08/08/2024 - the Proposer has withdrawn this Change Proposal.
Summary
RECCo is tasked with fulfilling several obligations. This proposal has been raised to amend some of the wording within the REC, which would benefit from reassessment. When the REC was originally drafted, references to RECCo in the code were originally intended to refer to the activities directly managed and overseen by the REC Board, and were considered separately to activities managed by the Code Manager.

Summary
It has emerged that there are data quality issues relating to the Domestic Premises Indicator (DPI) Data Item, where MPxNs have been recorded as having the wrong DPI. This Change has been raised to identify a mechanism by which this issue can be resolved.

Proposed solution summary
- C1 - As a Consumer, I want industry data relating to my energy supply to be accurate, so that I do not experience any issues when switching or engaging with other consumer facing industry practices.
- M1 - As a CSS User, I want available DPI data to be accurate, so that when I engage with industry processes that require DPI data, I am confident that I am engaging with the right information. M2 - As the CSS, I want to provide accurate data to CSS Users, so that I am able to facilitate successful industry operations for my Users.
Problem Statement
Inaccurate DPI data available within industry data sources can result in less accuracy within REC processes that utilise this data, and poorer consumer outcomes. DPI data accuracy needs to be improved to ensure that industry processes and Consumers are not impacted.

Creation of an Energy Theft Detection and Resolution Body

Latest Update
17/07/2026 - the Proposer has chosen to withdraw this Issue. REC Issue I0176 - Creation of an Energy Theft Detection and Resolution Body has now been withdrawn. Discussions with industry stakeholders at the Theft Issues Group have indicated a lack of confidence in, and support for, the introduction of a Theft Detection and Resolution Body. In addition, feedback from numerous Revenue Protection Agents indicates that zero-volume contracts are already available to Suppliers with smaller portfolios. Given the lack of industry support and the availability of alternative arrangements, the Code Manager has determined that it would not be appropriate to proceed with the development of a Theft Detection and Resolution Body solution at this time. The adoption window closed on 31 July 2026.
Summary
There is currently a lack of consistent standards of investigation and good quality data across GB. This issue aims to analyse this gap and propose the creation of a standardised Energy Theft Detection and Resolution body.

Latest Update
12/06/24 - this Change Proposal has been withdrawn at the request of the Proposer.
Summary
The Code Manager has identified a number of typographical and formatting errors, as well as opportunities to provide clarity, improve consistency and accuracy across the REC Services and products. These changes have been assessed as meeting the criteria to be progressed via a Housekeeping Change Proposal.

Problem Statement
This is a Housekeeping Change Proposal subject to the Housekeeping Change Proposal process, rather than the standard change process. The nature of the change is that it makes non-material changes to the REC Products to correct typographical and consistency errors. It also provides an opportunity to introduce necessary clarifications.

Latest Update
15/09/2025 - following discussions at the August Change Issues Group, the Proposer has decided to withdraw R0169. The adoption window is closed.
Summary
This change seeks to introduce additional functionality within the CSS, to allow CSS users to be notified (by CSS) that the CSS has completed the processing of gate closure messages (i.e. sending of securedActive and securedInactive messages). CSS Users in receipt of this End-of-Gate-Closure (EoGC) notification are then able to commence any applicable downstream processing. It is recognised that an EoGC notification is of value to specific parties which have post-gate closure obligations, however the availability of an EoGC notification is to be made available for all CSS users.

Problem Statement
The completion of a gate closure event is not reported to CSS Users (at the time), and CSS Users which require to complete downstream processing must assume when the gate closure event has completed in order to initiate any downstream processing they require to complete.

Proposed solution summary
- As an Energy Supplier, I want the ability to effectively monitor my TDIS performance so that I can optimise my theft detection operations.
- As the Code Manager, I want the TDIS to continually evolve so that performance against the scheme can be improved.
- As RECCo, I want the TDIS to continually evolve to support the Theft Reduction Strategy.

Problem Statement
The current annual TDIS Reporting Cycle does not support the effective cost recovery for Suppliers in year, enable Suppliers to monitor their TDIS performance or enable the Code Manager to flexibly adopt improvements to the scheme.

Catering for Registration Events where the Incumbent Supplier deactivates prior to a Switch becoming effective

Latest Update
04/06/24 - This change has been withdrawn by the proposer and is being incorporated as part of R0178 - Improvements to CSS Business Process Logic. 03/05/2024 - An investigation was held into the requirements of this change and into other issues identified with the CSS Business Process and Logic. Landmark have provided data relating to the number of incidents for three different scenarios which had been identified. A discussion as held between the Code Manager, DCC and Landmark, and agreed that they will look to combine all identified issues into a new REC Change Proposal.
Summary
This change looks to resolve the issue for Registration Events where the incumbent Supplier deactivates prior to a Switch becoming effective. In some instances, the incumbent Supplier is withdrawing prior to the ‘Supply Effective from Date’ which causes the accepted Switch to fail at Gate Closure (17:00hrs) . An effective solution is to allow the consumer to Switch with the original effective date. There are a number of solution options to enable this to happen.

Latest Update
14/05/2024 - At the request of the proposer, this Change Proposal has now been withdrawn. The rationale for withdrawing the proposal was that the benefits afforded by this change will not be fully realised until 2026 (renew of digital certificates), and the risk profile around revoked certificates remains unchanged during this period. DCC recommend this change is revisited in 12 months, to allow sufficient time for review and resubmission ahead of any certificate renewal activities.
Summary
This Change seeks to make improvements to the Microsoft Azure Application Gateway module. A defect has been identified which requires the implementation of a manual/ customer workaround when checking the Certificate Revocation Lists (CRLs) systems within the Central Switching Service (CSS) to ensure certificates are revoked. This change seeks to remove the need to complete a manual workaround and implement a real-time certification validation capability.

Proposed solution summary
- The proposed solution is to roll out support for Online Certificate Standard Protocol (OCSP) in addition to Certificate Revocation List (CRL). The scope of the change will be: - Implementation of a central OCSP server and the update of the associated PKI processes to manage the Certificate Revocation. This will cover the TLS and JWS Certificate Revocation. - CSS implementation of Application Gateway will be reconfigured to include the OCSP functionality and server. - CSS change to implement the OCSP checking for the JWS certificates. - All new certificates that are issued will include the detail of the OCSP Server, as part of the migration approach all new certificates will have this information embedded. - All parties connecting to CSS have the relevant information for them to exploit the advanced features that OCSP introduces. The CRL checking functionality will be maintained so this change is an optional upgrade for any Systems that operate using Switching Key Infrastructure.
Problem Statement
There is currently a Microsoft Azure Application Gateway module defect against the checking of Certificate Revocation Lists (CRLs), with Microsoft stating that the CRL related defect will not be fixed. Consequently, any system within the CSS ecosystem, systems that use Switching Key Infrastructure (SWIKI), that have incorporated the Azure Application Gateway module to manage the TLS connection will have been required to implement a manual/custom workaround to ensure that certificates that are revoked are not allowed to establish a connection.
