Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
The current wording of the Annulment definition in REC Schedule 23 – Registration Services does not sufficiently align with the obligations set out in Ofgem’s Electricity Supply Standard Licence Conditions (SLC) 14.2(d),14.4(c) and 14.10. This misalignment has led to inconsistent interpretations of the usage of the Annulment process across the industry compared to the intention of the REC change and the licence obligation. This Issue is seeking further amendments to REC Schedule 23 - Registration Services and clearer guidance. This clarification is essential to prevent retention-based misuse, ensure regulatory compliance, and uphold Consumer trust in the Switching process.

Latest Update
21/07/2026 - An Update to Plan has been approved by the Change Panel on 21 July 2026.
Summary
This proposal recommends the formal recognition of the Safe Isolation Provider (SIP) as a standalone Party under the Retail Energy Code (REC). This aligns with the direction set out in Ofgem’s recently published Strategic Direction Statement (SDS), which explicitly calls for the establishment of SIPs as a standalone Party role. The aim is to address the growing scale of unregulated SIP activity, mitigate associated consumer safety risks, and ensure the metering industry is equipped to support the UK’s Net Zero ambitions. By enabling easier access to certified SIPs, this change will enhance consumer protection, accelerate low-carbon technology deployment, and improve operational efficiency across the energy sector.

Problem Statement
The current SIP framework poses several risks: - Consumers, MEMs and unaccredited practitioners’ safety. Unaccredited and unregulated isolation work increases the risk of unsafe installations and potential harm to Consumers. NAPIT highlighted to RECCo and DESNZ that 17 and 13 unregulated practitioners respectively died in 2023 and in 2024 due to unsafe isolation. With the right Party undertaking this work, there would also be less safety issues for the Consumer at their premises; - Inequity. Independent Installers face longer wait times compared to supplier-led installations, creating a two-tier system; - Low competitive market. Currently prospective Parties can be put off from applying to be a SIP as it appears they would need full MEM Accreditation which is often too far outside their current business operating model. Providing SIPs with their own pathway and requirements could result in more Parties becoming SIPs and therefore giving Consumers more choice in their provider; and - Decarbonisation delays. The inability to scale SIP capacity undermines the timely deployment of LZCTs, threatening Net Zero targets.

Latest Update
23/06/2026 - The Code Manager has published an Interim Guidance Document for I0273.
Summary
In the MHHS design the Standard Settlement Configuration (SSC) is a non-mandatory data item for Smart and Advanced metering points, in addition the register level TPR information is not shared in the MTD flows for these meters (IF-006 for Smart and D0268 for Advanced). It was identified through BSC Issue I118 that there is a requirement for the SSC to be set for Domestic / Microbusiness Advanced Metering Points making use of the HH data opt out and there may be other areas where the SSC is required.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
REC Schedules 1, 14, and 15 all note that in order to Qualify as a Safe Isolation Provider (SIP), the Party needs to be a Qualified Meter Operator Agent (MOA). It has since been determined that Qualified Electricity Metering Operatives (EMOs) should also be able to Qualify as SIPs.

Problem Statement
Requiring SIPs to be fully Qualified MOAs may be hindering smaller Parties who wish to be SIPs from Qualifying under the REC. This in turn may be reducing the number of Qualified SIPs in the market for Consumers to choose from or causing Consumers inadvertently to contract with people who are not Qualified SIPs to carry out SIP Works.

12/03/2026 - this Change Proposal is with the Authority for decision.
Summary
The Balancing and Settlement Code (BSC) modification P441 is looking to introduce Complex Site classes which would categorise the types of Complex Site with each having clearly defined criteria within the BSC whilst also facilitating a new "type" of Complex Site (referred to as a Class 6 Complex Site) to allow approval of "non-standard" Complex Sites. It will also clarify when the netting of Imports from Exports for multiple Metering Systems registered in Supplier Volume Allocation (SVA) is permitted.

Latest Update
30/04/2026 - The Code Manager has now published the I0240 - Scenario Guidance Document V2.0 on the REC Portal. This is available on the I0240 Proposal Page and the Market-wide Half Hourly Settlement Hub.
Summary
This Issue looks to address that when Meter updates are made during a Market Wide Half-Hourly Settlement (MHHS) migration, whilst the Meter Technical Details (MTDs) will be shared between participants, there will be no update sent to the Registration Service as the Gaining Meter Operator Agent (MOA) will not know that they need to send a D0312 (for reverse migration) or IF005 (for forward migration) and the Losing MOA cannot send the message.

Problem Statement
During MHHS migration, key Market Messages from the Losing MOA, such as D0312, IF005, D0205, and D0139, are rejected by the Registration Service, preventing updates to meter details and Energisation status. This creates a risk of data misalignment, as the Gaining MOA may not be aware that updates occurred and therefore cannot resend them.

Latest Update
This Change Proposal has been implemented as part of the REC Release on 27 June 2025.
Summary
Energy theft is a significant issue, costing consumers between £457 million and £760 million annually (based on Autumn 2024 retail prices). Energy theft also poses safety risks, particularly due to tampered meters, which have caused fatal incidents. Whilst existing measures under the REC, such as the Energy Theft Tip-Off Service (ETTOS) and Theft Detection Incentive Scheme (TDIS) seek to provide information on likely instances of energy theft and the incentives to investigate them, there are currently insufficient enforcement mechanisms and coordination with law enforcement agencies. In particular, there are challenges due to limited police engagement and inconsistent prosecutions, contributing to a low deterrent.

Problem Statement
The introduction of the ETU provides the mechanism to prosecute and add a significant deterrent previously missing from the theft landscape. To ensure an effective operation of this unit, the referrals should include standardised data by introducing the Referral Assessment Service (RAS). RAS will assess, triage and co-ordinate theft referrals received from industry parties.

Latest Update
22/09/25 - This Change Proposal has been implemented as part of the MHHS M8 22 September 2025 REC Release.
Summary
The Electricity Smart Meter Equipment (ESME) ID is a unique identifier that provides a designation for a Smart Meter. Electricity Retail Data Agent (ERDA) systems were updated as per the requirements in R0033 to not allow for multiple incidences of an individual ESME ID to be registered, and reject the update, even when a second incidence of an ESME ID would be legitimate, for example in the case of a re-use of Metering Asset or a crossed meter. This Issue seeks to resolve this feature of the ESME ID validation while maintain data accuracy.

Problem Statement
ERDA data validation on the ESME ID Data Item in the D0312(MM00256) Market Message is imperfect, and can result in invalid rejections. This occurs when more than one incidence of an ESME ID is passed through individual ERDA system, as it only allows for a single occurrence, even if historic ones have been end-dated. In situations where a Metering Asset has been re-used, thus re-using the ESME ID, a rejection will occur, in an example of an unintended functionality of the validation system.
