21/05/2024 - This change proposal has been withdrawn and the adoption window is closed. There is no longer the requirement for the requester to have Enquiry Services Data.
Summary
There are organisations that are named in Schedule 12 - Data Access that are not recorded in the gas and/or electricity Data Access Matrix (DAM). This means it is not possible for the Code Manager to provision them access. All organisations listed in Schedule 12 to access data in the REC should have an entry in the Data Access Matrices. This Change Proposal has been raised to review the Schedule and DAMs and take forward the necessary changes.

05/04/2024 - Following the implementation of R0118, this change has followed the new data access process and has been withdrawn.
Summary
The Department for Education (DfE) wants to be in a position to support schools in making the best use of the energy commodity use within the educational estate. To do this they need the ability to identify the energy meters in use across the educational estate, so that they support schools and colleges with analogue meters with their upgrade to Smart Meters and understand their energy data usage. Currently the DfE does not have access to the Electricity Enquiry Service data to enable it to understand what electricity meters are installed in schools.

Summary
Since REC go-live in September 2021, Enquiry Service Providers have operated the Enquiry Services processes as effectively as possible, however, overtime gaps have emerged and opportunities to improve have been identified. There have been an increasing number of access requests for market roles that are not reflected in Schedule 12 or the Data Access Matrix (DAM). As a result, it has become apparent there are restrictions on the access to data, and the granting of access to such users can be slow and time consuming. Given the market roles are too narrow at present, this will become increasingly problematic as they do not reflect market roles that could exist in 10 year’s time for example. There is a need to therefore limit ambiguity and reduce number of use cases where judgement is required. This CP will take forward the review of Schedule 12 and any identified changes.

Problem Statement
Organisations with valid use cases for REC data access must raise a Change Proposal as they are not listed within Schedule 12 or the Data Access Matrix. This is a time-consuming process which delays the implementation of the required access and does not promote innovation, competition, and positive Consumer outcomes.

Summary
This change has been raised by Ofgem to make updates to CSS reports provided by the Switching Operator; for these be provided on a weekly basis and be designed in such a way that only genuine Switches between Suppliers are reported. At present the latter is not possible as all switches at MPID level are reported with no indication of switching flows.

Summary
When Registered Gas Suppliers and Registered Shippers access the Gas Enquiry Service (GES) they currently have access to their own unique set of Data Items. This Change would give Registered Gas Suppliers access to some additional Data Items which form part of the Registered Gas Shipper Data Items, to enable them to solve Consumer facing switching and billing issues.

Proposed solution summary
- As a Consumer, I want my Supplier to be able to access essential information about my energy account, so that billing issues and switching problems can be addressed easily.
- As a Registered Gas Supplier, I want to be able to readily access appropriate information relating to my RMP portfolio, so that I can resolve consumer facing billing issues more easily. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives (in line with REC Data Access principles), so that the service is used as efficiently as possible.

Problem Statement
When Registered Gas Suppliers need to resolve queries relating to meter reading history, they may need to access information that is currently only available to the Registered Shipper in GES. As a result, Registered Gas Suppliers may be unable to resolve these consumer facing issues on their own, as they do not have direct access to the required Registered Shipper only information.

- As the Switching Service Desk, I want to be able to access market data that lets me resolve tickets first time, so that I can provide a more efficient service to users. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives, so that the service is used as efficiently as possible. As the EES Provider, I want my users to be able to access information that helps them fulfil their objectives, so that the service is used as efficiently as possible.

Problem Statement
The Switching Service Desk generates and resolves tickets relating to Switching Incidents and Switching Data queries for Market Participants. GES and EES data is currently unavailable to the Switching Service Desk and access would allow them to resolve tickets more effectively, resulting in a more efficient service and better SLA performance.
