Latest Update
28/04/2026 RECCo are currently conducting solution development activities on this REC Issue as part of their dual-fuel Enquiry Services project. Further updates to be expected upon progression of the project.
Summary
As part of RECCo’s plan to procure a dual-fuel Enquiry Service, there will be a single point of entry to API services. A migration plan has been developed with two independent stages. For stage one, all current Enquiry Service API users will need to connect through RECCo’s API Gateway rather than connecting directly to the existing EES and GES APIs. This will require users to amend the URLs they call when accessing the services.

Latest Update
An Update to Plan has been approved by the REC Technical Expert Panel on 25 June 2026.
Summary
The Meter Manufacturers Make and Type (J0410 / DI-048) was not populated as part of the MHHS Programme's data cleanse. However it is part of the SMRS maintained Meter Technical Details (MTDs) for Smart Meters which replace the DTC MTD Market Messages for Smart Meters in the MHHS environment. It is not currently possible to populate this item in the legacy arrangements.

Problem Statement
Following MHHS Migration, the MTDs provided by SMRS do not include the Meter Manufacturers Make and Type, as this replaces the existing D0149/D0150 Market Messages it could lead to the information being lost. This will mean Energy Suppliers and MOAs will not know the make and type of meter installed at a particular Site.

Latest Update
12/05/2026 - The Code Manager have developed a solution which has been live since 05 May 2026. More detail can be found on the REC Portal Wiki. A Closure Report has now been published, and this Issue has now been classed as resolved.
Summary
The RegistrationId (DI90043 / DI849) is required by SMRS to be included in the IF-031 'Supplier Agent Appointment Request' Market Message to allow the SMRA to process the appointment request. However not all Suppliers hold the RegistrationId for all Meter Points, in particular those that have not undergone a Registration managed by the Central Switching Service (CSS)

Proposed solution summary
  1. As part of the solution for REC Issue I0296 - Registration Id Required for MHHS Appointments the REC Code Manager have developed a process to provide Energy Suppliers the Registration Id for Metering Points that have not been through a Central Switching Service (CSS) Registration Managed Switch. This is to allow Energy Suppliers that may not hold the Registration Id for these Metering Points to populate the Market-wide Half Hourly Settlement (MHHS) Agent Appointment Messages required to initiate a MHHS Migration.

Problem Statement
Not all Energy Suppliers hold the RegistrationId for all Meter Points, particularly those Meter Points that have not gone through a Switch, i.e. have not undergone a Registration managed by the CSS. The RegistrationId is currently only available where a Metering Point has been through a CSS managed Registration. Without the RegistrationId available to Energy Suppliers, not all Metering Points will be able to migrate putting the MHHS Migration and Milestone M15 at risk.

Latest Update
08/04/2026 - The Closure Report was presented to the REC Metering Expert Panel at their meeting on 08 April 2026. The Issue has now been classed as resolved.
Summary
The issue identified is that current arrangements require or assume that legacy Meter Asset Providers (MAPs) take back old, non Smart Meters once they are removed from Consumers’ Premises, even though many of these meters are obsolete, cannot be reused, and ultimately require disposal. This has resulted in large volumes of legacy meters being transported across the country between storage providers and legacy MAPs, creating unnecessary cost, administrative burden, and environmental impact. Storage providers are issuing extensive lists of Meter Serial Numbers (MSN) to try to establish meter ownership, and legacy MAPs must manually verify these details. This process has been made more difficult by historical changes in company names and ownership structures. Once ownership is confirmed, the meters are frequently transported to the legacy MAP only for them to arrange disposal, which provides no net value and simply adds further transportation and handling costs.

Problem Statement
The process for handling removed legacy non Smart Meters is inefficient and environmentally costly, with unclear ownership, unnecessary transport, and no established recycling route. A consistent, sustainable disposal solution is needed to reduce waste, simplify operations, and clarify the management of any scrap value.

Latest Update
03/07/2026 - The Service Provider Impact Assessment is ongoing and expected to be completed by 07 August 2026.
Summary
CSS Market Messages sent by the Central Switching Service (CSS) to Switching Data Service Providers (SDSPs) are either not being received, being received after Gate Closure, or are being received out of the order that they were originally sent in. This Issue originally aimed to extend the Refresh functionality, implemented for the Gas Retail Data Agent (GRDA).to the Electricity Retail Data Agent (ERDA). Following solution development for I0281, it was agreed that the Refresh functionality would be made available for all Market Participants in receipt of the in-scope messages.

Problem Statement
CSS messages are not received by the SDSPs in the order in which they were originally sent, or after Gate Closure, so it can be difficult to detect and often requires significant manual effort to resolve. This issue can directly impact Consumer switching experiences, causing disruption and possible delays in a switch.

Establishing the Safe Isolation Provider (SIP) as a Standalone REC Party

Latest Update
21/07/2026 - An Update to Plan has been approved by the Change Panel on 21 July 2026.
Summary
This proposal recommends the formal recognition of the Safe Isolation Provider (SIP) as a standalone Party under the Retail Energy Code (REC). This aligns with the direction set out in Ofgem’s recently published Strategic Direction Statement (SDS), which explicitly calls for the establishment of SIPs as a standalone Party role. The aim is to address the growing scale of unregulated SIP activity, mitigate associated consumer safety risks, and ensure the metering industry is equipped to support the UK’s Net Zero ambitions. By enabling easier access to certified SIPs, this change will enhance consumer protection, accelerate low-carbon technology deployment, and improve operational efficiency across the energy sector.

Problem Statement
The current SIP framework poses several risks: - Consumers, MEMs and unaccredited practitioners’ safety. Unaccredited and unregulated isolation work increases the risk of unsafe installations and potential harm to Consumers. NAPIT highlighted to RECCo and DESNZ that 17 and 13 unregulated practitioners respectively died in 2023 and in 2024 due to unsafe isolation. With the right Party undertaking this work, there would also be less safety issues for the Consumer at their premises; - Inequity. Independent Installers face longer wait times compared to supplier-led installations, creating a two-tier system; - Low competitive market. Currently prospective Parties can be put off from applying to be a SIP as it appears they would need full MEM Accreditation which is often too far outside their current business operating model. Providing SIPs with their own pathway and requirements could result in more Parties becoming SIPs and therefore giving Consumers more choice in their provider; and - Decarbonisation delays. The inability to scale SIP capacity undermines the timely deployment of LZCTs, threatening Net Zero targets.

Latest Update
06/11/2025 - Following discussions at the Change Issues Group on 06 November, a REC guidance will be developed to support the resolution of this Issue after which it will be classed as resolved.
Summary
It has been identified by the MHHS Data Cleanse Working Group (DCWG) that around 9,000 existing Metering Point Relationships include Metering Points that would migrate into different Market-wide Half Hourly Settlement (MHHS) Market Segments. The majority of these are where one Metering Point has a Traditional meter installed (Smart Segment) and a Related Metering Point has an Advanced meter (Advanced Segment). This situation is currently valid but in MHHS would cause two problems. - SMRS would not be able to align the agent appointments, leaving secondary MPANs without agents and MHHS Migrations unable to fully complete.

Problem Statement
Without considering this Issue, there will be a risk to the MHHS migration. Indeed, a Metering Point installed which does not match its Related Metering Point (for example a Relationship between a Traditional meter with an Advanced Meter) will not be able to fully migrate to MHHS arrangements.

Latest Update
21/07/2026 - Change Report (Proposal Re-Plan) approved at Change Panel
Summary
As per Section 13.4.18 of CoMCoP, retrieving gas pressure and capacity information from Transporters via the GT1 process can be time consuming for Energy Suppliers/MAMs and/or Consumers. The process of retrieving this information is inconsistent and service timescales are varied between transporters. Gas pressure and capacity information should be readily available through the Gas Enquiry Service to enable timely processing of site work and requests to enable MAM’s and Suppliers to appropriately service their customers.

Problem Statement
For some Energy Suppliers, MAMs and consumers, retrieving pressure and capacity information via the GT1 process can be time consuming. This is due to elements like response timescales and methods (batch responses vs individual responses) being varied among GTs. This ultimately has a negative impact on customers waiting on site work, such as a new connection, for example.
