expeditious Service Desk ticket resolution and a positive indirect impact on consumer outcomes.

Proposed solution summary
  1. As a Consumer, I want data relating to my energy supply to be handled appropriately, so that I can have a consistent and faultless switching experience.
  2. As the Switching Service Desk, I want to be able to access market data that lets me resolve tickets first time, so that I can provide a more efficient service to users. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives, so that the service is used as efficiently as possible. As the EES Provider, I want my users to be able to access information that helps them fulfil their objectives, so that the service is used as efficiently as possible.

Problem Statement
The Switching Service Desk generates and resolves tickets relating to Switching Incidents and Switching Data queries for Market Participants. GES and EES data is currently unavailable to the Switching Service Desk and access would allow them to resolve tickets more effectively, resulting in a more efficient service and better SLA performance.

Summary
Within the Criteria for Reporting High Demand Category 3 Document developed by the Switching Operator it states: “Should any Market Participant expect to send an increase of 50% more requests than their peak single day over that past 3 months, the Switching Operator should be notified using a Service Request on the Switching Portal”.********** A request for clarification received by the Switching Operator asked whether Market Participants should only send a Service Request if they expect to send an increase of 50% in one day otherwise, they will not be required to notify the Switching Operator. Should the paragraph be interpreted in this manner then in this scenario Market Participants could increase their daily switching volume requests incrementally by up to 49%, over and above, their peak monthly switching volume over the course of the previous 3 months. In a worst-case scenario these increments of up to 49% could take place on a daily basis with no opportunity for the Switching Operator to investigate via an Impact Assessment, as these are only carried out once a Service Request is received.************** These increments would also result in a new three-monthly peak volume to be formed which could continually be incrementally added to which could result in stepped increases of switch requests from Market Participants within a month, or across months. ********** The repercussions if all Market Participants interpreted the drafting in this manner could result in an overall risk to the switching service to function as designed and, potentially, an increase in cost of the service.*************** The Switching Operator proposes to amend the current drafting to avoid any potential ambiguity so that the drafting states: “Should any Market Participant expect to send an increase of 100% more Switch Requests on a single day relative to their average over that past 30 days, the Switching Operator should be notified using a Service Request on the Switching Portal”. *********** The updated drafting clarifies when all Market Participants must notify the Switching Operator and includes additional guidance.********** The REC Baseline Statement will also be updated to reflect the updated version of the Category 3 document********* All Market Participants and Switching Service Data Providers will be consulted to ensure the revised drafting is fully understood and for any clarifications to be raised. A 10 Working Day consultation will be published by the Code Manager.

28/06/2024 - Change implemented as part of the June 2024 REC Release
Summary
Currently the REC does not require the Central Switching Service (CSS) and Switching Operator (SO) to provide the enduring test environments and test data for use by REC Parties when making necessary system changes for REC Change Proposals or internal system updates. This Change Proposal has been raised to introduce these obligations in to the REC.

Problem Statement
For specific types of changes, industry system testing will be required to ensure the end-to-end Switching processes will work as expected following implementation. If Test Environments and Test Data are not available, CSS Users will not be able to complete testing to confirm their systems will operate correctly in the live environment. The REC currently doesn’t define specific obligations on Service Providers regarding enduring test systems and Test Data for Switching processes. The lack of specific obligations may impact the availability of appropriate Test Environments. This could impact the progression of improvements to Switching processes that require a technical change.

Summary
A number of Non-Party REC Service Users have entered into an Access Agreement with RECCo under the Code’s Qualification and Maintenance Schedule, to obtain access to the CSS and become a CSS User. These Access Agreements are based on the Sample Access Agreement appended to Schedule 9 to the Code, which DCC believes should have been revised to address issues they have identified.

  1. As a Consumer, I want the Switching process to work successfully, so that I can switch Energy Supplier without delays or issues.
  2. As the CSS Provider I want the messages I send to SDSPs to be received and processed successfully, so that there is no interruption to the Switching process or the Consumers’ Switching experience. As the CSS Provider, I want the functionality to be available for SDSPs to automatically resolve issues when messages are not received in the correct order or are received after Gate Closure, so that this work does not have to be done manually.
  3. As an SDSP, I want to be able to detect when I have not received the expected CSS messages, so that I am able to request that the missing messages are sent to me to process. As an SDSP I want to be able to request a refresh of CSS messages when they are not received in the correct order or they are received after Gate Closure, so that I am able to maintain an accurate reflection of the current Switch status and minimise impacts on CSS Users and Consumers.

28/06/2024 - Change implemented as part of the June 2024 REC Release
Summary
This Change Proposal seeks to clarify the obligations of each type of metering provider by reintroducing the distinction between Meter Operator Agents and MOCOPA Meter Installers which was removed by Retail Code Consolidation. At Retail Code Consolidation these organisations were merged into a new category, Metering Equipment Managers, which also included gas metering providers. Whilst both types of organisation can provide metering services, not all MEM obligations in the REC apply to both organisations.

Proposed solution summary
  1. As an electricity MEM, I want to be clear on the obligations I need to meet, based on the type of metering activity I complete. I want to meet my obligations efficiently and effectively and without the need to seek additional input/advice from the Code Manager.
  2. As the Code Manager, I want to be able to differentiate between electricity MEMs based on the type of activity they are responsible for and their interaction with central systems, so that I can engage appropriately. I need to be clear on the obligations that each MEM should be meeting and the performance reporting that should be provided.

Problem Statement
The REC currently groups all electricity metering providers within the MEM category. Previously, under the Master Registration Agreement (MRA) they were either classified as Meter Operator Agent or MOCOPA Meter Installers. Not all MEM obligations in the REC are intended to apply to both types of organisations. This can result in ambiguity on the obligations set out in the REC that need to be met by the different types of electricity MEM, not being able to target information to REC Parties appropriately and MEMs not being clear on their new entrant or Maintenance of Qualification obligations.

Proposed solution summary
  1. As a Consumer I want the Switch process to work efficiently and effectively, so that I can switch Energy Supplier without unnecessary delay or issues.
  2. As an ERDS and GRDS, I want to receive SNOW tickets that contain all of the relevant data to enable me to triage and resolve issues efficiently, so that Consumers do not experience unnecessary switching delays and I am able to meet my service level obligations.
  3. As the CSS Provider, I want the ERDS related SNOW tickets to contain all of the relevant data to enable the efficient resolution of issues without the need for a manual workaround to be utilised, so that Consumers do not experience unnecessary switching delays.

Problem Statement
The SNOW tickets received by ERDS and GRDS for messages that CSS has asynchronously rejected (e.g., for business rule reasons) currently do not contain the relevant data for the SDSPs to triage and take any necessary action to resolve the underlying issue(s).This may delay the resolution of the SNOW tickets, potentially having an impact on aConsumers Switch.
