28/06/2024 - Change implemented as part of the June 2024 REC Release
Summary
This Change Proposal seeks to clarify the obligations of each type of metering provider by reintroducing the distinction between Meter Operator Agents and MOCOPA Meter Installers which was removed by Retail Code Consolidation. At Retail Code Consolidation these organisations were merged into a new category, Metering Equipment Managers, which also included gas metering providers. Whilst both types of organisation can provide metering services, not all MEM obligations in the REC apply to both organisations.

Proposed solution summary
  1. As an electricity MEM, I want to be clear on the obligations I need to meet, based on the type of metering activity I complete. I want to meet my obligations efficiently and effectively and without the need to seek additional input/advice from the Code Manager.
  2. As the Code Manager, I want to be able to differentiate between electricity MEMs based on the type of activity they are responsible for and their interaction with central systems, so that I can engage appropriately. I need to be clear on the obligations that each MEM should be meeting and the performance reporting that should be provided.

Problem Statement
The REC currently groups all electricity metering providers within the MEM category. Previously, under the Master Registration Agreement (MRA) they were either classified as Meter Operator Agent or MOCOPA Meter Installers. Not all MEM obligations in the REC are intended to apply to both types of organisations. This can result in ambiguity on the obligations set out in the REC that need to be met by the different types of electricity MEM, not being able to target information to REC Parties appropriately and MEMs not being clear on their new entrant or Maintenance of Qualification obligations.

Latest Update
This change was implemented on 12 April 2024. *This change is expected to have a direct impact on the Market-wide Half Hourly Settlement Design for it to be maintained in the enduring arrangements. The change has been approved as it has value for the interim period.*
Summary
As part of the Faster Switching Programme Enactment Phase change CR-E37, a restriction was applied to Electricity Retail Data Agents (ERDAs) to prevent multiple changes being made to the RMP. Any errors can be rectified once in the lifetime of an RMP, back to the creation of the RMP. This change has been raised to allow ERDAs to make more than one change to Energy Flow to improve data accuracy without requiring a new RMP

Proposed solution summary
  1. As a Consumer, I want any metering data issues to be resolved without the need for a new MPAN to be created, so that I am able to reference my current MPAN in any discussions with my Energy Supplier or other Market Participants.
  2. As an ERDA, I want to be able to correct the Metering Point Energy Flow Data Item more than once, to remove the need for the termination of RMPs and the creation of new RMPs and to facilitate data accuracy. As an impacted Market Participant, I want to ensure good quality underlying data is available to support the transition to MHHS to avoid additional time and effort being spent fixing data quality issues during the migration period.
  3. As an Energy Supplier, I want data issues associated with the Metering Point Energy Flow to be resolved without the need to create a new RMP, so that my Settlement accuracy and performance is not impacted As an Energy Supplier, I want data issues associated with the Metering Point Energy Flow to be resolved without the need to create a new RMP, so that discussions I have with my customers are not unnecessarily confused by a change in RMP reference.

Problem Statement
To maintain accurate values for Settlement, DNOs must make regular changes to the LLFC Indicator in ERDS. Until June 2023, the meteringPointEnergyFlow has been tied to this Data Item, which has sometimes resulted in changes to the energy direction. For example, going from Import to Export. Where errors have been identified, the DNO needs to be able to correct meteringPointEnergyFlow back to the correct value to ensure data accuracy. The current restriction, to only one change of Energy Direction against an RMP, can be overcome through by terminating the existing RMP and creating a new RMP with the correct Metering Point Energy Flow value. This has a detrimental impact on the Consumer and Settlement. It is inconvenient for the Consumer to be assigned a new MPAN and Settlement relies on an accurate history that will be lost when a new MPAN is assigned.

Resolution of invalid CSS data by Data Owners

Latest Update
04 March 2024 - Change has been withdrawn following implementation of a solution outside of the REC Change Process. 10WD window to adopt change will close on 18 March 2024.
Summary
Data is sent via the Supplier or MEM to update MPRS, which is then sent to CSS. If the data is considered invalid at CSS, an error is returned to MPRS. MPRS is the conduit of data from the Suppliers & MEMs to CSS, and ERDAs are not responsible for the data, therefore only the supplier/MEM can correct the data. The incidents must be put on hold until the owner of the data corrects the issue, this is to prevent SLA breaches. SLAs does not apply to the Supplier/MEM explicitly, so the incidents remain in the DNOs/IDNOs queue with the need to chase every few days to prevent the incident being closed. The responsibility for the incidents should be on the data owners (Suppliers/MEMs).

  1. As a Consumer, I want data relating to my energy supply to be accurate, so that I can have a consistent and faultless switching experience. As a Consumer, I want any data issues related to my switch to be resolved quickly and by the party responsible, to ensure a fast and efficient switching experience.
  2. As a DNO, I want my service level requirements to be reflective of my data ownership responsibilities, so that data queries can be resolved more efficiently. As the CSS Service Desk provider, I want my tickets to be allocated to the most appropriate party able to resolve them.

Problem Statement
DNO/iDNOs are obligated to resolve data mismatches identified by the CSS during the switch process. However, they are unable to do so in cases where the Supplier/MEM owns data required to resolve the mismatch. Tickets assigned to the DNO (via MPRS) are therefore not going to the party best placed to resolve them, resulting in DNOs chasing the incident resolution every few days to prevent them being closed incorrectly.

Problem Statement
The ERDS Service Definition does not specify the time with a specified time zone. This has led to some instances of MPRS close of day running at 22:00GMT instead of 23:00GMT. A confirmation of time zone is required within the ERDS Service Definition to negate any confusion or delays in flow processing and systems becoming misaligned.

Problem Statement
VLPs are required to provide their customer’s MPAN as part of the registration process, as per the Balancing and Settlement Code (BSC). VLPs do not currently have access to the EES to enable an MPAN search and they have no reliable means to acquire the MPAN, other than asking their customer to provide it. This could potentially lead to delays in the registration process and may result in an increased risk of inaccurate data, detrimentally impacting the service VLPs are able to provide to their customers.

Proposed solution summary
  1. As an Energy Consumer, I want my metering fault to be identified and fixed as soon as possible, so that I am not left in a situation where I have no electricity for an extended period. I want to be able to contact the correct Party to fix my metering fault. I want my personal circumstances to be taken in to account when arranging for a fault to be fixed out of standard working hours.
  2. As a DNO, where there is a meter fault identified I want to be able to contact the Energy Supplier to rectify this, no matter what day or time this is identified, so that Consumers are not left without power for extended periods, during which time they may require ongoing help, support and communication. As an Energy Supplier, I want to provide my Customers with accurate and relevant Emergency contact information. As an Energy Supplier, I want to be able to respond to meter faults in a timely manner and not leave Consumers without power for an extended period.
  3. As a MEM, I want to be notified, in a timely manner, of faults that occur on Metering assets I am responsible for, so that I am able to rectify these without undue detriment being experienced by Consumers
Problem Statement
In situations where an Electricity Consumer experiences a loss of power, the DNOs who attend site to investigate and resolve the issues, are unable to do so when there is a meter issue, which is the responsibility of the Energy Supplier and it’s Appointed agents. When an issue occurs out of hours, or when an Energy Supplier does not have an out of hours metering service in operation, Consumers can be left without power for an extended period, this can create a safety or health concern, particularly for vulnerable Consumers or vulnerable members of their household.

The MHHS Target Operating Model requires that the appointment data of the Smart Meter Data Retriever (SMDR) is available to the Smart Meter Data Service Provider (SMDSP), so that the SMDSP can provide SMDRs with access to the Smart Meters at Metering Points they are registered to. Currently the new SMDR role and appointment data do not exist in, nor can they be made available from, CSS as this is a new industry operating model.

Summary
This Change Proposal is to introduce new processes which will allow a Crowded Meter Room Co-ordinator (CMRC) to contract with a REC accredited Metering Equipment Manager (MEM) to act on behalf of the CMRC, so that they may resolve issues in a Crowded Meter Room (CMR) on behalf of all Registered Suppliers within that meter room. The MEMs undertaking this work on behalf of the CMRC will be referred to as the Crowded Meter Room MEM (CMRM).

Proposed solution summary
  1. As a Consumer I want to be able to have a working Smart Meter that can communicate with my Energy Supplier so that I can receive the benefits of smart metering
  2. As a property owner I want to be able to have Smart Meters installed in my properties where there are currently issues with meter room space or other technical constraints preventing installation so that my tenants can access the benefits of having a Smart Meter. As a property owner I want a co-ordinated and managed process for resolving crowded meter room issues so that I am not contacted by or dealing with multiple Suppliers or metering agents for a single property.
  3. As an Energy Supplier, I need to be able to send and receive data, from the CMRC related to interference, faults, or damage to my equipment so that I can fulfil my obligations. As an Energy Supplier I need a coordinated approach to resolving the crowded meter room to enable me to meet my regulatory obligations related to Smart Meter installations and Communications. As an Energy Supplier, I want to know of CMR works being carried out so that I am informed of relevant updates regarding RMPs that I supply. In addition, I wish to be informed if the CMRM identifies any metering issues during their initial assessment or rectification works
  4. As a Distribution Network Operator, I need to be able to send and receive data, from the CMRC related to danger, interference, or damage to my equipment so that I can fulfil my obligations.
  5. As a MEM I need a co-ordinated approach to resolving the CMR issues, to enable me to install working Smart Meters on site.

Problem Statement
For many Multiple Dwelling Units (MDU), Alt HAN Co equipment is required. This needs to be installed near to the electricity Smart Meter, connected to the tails of that Smart Meter, and requires at least one further device in the Consumer premises. However, the installation of HAN equipment can be inhibited by Crowded Meter Room (CMR) for the installation of alternative HAN and smart equipment. The objective of the CMR work is to leave a meter room ready for Energy Suppliers to proceed with their installations to meet their smart metering rollout obligations. Without the ability to install the alternative HAN wired bridge device in a CMR, Energy Suppliers will ultimately be unable to establish a HAN with the associated premises in the MDU

Proposed solution summary
  1. As an impacted Market Participant, I want to ensure good quality underlying data is available to support the transition to HH Settlements to avoid additional time and effort being spent fixing data quality issues during the migration period.
  2. As the MHHS Programme, I want Registration Data Items to be available ahead of the MHHS migration to enable data cleanse activity to be completed to address data quality issues.

Problem Statement
There are Registration Service Data Items that are critical to the MHHS rules and processes. The MHHS Programme is concerned that starting migration in October 2024 with poor underlying data quality would lead to avoidable time and effort being spent fixing issues during the 12-month migration period. To facilitate MHHS Programme data cleanse activity, prior to the transition to Half Hourly Settlement, Registration Service Data Items need to be introduced into the existing Supplier Meter Registration Service (SMRS) system and displayed in EES.

Proposed solution summary
  1. As an Electricity Consumer I want to be confident that the Meter Operative that completes work on my Metering Equipment is competent to ensure my supply is safe, secure and uninterrupted.
  2. As a MEM, I want to be confident that my processes and Meter Operatives are compliant with the MOCoP, to ensure minimal disruption to my clients and the safety of my employees.
  3. As an Electricity Supplier, I want to be confident that my Appointed agents are compliant with the MOCoP to ensure my consumers safety.
Problem Statement
Current metering accreditation arrangements allow MEMs to work on whole current or Current Transformer (CT) meters regardless of whether they have previously or recently been assessed on that metering category. This poses potential risks for the safety of Consumers and Meter Operatives as the MEMs may not have appropriate processes or training in place to ensure compliance with the MOCoP.
