08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
Following a modification proposal to the Balancing and Settlement Code (BSC) to allow on-site aggregation as a method for third party access on private networks, the Code Manager is required to amend the REC to place a requirement on the Meter Equipment Managers (MEMs) appointed by the boundary points Electricity Supplier, to rectify any faults found with the submeters used in the on-site aggregation methodology.

Proposed solution summary
- The BSC Modification P455 Modification proposes to place a requirement on the SVA MOA (MEMs) appointed by the Boundary Point Supplier to rectify any faults found with the sub meters used in the On-Site Aggregation methodology; and to produce and submit the On-Site Aggregation Form to the HHDC. As MEMs (SVA MOAs) are governed under the Retail Energy Code (REC), R0150 is the REC's subsequent change to propose this.

Problem Statement
Under the proposed solution for BSC Modification P455, Consumers will require a Market Participant to oversee the maintenance of their sub-meter, including installations and rectification of metering faults. To ensure this, the REC will need to place a requirement on the MEMs appointed by the boundary point Electricity Supplier to rectify any faults found with the sub-meters used in the On-Site Aggregation.

Latest Update
22/02/2024 At the Metering Expert Panel meeting on 14 February 2024, the Panel voted to reject the Code Manager's recommendation to approve R0145 - Service Termination Issue Reporting (Change to Category 2 Document). Under REC Schedule 5 - Change Management, when a Responsible Committee rejects the recommendation of the Code Manager with respect to a Self-Governance Change Proposal, the Change Proposal is automatically referred to Ofgem (as the Authority) for its determination, unless the Code Manager changes its recommendation based on the reasons provided by the relevant sub committee. Following consideration of the decision made by the Metering Expert Panel and the reasons for its rejection, the Code Manager has decided to amend its recommendation, and is now recommending the rejection of R0145. The Code Manager maintains that the business case for R0145 was made, and the solution does address the identified problem statement, and this was reflected in the comments of a majority of group members as the R0145 was progressed and during the vote. However, it is clear that some RECMEP members are supportive of a change to the governance of this document that would remove it from the REC completely. Although this was outside of the scope of the original change, it was a consistent theme throughout the development of R0145. Consequently, R0145 has been rejected for implementation and the decision will not be referred to Ofgem.
Summary
This Change Proposal updates the Categorisation of this REC document to a Category 2 document. It is currently classified as a Category 3 document – which are used for guidance documents that have no material impacts on REC Parties. The REC obligates compliance with this document through Schedule 14 – Meter Operations and the Consolidated Metering Codes of Practice

Proposed solution summary
- As a DNO I want to ensure that the MEMs who work on my network have the requisite skills and experience and that they will follow the instructions relating to reporting incidents of danger, damage, or interference with the DNO Equipment, as set out in the Service Termination Issue Reporting document.
- As a Supplier I want any MEM I employ to have clear instructions on how to report incidents of danger, damage, or interference with the DNO Equipment.
- As a MEM I want information on what actions I need to take where there is danger, damage, or interference with the DNO Equipment at site, so that issues can be safely addressed in the appropriate timescales.
- As the Code Manager, I want clarity on the governance and for change processes of the document to be appropriate, for the subject matter and relevant affected parties.
Problem Statement
Compliance with the CoMCoP and the Metering Operations Schedule includes obligations on the MEMs to report incidents of danger, damage, or interference with the DNO Equipment in accordance with the requirements set out in the document. Failure to comply with these requirements will leave the MEM subject to permission to work on the DNO’s equipment being revoked, which will have consequences on their ability to work as a REC MEM more widely.

Proposed solution summary
- As a Consumer, I want a competitive Export market so I can get the best rates for the energy I generate. I want clear metering equipment ownership so I can be confident my meter is functional and safe. I want accurate billing from my Export Supplier.
- As an Export Supplier, I want to be able to appoint the MEM that ties in with my commercial strategy.
- As a MEM, I want clear guidance on the responsibilities I have for any metering equipment I am appointed to.
Problem Statement
Export Suppliers may become non-compliant with industry regulations if they are unable to appoint the same MEM as the Import Supplier, for example when the Consumer switches Import Supplier or when the Import Supplier changes the appointed MEM.

12/10/2023 - Change Proposal has been rejected, as the change needs to be raised under the Balancing & Settlement Code - as the impacted Data Item is a BSC owned Data Item, and is not able to be amended by a REC Change.
Summary
The Change introduces a change to the MM00036/(D0139), to introduce a new Site Visit Check Code to reflect site specific capacity charges being levied by the Distribution Network Operators (DNOs) on Suppliers for their Consumers.

Proposed solution summary
- As a Consumer, I need my Supplier to be aware of any charges that will be applied by the DNO for the provision of the connection while the site is De-energised.
- As a Supplier I need to know if charges are expected to be levied by the DNO for retained capacity for De-energised Metering Points, so that I can pass the costs on to my Consumer.
Problem Statement
DNOs need to be able to communicate to Suppliers that they will charge site-specific DUoS for de-energised sites where there is an ongoing need for the connection to be maintained.

Summary
A Balancing & Settlement Code (BSC) Modification P441 is looking to introduce additional Complex Site classes which would categorise the types of Complex Site, with each having clearly defined criteria within the BSC, whilst also facilitating a new "type" of Complex Site (referred to as a Class 6 Complex Site) to allow approval of "non-standard" complex sites. It will also clarify when the netting of Imports from Exports for multiple Metering Systems registered in Supplier Volume Allocation (SVA) is permitted.

Proposed solution summary
- As a consumer, I want more choice to take up low-carbon technology and more flexible energy solutions through local energy schemes, such as the Ofgem BEIS Smart System Flexibility Plan and any other future flexibility service provisions that may be developed.
- For MEMs, l want to remove ambiguity around the current Complex Site arrangements and will facilitate the advancement of community energy schemes.
- For Suppliers, I want to encourage more innovation that will lead to the better use of local energy schemes.
Problem Statement
The introduction of new Complex Site classes is needed into the REC to make the solutions under P441 and DCP 424 work. Meter Equipment Managers (MEMs) will need to understand what their new obligations are in respect of metering requirements, as well as impacts on any of the metering processes associated with a Complex Site.

Proposed solution summary
- As a new Market Participant, I want to be able to implement Electricity industry solutions and initiatives utilising industry systems that require me to be assigned a MPRC
- As an existing Market Participant, I want to be able to define my interactions with other Market Participants using unique Market Role code identifiers As the BSC, I want to be able to assign new MPRCs so that we can fulfil requests as part of new market solutions
- As a new or existing Market Participant, I want to be able to continue sending and receiving Market Messages which include the MPRC within the file
Problem Statement
Under the current logical format there are only 36 possible MPRCs available for the Electricity industry, and they have all been allocated. The BSC are therefore currently unable to allocate new MPRCs and propose to update the logical format of the J0001 (DI50001) ‘Market Participant Role Code’. REC owned Market Messages will need to be updated to accommodate the new logical format.

Summary
The Department for Education (DfE) wants to be in a position to support schools in making the best use of the energy commodity use within the educational estate. To do this they need the ability to identify the energy meters in use across the educational estate, so that they support schools and colleges with analogue meters with their upgrade to Smart Meters and understand their energy data usage. Currently the DfE does not have access to the Electricity Enquiry Service data to enable it to understand what electricity meters are installed in schools.
