Latest Update
This Change Proposal has been implemented as part of the June 2026 REC Release.
Summary
It has been raised to the Code Manager by a Party that the Scenario Variant of Supply Fault Information Centre (SFIC) to Crowded Meter Room MEM (CMRM) is missing from the D0126 / MM00016 (Asset Condition Report Response / Clearance) Market Message. This should have been introduced as part of REC Change R0043 which introduced the role of the CMRM.

Problem Statement
CMRMs can send the D0135 / MM00023 Asset Condition Report Market Message to the SFIC, but the SFIC cannot send a response on the D0126 / MM00016 Asset Condition Report Response / Clearance Market Message to confirm the outcome of their investigation.

Latest Update
06/11/2025 - Following discussions at the Change Issues Group on 06 November, a REC guidance will be developed to support the resolution of this Issue after which it will be classed as resolved.
Summary
It has been identified by the MHHS Data Cleanse Working Group (DCWG) that around 9,000 existing Metering Point Relationships include Metering Points that would migrate into different Market-wide Half Hourly Settlement (MHHS) Market Segments. The majority of these are where one Metering Point has a Traditional meter installed (Smart Segment) and a Related Metering Point has an Advanced meter (Advanced Segment). This situation is currently valid but in MHHS would cause two problems. - SMRS would not be able to align the agent appointments, leaving secondary MPANs without agents and MHHS Migrations unable to fully complete.

Problem Statement
Without considering this Issue, there will be a risk to the MHHS migration. Indeed, a Metering Point installed which does not match its Related Metering Point (for example a Relationship between a Traditional meter with an Advanced Meter) will not be able to fully migrate to MHHS arrangements.

Latest Update
23/06/2026 - The Code Manager has published an Interim Guidance Document for I0273.
Summary
In the MHHS design the Standard Settlement Configuration (SSC) is a non-mandatory data item for Smart and Advanced metering points, in addition the register level TPR information is not shared in the MTD flows for these meters (IF-006 for Smart and D0268 for Advanced). It was identified through BSC Issue I118 that there is a requirement for the SSC to be set for Domestic / Microbusiness Advanced Metering Points making use of the HH data opt out and there may be other areas where the SSC is required.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
REC Schedules 1, 14, and 15 all note that in order to Qualify as a Safe Isolation Provider (SIP), the Party needs to be a Qualified Meter Operator Agent (MOA). It has since been determined that Qualified Electricity Metering Operatives (EMOs) should also be able to Qualify as SIPs.

Problem Statement
Requiring SIPs to be fully Qualified MOAs may be hindering smaller Parties who wish to be SIPs from Qualifying under the REC. This in turn may be reducing the number of Qualified SIPs in the market for Consumers to choose from or causing Consumers inadvertently to contract with people who are not Qualified SIPs to carry out SIP Works.

Latest Update
12/03/2026 - this Change Proposal is with the Authority for decision.
Summary
The Balancing and Settlement Code (BSC) modification P441 is looking to introduce Complex Site classes which would categorise the types of Complex Site with each having clearly defined criteria within the BSC whilst also facilitating a new "type" of Complex Site (referred to as a Class 6 Complex Site) to allow approval of "non-standard" Complex Sites. It will also clarify when the netting of Imports from Exports for multiple Metering Systems registered in Supplier Volume Allocation (SVA) is permitted.

Problem Statement
There is a gap in the provision of the REC that means that Energy Theft data is not able to be shared with the BSCCo for the purposes of use within Settlement. Without the ability to have this data shared with them, the BSCCo are unable to confirm that all Energy Theft data has been correctly entered into Settlement.

Latest Update
27/05/2026 - the Technical Expert Panel voted to approve R0261 for implementation in November 2026. The appeal window closed on 12 June 2026.
Summary
The Market Message (D0303 / MM00240) responsible for informing Metering Asset Providers (MAPs) of Metering Equipment installation is generating a lot of queries and exceptions due to Export MPAN creation. This is requiring MAPs to manually investigate whether a D0303 showing a Metering Asset being installed against a second Metering Point is a correction or the creation of an Export MPAN that can be ignored. Due to the growing uptake of microgeneration this is a problem that is growing in volume.

Problem Statement
MAPs must manually check D0303 Market Messages received with duplicated Metering Equipment (e.g. duplicated Meter Serial Number) to ensure they hold the correct Metering Equipment against the correct Metering Point. For Export Metering Points using the same Metering Equipment as the Import Metering Point, this manual check results in no action needing to be taken.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
REC Changes R0021 and R0101 introduced Scenario Variant SV00493 (Safe Isolation Provider (SIP) to Supply Fault Information Centre (SFIC)) to the Asset Condition Report Market Message (MM00023/D0135) which sets group 60H range to 0-*. It has been queried with the Code Manager if this was in error, as SIPs and Meter Operator Agents (MOAs) should act in the same manner when sending D0135 flows.

Problem Statement
The differences between the Scenario Variants of the MOA, SIP, CMRM, Advanced Meter Service and Smart Meter Services in the D0135 flow could lead to confusion, as these Parties are meant to operate in the same manner in respect of sending the D0135 flow.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
Within MHHS SIT there is a scenario where the LDSO generates a D0139 to the MS for a PPM but the requirement is for the MS to generate a D0179. There is a gap in the D0179 data required and that provided on the D0139. 21.5.1 & 21.5.6 under Schedule 14 states that where the DNO changes the energisation status, within 3 WD of changing the energisation status the DNO will send the D0139 or the D0179(21.5.6) to the MS and then the MS will generate the D0179 to the Supplier(21.5.6). Currently, the LDSO only generates the D0179 to the Supplier but not to the MOP and the only change under MHHS is to add the new variant MSS.

Problem Statement
DNOs and MOAs cannot fulfil their full obligations listed in Schedule 14 Metering Operations as there missing Scenario Variants in the Data Specification preventing them from sending the D0179 to all required Parties. This alternate solution proposes the removal of the D0179 from the legal text and the D0139 to be used in all scenarios.

On 19 August 2025, in line with the Code Manager Recommendation, the Change Panel voted to approve the updated Business Case for R0044 MHHS Programme Changes required to Central Switching Service.
Summary
During MHHS System Integration Testing (SIT), additional requirements for the R0044 solution have been identified by the CSS provider, which means the business case for R0044 is no longer accurate. This Change Proposal will update the business case to include the additional costs.
