Latest Update
09/04/2026 - The Proposer has withdrawn the Issue following conversations with the Code Manager. The Proposer concluded that it would be more appropriate for MHHS migration to complete before undertaking a comprehensive review of the overall process.
Summary
D0300s for MHHS do not include register reads. Block 60C says: “For MHHS Metering Points, this Data Item should be populated with details of the cumulative register for Smart Metering Assets”. If a smart meter is non-comms, and we receive a cumulative only in the D0300, but are billing to register reads, we don't know whether the disputed read is valid based on our read history. Furthermore, a cumulative will not always equal the sum of the register reads for smart meters.

Latest Update
18/12/2025 - the Code Manager has withdrawn this Issue following discussions at the Metering Expert Panel on 10 December 2025, where Panel members advised there were a small number of niche scenarios where a DNO may remove a Metering Asset (e.g. emergencies). On this basis, the Code Manager believes it appropriate this remains within Schedule 14. If you wish to adopt this REC Issue, please contact the Code Manager by COB 07 January 2026.
Summary
As part of the REC Code drafting for MHHS, an issue has been identified with the current drafting of Metering Operations Schedule. This sets out the processes for the removal of a meter (and metering assets) by the DNOs. DNOs would only remove CTs and VTs and not the actual meters. The text should be reviewed and revised to reflect what happens and what activity DNOs complete.

Latest Update
12/08/2026 - the Proposer has chosen to withdraw this Issue as MHHS means many of the effective dates are being updated as per the original business case so the change is no longer required.
Summary
On a switch many of the effective dates within EES default to the switch date. This includes energisation status. It means EES users that don't have access to the meter technical details do not know the actual date the status changed.

11/04/2025 - R0246 withdrawn at proposer's request due to overlap with MHHS M8/M10
Summary
There are two types of Domestic Premises Indicator within electricity flows, namely: • A derived DPI value which is set by the Energy Retail Data Services (ERDS) for each MPAN based on the Measurement Class and Profile Class it holds for that MPAN. • A value set by the Supplier based on the rules of the REC and Electricity Supply Licence, which is passed by the Supplier to the Central Switching Service (CSS). This change seeks to make it clearer to REC Data Specification users which DPI value is which.

Latest Update
30/03/2026 The Proposer has withdrawn this Issue following discussions with industry, where impacted Parties advised waiting for the completion of MHHS migration before progressing this Issue and solution development. The window to adopt this Issue has now closed.
Summary
There is a concern regarding shared sites (as defined by BSCP550) that have multiple suppliers linked to them. The investigation revealed a lack of visibility of these sites, and it appears that the industry is similarly uninformed. Elexon, the REC, and the wider industry do not have a consistent way of identifying these shared sites. Therefore, there is a good chance that agents are holding shared sites within their portfolio without knowing it. We would like to explore whether the EES Online Portal has any flags or mechanisms that could help identify these shared sites.

- A flag on EES that can help everyone clearly identify the shared site, the primary MPAN and all of the pseudo MPANs attached to it.

Latest Update
29/04/2026 - This Issue has been withdrawn by the Proposer, as there was not a strong preference amongst MAPs of which temporary solution option (if any) should be progressed. Many MAPs already have workarounds in place, and a permanent solution is expected to be progressed in the future through a joint REC / BSC change. The adoption window has closed.
Summary
As part of Market Wide Half Hourly Settlement (MHHS) design, the requirement to provide Data Item Effective from Settlement Date {REGI} (J0049 / DI50025) in the Notification of Meter Operator, Supplier and Metering Assets installed / removed by the MOP to the MAP Market Message (D0303 / MM00240) has been changed from mandatory to optional. This means Meter Asset Providers (MAP) may not receive it.

Problem Statement
The Effective from Settlement Date {REGI} Data Item being optional rather than mandatory inside the Notification of Meter Operator, Supplier and Metering Assets installed / removed by the MOP to the MAP Market Message means that MAPs may not receive this information required for billing purposes.

Summary
The content detailed in Section 4.2 Responses is incorrect. We would like to amend the responses included in this section so that users are able to access the correct technical specifications for the service that they are consuming.

Problem Statement
The example responses detailed in section 4.2 are broken down as ‘mprn’ with three demoed data items; ‘mprn’, ‘installation name’, and ‘network name.’ this is however not reflective of the correct responses that would actually be returned on an API call. The actual structure is ‘supplier’ with the demoted data items actually being ‘amr_indicator’, ‘amr-sp’, and ‘csep_id.’ Fundamentally, this would mean that users are consuming incorrect information when looking to this document for guidance. This could potentially be causing negative impacts when the document is relied upon, especially for newer users seeking guidance.

Latest Update
On 05 June 2026, the Proposer of SEC Modification MP184 wrote to SEC Change to advise they would like to withdraw MP184. MP184 has now been withdrawn and it's adoption window has closed, so I0221 (as linked to this Modification) is also being withdrawn.
Summary
SEC schedule 9 Smart Metering Equipment Technical Specifications (SMETS) defines how a Twin Element Electricity Smart Metering Equipment (ESME) captures and records electricity consumption on a per element basis. The Proposer would like to enable Twin Element meters to record exported energy on the secondary element to allow innovative use cases.

Latest Update
20/05/2025 - the Code Manager has withdrawn this Issue, as there are no adequate solution options and minimal Consumer detriment. The adoption window has closed.
Summary
REC Parties have told the Code Manager that they are seeing multiple registrations attempts (10 plus attempts on consecutive days in some instances) on individual MPxNs. They are concerned about Consumer detriment as those trying to switch are not getting time to review objection related communications from their current Supplier to allow them to act and resolve the issue. This was initially presented as a non-domestic issue, but initial Code Manager investigations have also highlighted potential concern around proposed domestic transfers as well. There is also a risk of Party Performance impacts with initial analysis flagging potential impacts on Performance Assurance Risk Drivers, 8.9, 8.10 & 8.11.

Problem Statement
Non-Domestic Consumers are having their Switch experience affected by multiple Objection attempts following a single initial attempt to register for their supply by a prospective gaining Supplier. This results in Consumer detriment, as multiple Objections result in repeated rounds of communications to the Supplier. This results from automated Registration systems employed by Non-Domestic Suppliers.
