Summary
Ofgem have been in with discussion with Energy Suppliers this year, requesting them to voluntarily change how they use the consent option within the Priority Services Register (PSR) flow. This Change Proposal (CP) has been raised to make sure the Market Message mirrors the process agreed between Ofgem and Energy Suppliers by re-naming the Priority Services Register (PSR) Data Item DI51497 (J2208) as “Lawful basis for sharing” and to amend the relevant clauses in REC Schedule 13 if needed.

Problem Statement
The current PSR Data Item DI51497(J2208) ‘Consent to share data obtained’ does not mirror the legal basis for sharing data that DNOs rely on, or the process that Suppliers have planned to have in place by early 2024.

Summary
A Balancing & Settlement Code (BSC) Modification P441 is looking to introduce additional Complex Site classes which would categorise the types of Complex Site, with each having clearly defined criteria within the BSC, whilst also facilitating a new "type" of Complex Site (referred to as a Class 6 Complex Site) to allow approval of "non-standard" complex sites. It will also clarify when the netting of Imports from Exports for multiple Metering Systems registered in Supplier Volume Allocation (SVA) is permitted.

Proposed solution summary
  1. As a consumer, I want more choice to take up low-carbon technology and more flexible energy solutions through local energy schemes, such as the Ofgem BEIS Smart System Flexibility Plan and any other future flexibility service provisions that may be developed.
  2. For MEMs, l want to remove ambiguity around the current Complex Site arrangements and will facilitate the advancement of community energy schemes.
  3. For Suppliers, I want to encourage more innovation that will lead to the better use of local energy schemes.
Problem Statement
The introduction of new Complex Site classes is needed into the REC to make the solutions under P441 and DCP 424 work. Meter Equipment Managers (MEMs) will need to understand what their new obligations are in respect of metering requirements, as well as impacts on any of the metering processes associated with a Complex Site.

Problem Statement
Market participants must have the ability to employ SDEP in more scenarios to allow users to record, track and escalate issues and should facilitate performance assurance reporting. Review of Schedule 12 and processes to manage access to data

Latest Update
06/12/2023- This Change was implemented as part of the 6 December 2023 Extraordinary Release
Summary
Since REC go-live in September 2021, Enquiry Service Providers have operated the Enquiry Services processes as effectively as possible, however, overtime gaps have emerged and opportunities to improve have been identified. There have been an increasing number of access requests for market roles that are not reflected in Schedule 12 or the Data Access Matrix (DAM). As a result, it has become apparent there are restrictions on the access to data, and the granting of access to such users can be slow and time consuming. Given the market roles are too narrow at present, this will become increasingly problematic as they do not reflect market roles that could exist in 10 year’s time for example. There is a need to therefore limit ambiguity and reduce number of use cases where judgement is required. This CP will take forward the review of Schedule 12 and any identified changes.

Problem Statement
Organisations with valid use cases for REC data access must raise a Change Proposal as they are not listed within Schedule 12 or the Data Access Matrix. This is a time-consuming process which delays the implementation of the required access and does not promote innovation, competition, and positive Consumer outcomes.

Central provision of DCC Technical Contacts for requesting test certificates

Latest Update
19.09.2023 - approved for implementation in February 2024 Release
Summary
In order for central systems testing (including maintenance and emergency testing) to be undertaken by the Switching Operator, certificates from the SDSPs and CSS User communities are required to interact with CSS in the testing environments. The Switching Operator was able to issue certs to the simulator provider during the Switching Programme, but the replacement process via Service Now no longer allows this – instead placing onerous activity on Parties to collaborate with the Switching Operator to give them the ability to request certificates on their behalf. This change has been raised to ensure that test certificates are held at all times for enough parties to enable changes to be tested with enough simulation to replicate live operational scenarios. The solution proposed is that the Switching Operator can nominate Technical Contacts (TC) for all CSS Users, in order that certificates can be requested for simulators in the test environments. CSS Users would continue to be able to nominate / remove their own TCs as now (and be able to remove the Switching Operator-nominated Technical Contact), and would see all TCs listed on the Switching Portal.

Problem Statement
Due to certificate expiry, there are not currently sufficient test security certificates for connecting to CSS test environments and emulating CSS Users (simulators). The current process for CSS Users to request certificates is inefficient and is reliant on the CSS Users obtaining new certificates in a timely manner. Without sufficient test certificates, the Switching Operator may not be able to fully test changes to the CSS system.

Problem Statement
As part of the MHHS programme, it is necessary to migrate approximately 31 million MPANs from the existing settlement arrangements to those under the MHHS Target Operating Model. This will create a significantly increased volume of messages, whether for Switches or changes to Supplier Agents, for the CSS during the MHHS Migration Period. The CSS Service Definition does not currently require the Switching Operator to be capable of processing these additional volumes.

Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes.

Proposed solution summary
  1. As a Consumer, I want the CRS Provider to provide an effective service so that my Switch is not delayed.
  2. As the REC Code Manager, I want to ensure the CRS Provider has appropriate SLAs set, which incentivises the effective functioning of the Switching Service.
  3. As the CRS Provider, I want to ensure that the appropriate SLAs are in place to incentivise the effective functioning of the Switching Service and if these SLAs are not met by the CRS Provider, the commercial impact is proportionate to the detriment experienced by CSS Users and Consumers.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.
