Latest Update
22/02/2024 At the Metering Expert Panel meeting on 14 February 2024, the Panel voted to reject the Code Manager's recommendation to approve R0145 - Service Termination Issue Reporting (Change to Category 2 Document). Under REC Schedule 5 - Change Management, when a Responsible Committee rejects the recommendation of the Code Manager with respect to a Self-Governance Change Proposal, the Change Proposal is automatically referred to Ofgem (as the Authority) for its determination, unless the Code Manager changes its recommendation based on the reasons provided by the relevant sub committee. Following consideration of the decision made by the Metering Expert Panel and the reasons for its rejection, the Code Manager has decided to amend its recommendation, and is now recommending the rejection of R0145. The Code Manager maintains that the business case for R0145 was made, and the solution does address the identified problem statement, and this was reflected in the comments of a majority of group members as the R0145 was progressed and during the vote. However, it is clear that some RECMEP members are supportive of a change to the governance of this document that would remove it from the REC completely. Although this was outside of the scope of the original change, it was a consistent theme throughout the development of R0145. Consequently, R0145 has been rejected for implementation and the decision will not be referred to Ofgem.
Summary
This Change Proposal updates the Categorisation of this REC document to a Category 2 document. It is currently classified as a Category 3 document – which are used for guidance documents that have no material impacts on REC Parties. The REC obligates compliance with this document through Schedule 14 – Meter Operations and the Consolidated Metering Codes of Practice

Proposed solution summary
  1. As a DNO I want to ensure that the MEMs who work on my network have the requisite skills and experience and that they will follow the instructions relating to reporting incidents of danger, damage, or interference with the DNO Equipment, as set out in the Service Termination Issue Reporting document.
  2. As a Supplier I want any MEM I employ to have clear instructions on how to report incidents of danger, damage, or interference with the DNO Equipment.
  3. As a MEM I want information on what actions I need to take where there is danger, damage, or interference with the DNO Equipment at site, so that issues can be safely addressed in the appropriate timescales.
  4. As the Code Manager, I want clarity on the governance and for change processes of the document to be appropriate, for the subject matter and relevant affected parties.
Problem Statement
Compliance with the CoMCoP and the Metering Operations Schedule includes obligations on the MEMs to report incidents of danger, damage, or interference with the DNO Equipment in accordance with the requirements set out in the document. Failure to comply with these requirements will leave the MEM subject to permission to work on the DNO’s equipment being revoked, which will have consequences on their ability to work as a REC MEM more widely.

  1. As a Consumer, I need my Supplier to be aware of any charges that will be applied by the DNO for the provision of the connection while the site is De-energised.
  2. As a Supplier I need to know if charges are expected to be levied by the DNO for retained capacity for De-energised Metering Points, so that I can pass the costs on to my Consumer.
Problem Statement
DNOs need to be able to communicate to Suppliers that they will charge site-specific DUoS for de-energised sites where there is an ongoing need for the connection to be maintained.

Latest Update
16/05/2025 - The Authority has published their decision to reject R0137 and R0137A.
Summary
This change seeks to expand the obligation for Energy Suppliers to only work with TPIs who are adhering to principles as set out in the REC TPI Code of Practice to all Non-Domestic Consumers. It also looks to reduce the burden on Energy Suppliers having to perform their own audits by introducing a REC Services Accreditation Scheme and allowing companies to qualify as an Industry-Recognised Accreditation Body.

Problem Statement
Non-Domestic Consumers have more limited protections than Domestic and Microbusiness Consumers in the energy market, and so may not always experience best practice from all parties they interact with. The aim is to expand these protections while limiting the audit burdens on Suppliers and TPIs.

Proposed solution summary
  1. As a Consumer, I want to have continual Meter Equipment Manager coverage, so that I am confident that work on my Metering Asset can be conducted even during a Switch.
  2. As a MEM, I want my obligations relating to appointment and de-appointment to be considered and practicable, so that my operational processes are not unduly onerous. 2 - As a Gas Supplier, I want to be able to reliably and predictably appoint and de-appoint MEMs during a Switch, so that I am confident that my Consumers are not left without a MEM at any stage. 3 - As the Code Manager, I want REC processes to operate within SLAs that are reflective of both the realistic operational capacities of REC Parties, and also of the needs of the broader market, so that the end Consumer has the best possible Switching experience.
Problem Statement
Current ONAGE SLAs may no longer be proportionate to the length of the Switching process as a result of the Faster Switching programme. Lengthy ONAGE SLAs relative to the timescale of the switching process may result in Consumers being left without a MEM during the switch process. The proposer has asked the Code Manager to conduct a review of the ONAGE SLAs to explore whether these SLAs are still appropriate, and therefore ensure that Consumers are subject to any detriment.

Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.

Changes to Supply Number Format for MHHS (Alternative)

No
Latest Update
17/11/2023 - The Authority has rejected R0083A, but has approved R0083 for implementation on MHHS M8 *This Change Proposal is a consequential change from the Market-wide Half Hourly Settlement programme
Summary
The Electricity Supply License requires Suppliers to provide the Supply Number to each Consumer on every bill, or at least once per year where no bill has been sent. The Supply Number format is prescribed by the REC and is detailed in the Energy Market Data Specification. The MHHS design is changing the data associated with each individual metering point, including those data items currently displayed within the Supply Number top line. This is an Alternative Change Proposal to R0083, which proposes to replace the format of the top line in the Supply Number Format. This Change Proposal proposes to remove the top line completely from the S Number format. Both solutions are being progressed together to allow for a clear assessment of the benefits and drawbacks and impacts to consumers.

Proposed solution summary
  1. As an electricity Consumer I want to be able to provide my prospective Energy Supplier with the necessary information for them to provide a suitable tariff. As a Non-Domestic Consumer, I want to have the necessary information that will allow me to access tariff information, specific to my business, to help me manage my energy. As an electricity Consumer, I want to have access to the data that will help me appoint my own Metering Equipment Manager (MEM) where permitted.
  2. As a Supplier, I want to know how to populate and format the Supply Number, so that I can meet my obligations to include it in Consumer bills or statements. As a Third Party Intermediary (TPI), I want Consumers to be able to provide me with the right information to provide appropriate quotes.
  3. As an independent Distribution Network Operator, I want to be able to identify and use the DUoS Tariff Id so that I can provide transparency on charging that is being applied to my customers. As the Electricity Enquiry Service (EES) Provider, I want to know how to populate the Supply Number so that I can make it available on the EES
Problem Statement
The Market-wide Half Hourly Settlement design is impacting the Data Items that are used in the top line of the Supply Number, which Energy Suppliers are obliged to provide to Consumers at least once a year under their Licence. A revised definition of the Supply Number format is required so that Electricity Suppliers have a clear understanding of the approach to populating the Supply Number for metering points that have migrated to the new MHHS arrangements.

Latest Update
19/03/2024 - Following further analysis and engagement with the REC Change Panel at its meeting on 19 March 2024, the Code Manager has revisited its consideration of this Change Proposal. Despite earlier acceptance of the Change Proposal, the Code Manager, and the Change Panel, believes that the proposal has no reasonable prospect of being approved in its current format, and have determined that the Change Proposal should not progress any further. Consequently, Change Proposal R0068 has been rejected. The Code Manager has offered their assistance to the proposer should they need any support in raising a new Change Proposal to resolve any remaining issues.
Summary
A number of additional data protection related changes were identified during the progression of Change Proposal R0046A ‘Governance of Data under the REC (Alternative)’. The intent of this Proposal is to collate all remaining proposed changes, to assess and progress them independently of R0046A, to allow for more thorough industry consultation and with longer lead-times to implementation.

26/06/2024 - The Technical Expert Panel have rejected R0048 in line with the Code Manager's recommendation.
Summary
Currently within the Central Switching Service (CSS) Service Definition document there is a requirement for the CSS Provider to arrange for and undertake system organisation control type 2 (SOC2) assessments on the CSS’s cloud-based infrastructure. This Change Proposal seeks to determine if it is appropriate for the requirement for assurance on the CSS’s cloud-based infrastructure to be changed from ‘SOC2 Type 2’ to ‘independently assessed’.

Problem Statement
The CSS Provider asserts that SOC2 assessment does not provide a proportionate level of assurance or the best value for money, which based on their experience, they believe they have a better understanding of the CSS’s risk profile. However, the use of SOC2 assessments is currently defined within the CSS Definition document, which means an alternative assurance regime cannot be used.
