Proposed solution summary
- As a Consumer I want to receive my bills when expected, from the Supplier of my choice without delays caused by being switched incorrectly and not being resolved in a timely manner. As a Consumer, in the event that my Supplier has exited the market and my supply cannot be returned to my original Supplier, I want the Gaining ET Supplier to have the ability to terminate any ET process that has already been initiated so that I am able to choose my preferred Supplier and switch without delay or penalty.
- As a Consumer, if Energy Suppliers need to share my data to resolve a switching issue, I want Suppliers to share my personal data securely so that my data is protected.
- As an Energy Supplier, where appropriate, I need to be able to cancel an ET effectively and efficiently, so that I can bill my Consumers accurately and timely. As an Energy Supplier, where appropriate, I need to be able to cancel an ET so that I supply Consumers with whom I have a valid contract.
- As The Code Manager I need to be able to identify when an ET has been cancelled so that I have a clear audit trail and can monitor performance effectively.

Problem Statement
Erroneous Transfers are being cancelled by Suppliers, which is currently not permitted under the REC. There is no consistent defined process or audit trail. In the event of a Supplier of Last Resort (SoLR) being appointed, or on a Change of Occupier at a premise, the Gaining Supplier currently has no way to formally cancel an ET after it has been initiated. This can cause Switching and/or Billing delays for Consumers whilst Energy Suppliers attempt to resolve an outstanding or open ET. For Energy Suppliers this can mean they are supplying Consumers with whom they have no Valid Contract, resulting in additional Guaranteed Standards of Performance (GSOP) Payments and increased Consumer dissatisfaction. The Performance Assurance Board (PAB) has no way to identify the difference between the process legitimately closing without resolution, and an Energy Supplier not meeting their obligations in the code to properly resolve an ET. As a result, the PAB are unable to differentiate the performance of Energy Suppliers between those that are closed down legitimately or those being closed inappropriately.

Proposed solution summary
- As a PPMIP, I want to receive accurate market share data to allow me to complete the Unallocatable Prepayment Allocation Run in a timely manner.
- As an Energy Supplier, I want the calculation of Unallocatable Transactions to be carried out accurately and efficiently so that I receive payments allocated to my organisation.

Problem Statement
The process for the allocation and payment of Unallocatable Transactions, set out in the Prepayment Arrangements Schedule, does not currently take into account Energy Suppliers that have exited the market or that do not have a contract with the PPMIP. This prevents the PPMIP from being able to release payments to Energy Suppliers, as the process doesn’t allow for all funds to be accounted for in the calculation.

Latest Update
30/06/2023 - This change was implemented on 30 June 2023 as part of the June 2023 REC Release
Summary
Currently only the Registered Supplier can instruct a Metering Equipment Manager (MEM) to work on their metering asset. There is no ability to request that a single MEM completes work on multiple properties that may have different Electricity Suppliers. This creates barriers to developing solutions for local authorities, private and social housing landlords who are refurbishing premises or to help any premise owner (whether domestic or non-domestic) install new equipment to facilitate Low & Zero Carbon Technology (LZCT) installation such as the retro-fit of Electric Vehicle Charging (EVC) Points to homes and business premises. This Change Proposal will introduce a new role for existing accredited MEMs that will enable them to accept instructions to undertake a limited set of activities at the request of the premise owners without the need to use the Registered Suppliers’ MEMs.

Solution Development
Proposed solution summary
- As a property owner or occupier I want to be to arrange for the installation of equipment for the use of the occupier, such as fitting an isolator, installing on-site generation equipment or electric vehicle charging points. I want the installer to use a Safe Isolator Provider (SIP) who is authorised to undertake the work at my instruction rather than arrange for this work to be completed through the premises’ Registered Suppliers.
- As a REC Accredited Metering Equipment Manager, I want to be able to work as a SIP and de-energise and re-energise a site on the instruction of the homeowner/landlord, so that equipment – such as an isolator, on-site generation or electric vehicle charging points can be fitted without the need to co-ordinate the work with the Registered Suppliers’ MEMs. As a Distribution Network Operator, I want to be assured that the work is only completed by a SIP that has the necessary skills and REC accreditation and has the appropriate permissions to de-energise and re-energise the supply and doesn’t introduce any additional risk to the Distribution Network.
- As the Registered Supplier, I want to know what steps the SIP who attends the site and finds the site in an unsafe situation to re-energise, will take so that my customer is not left off-supply unnecessarily. As the Registered Supplier, I want to be alerted if the SIP finds any evidence of meter tampering at the premises.

Problem Statement
It is difficult for landlords of local authority, social housing developments or private landlords of homes and businesses to co-ordinate the refurbishment of properties where they need the electricity supply to be de-energised to allow work being completed and the supply re-energised. Currently the landlord needs to liaise with the Electricity Supplier of each premise independently to arrange for the appointed MEM to attend and de-energise each supply point and then re-energise the site when the work is completed, as currently only the Registered Supplier’s appointed MEM or the DNO is permitted to undertake the work.

Latest Update
16/05/2023 - At the Change Panel meeting on 02 May 2023, the recommendations set out in the SDEP Review Report were approved. This included the initiation of 6 Change Proposal groups, including a group that captures Multilateral Erroneous Switches and the functionality changes required within R0016. As a consequence Change Proposal R0016 - Resolution of Bilateral Erroneous Transfers has been withdrawn. The requirements identified under R0016 will be taken forward under a new SDEP review related Change Proposal.
Summary
This Change Proposal is to introduce a more consistent and efficient mechanism for Suppliers to use when investigating and resolving Bilateral Erroneous Transfers.

Proposed solution summary
- As a Consumer, I want issues affecting me or my energy account to be resolved at the earliest opportunity, to minimise impacts to my energy switch or accurate and timely billing.
- As a Consumer, I want industry parties to share my personal data securely so that my data is protected.
- As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I can bill my Consumers accurately and timely.
- As an Energy Supplier, I want to be able to resolve Bilateral Erroneous Transfers effectively and efficiently, so that I supply Consumers with whom I have a valid contract.
Problem Statement
The SDEP currently only supports direct messaging between two SDEP Users and doesn’t allow for communications to be shared with multiple users (three or more). In circumstances where agreement is required between multiple parties, this needs to be managed outside of the SDEP by telephone and email. This has reportedly resulted in inconsistencies between parties and delays in the resolution process.

Proposed solution summary
- As an Energy Consumer, I need Energy Companies to operate consistent processes, to ensure my energy supply is managed efficiently and to retain my trust in the functioning of the energy market.
- As a REC Party, I need the REC to provide a consistent baseline, so I can operate in an interoperable way with other Market Participants.

Problem Statement
The implementation of REC V2, as part of the Retail Code Consolidation SCR, was due to consolidate the existing provisions in other codes into the REC on a like-for-like basis. The Code Manager has identified that there were changes made to previous codes that weren’t reflected in the REC V2 drafting that was implemented. This means that the current processes being operated by industry parties are not reflected in the REC. REC Party's and Service Providers rely on the REC to provide a consistent baseline to ensure the industry operate in an effective and interoperable way. There are currently inconsistencies between the drafting of the REC, and the processes operated by REC Party's and Service Providers, which could cause issues in the effective operation and assurance of the retail energy market.
