Creation of a Tool to Manually Correct ERDS / CSS Discrepancies

Date of latest update

Latest Update
This Change Proposal was implemented on 27 March 2026.
Summary
There is currently a tool utilised by DNOs to manually correct registration data to align the Registered Supplier in ERDS with the data held in CSS. The Market-Wide Half Hourly Settlement (MHHS) Design does not allow for retrospective amendment of Supplier Registration i.e. there is no equivalent tool for manual correction post MHHS go live (M10). Therefore, post MHHS implementation, any issues which prevent CSS data being reflected in ERDS cannot be corrected. This will prevent the Supplier from appointing agents and will lead to errors in settlement data under the BSC. A change is required to address this.

Problem Statement
There are instances where ERDS (and SMRS under BSC governance) can be misaligned with the CSS and under the MHHS arrangements there is no mechanism for manual correction which there is in place today. From MHHS go live the Supplier will not be able to appoint their preferred agents. This issue only applies to MHHS Migrated Metering Points as the existing mechanism for manually correcting data would be used if the issue related to a non-migrated Metering Point. In the event that the Supplier cannot appoint its agents, this may prevent the Supplier from accurately billing the Consumer. The potential impact will increase as MHHS Migration continues, with more MHHS Metering Points potentially impacted by any CSS / ERDS discrepancy.

Latest Update
18/11/24 - The Authority has approved R0182 for Implementation. R0182 will now be targeted for an extraordinary release on 08/12/24.
Summary
This Change Proposal seeks to introduce the necessary governance and charging amendments to existing Payment Method Levelisation (PML) Reconciliation arrangements (introduced in R0147) to allow for multi-register reconciliation. The amendments will allow for an ongoing reconciliation that accounts for split in both single-rate and multi-register Metering Assets. Additionally, it will also allow for a one-off retrospective recalculation for the period dating from the proposed effective implementation date of 01 January 2025 back to the implementation of the original reconciliation mechanism on 01 April 2024.

  2. M1 - As a Domestic Supplier, I want my PML Reconciliation payments to be as reflective of my portfolio as possible, by differentiating between single rate and multi register Metering Assets, so that my engagement with the reconciliation is as accurate as possible. M2 - As a Domestic Supplier, I want my PML Reconciliation obligations regarding the retrospective recalculation to be well defined within the REC, so that I am able to engage as efficiently as possible. M3 - As RECCo, I want the PML Reconciliation mechanism to be reflective of REC Parties true costs (based on their single-rate vs multi-register split in their portfolio), so that I am able to deliver the most optimised outcome for PML Reconciliation participants.

Problem Statement
PML Reconciliation currently does not distinguish between single-rate and multi-register electricity Metering Assets. This represents a discrepancy, as Price Cap methodology currently does make this distinction. As a result, PML Reconciliation calculation methodology must be updated to distinguish between single-rate and multi-register Metering Assets. This will be effective for all reconciliations going forward from the date of implementation, as well as retrospectively from the start of the PML Reconciliation in April 2024, to the date of implementation.

Latest Update
08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes

  3. As the CRS Provider, I want to ensure that the appropriate SLAs are in place to incentivise the effective functioning of the Switching Service and if these SLAs are not met by the CRS Provider, the commercial impact is proportionate to the detriment experienced by CSS Users and Consumers.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.

Introduction of classification-based access model

Latest Update
21/11/2025 - Following a review of the impact assessments received for the technical solution required to deliver R0148, taking into account the timelines, costs and the pending decision on the Evolution of the Enquiry Services, a positive business case cannot be demonstrated at this time. RECCo have, therefore, made the decision to withdraw R0148 and look at how the technical objectives can be met through the Evolution of the Enquiry Services. The adoption window has closed.
Summary
Currently Enquiry Services Data is only available to users whose roles and purposes for access are detailed within the Data Access Matrix (DAM). RECCo has undertaken a project to look at REC controlled data sources and created a Metadata Catalogue based on a Data Classification Model. This details the data items along with descriptions, identification of the associated data, roles, responsibilities, and classification. The output of this work will be utilised to improve access to Enquiry Services Data by making certain data items (defined as Always Open) easily available to everyone and simplifying the approval process for data items which can be made available if certain conditions have been met.

Service Termination Issue Reporting (Change to Category 2 document)

Latest Update
22/02/2024 At the Metering Expert Panel meeting on 14 February 2024, the Panel voted to reject the Code Manager's recommendation to approve R0145 - Service Termination Issue Reporting (Change to Category 2 Document). Under REC Schedule 5 - Change Management, when a Responsible Committee rejects the recommendation of the Code Manager with respect to a Self-Governance Change Proposal, the Change Proposal is automatically referred to Ofgem (as the Authority) for its determination, unless the Code Manager changes its recommendation based on the reasons provided by the relevant sub committee. Following consideration of the decision made by the Metering Expert Panel and the reasons for its rejection, the Code Manager has decided to amend its recommendation, and is now recommending the rejection of R0145. The Code Manager maintains that the business case for R0145 was made, and the solution does address the identified problem statement, and this was reflected in the comments of a majority of group members as the R0145 was progressed and during the vote. However, it is clear that some RECMEP members are supportive of a change to the governance of this document that would remove it from the REC completely. Although this was outside of the scope of the original change, it was a consistent theme throughout the development of R0145. Consequently, R0145 has been rejected for implementation and the decision will not be referred to Ofgem.
Summary
This Change Proposal updates the Categorisation of this REC document to a Category 2 document. It is currently classified as a Category 3 document – which are used for guidance documents that have no material impacts on REC Parties. The REC obligates compliance with this document through Schedule 14 – Meter Operations and the Consolidated Metering Codes of Practice

Proposed solution summary
  1. As a DNO I want to ensure that the MEMs who work on my network have the requisite skills and experience and that they will follow the instructions relating to reporting incidents of danger, damage, or interference with the DNO Equipment, as set out in the Service Termination Issue Reporting document.
  2. As a Supplier I want any MEM I employ to have clear instructions on how to report incidents of danger, damage, or interference with the DNO Equipment.
  3. As a MEM I want information on what actions I need to take where there is danger, damage, or interference with the DNO Equipment at site, so that issues can be safely addressed in the appropriate timescales.
  4. As the Code Manager, I want clarity on the governance and for change processes of the document to be appropriate, for the subject matter and relevant affected parties.
Problem Statement
Compliance with the CoMCoP and the Metering Operations Schedule includes obligations on the MEMs to report incidents of danger, damage, or interference with the DNO Equipment in accordance with the requirements set out in the document. Failure to comply with these requirements will leave the MEM subject to permission to work on the DNO’s equipment being revoked, which will have consequences on their ability to work as a REC MEM more widely.

  1. As a Consumer, I need my Supplier to be aware of any charges that will be applied by the DNO for the provision of the connection while the site is De-energised.
  2. As a Supplier I need to know if charges are expected to be levied by the DNO for retained capacity for De-energised Metering Points, so that I can pass the costs on to my Consumer.
Problem Statement
DNOs need to be able to communicate to Suppliers that they will charge site-specific DUoS for de-energised sites where there is an ongoing need for the connection to be maintained.
