Summary
When Registered Gas Suppliers and Registered Shippers access the Gas Enquiry Service (GES) they currently have access to their own unique set of Data Items. This Change would give Registered Gas Suppliers access to some additional Data Items which form part of the Registered Gas Shipper Data Items, to enable them to solve Consumer facing switching and billing issues.

Proposed solution summary
  1. As a Consumer, I want my Supplier to be able to access essential information about my energy account, so that billing issues and switching problems can be addressed easily.
  2. As a Registered Gas Supplier, I want to be able to readily access appropriate information relating to my RMP portfolio, so that I can resolve consumer facing billing issues more easily. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives (in line with REC Data Access principles), so that the service is used as efficiently as possible.

Problem Statement
When Registered Gas Suppliers need to resolve queries relating to meter reading history, they may need to access information that is currently only available to the Registered Shipper in GES. As a result, Registered Gas Suppliers may be unable to resolve these consumer facing issues on their own, as they do not have direct access to the required Registered Shipper only information.

Problem Statement
Where a Consumer initiates a Switch through a Supplier, PCW or TPI that utilises the EES API address searches can fail as the API only undertakes “fuzzy” matching. Address Search errors will then need to go through an exception handling process creating an inefficiency and producing a loss of confidence in the Switching process.

Latest Update
25/02/2026 On 25 February 2026, the Technical Expert Panel voted in line with the Code Manager recommendation to approve R0096 for implementation in November 2027. The appeal window is now open until 23:59, 11 March 2026.
Summary
An inability by the Central Switching Service (CSS) to re-generate Market Messages that were not sent as intended can result in issues with the Switching process, both for REC Parties, and Consumers. This Change seeks to create a message regeneration functionality that would mitigate this Consumer detriment.

Problem Statement
Failures by the CSS to generate Market Messages can result in a breakdown of the Switching process. As the CSS cannot re-generate Market Messages that should have been sent but were not, this results in message asynchronisation, and breakdown of CSS functions and processes, resulting in substantial impacts for those involved – Difficulties for the REC Parties using the CSS, and difficulties for Consumers, where the Switch process is impacted.

ERDS Upload File in the Data Specification and clarification of cancellation code

Latest Update
06/11/2023 - Withdrawal adoption window closed.
Summary
The MPAS/ERDS Upload file has historically been a part of the Data Specification however during transition from the MRA, the process has been omitted. This change seeks to restore the file to the specification. Secondly, the file previously provided a cancellation reason code for Switches. Under the current REC arrangements (i.e. since CSS go live) Reason codes are not provided and have been defaulting to W which indicated a reason of “withdrawn” which may now be misleading. This Change Proposal has been raised to address these issues

Proposed solution summary
  1. As a Consumer, I want a Metering Equipment Manager to be able to access and validate my site details, ahead of their arrival on site for planned or emergency metering work, so that I do not experience any delays in work being completed and can have continuity of supply.
  2. As a MEM, I want access to sufficient data for sites where I am not the Appointed MEM, to enable me to complete pre-metering works validations of the site details, so I can undertake these works correctly and safely.
  3. As a MEM, I want access to data for sites where I am not the Appointed MEM, so I can confirm de-appointments and answer invoice validation queries.

GES Data Access Matrix for R0074

Problem Statement
At go-live for REC v3.0 the ‘Community View’ access to data in the GES, previously available via the DES under the UNC, was inadvertently removed. MEMs used this data in a number of processes, including validation of site details prior to metering works – particularly for emergency work, and the resolution of invoice queries from Suppliers. Without access to this Enquiry Service Data, MEMs are unable to complete activities that are central to their operations, including checking site details prior to attending emergency metering works. This has the potential to have a direct negative impact on the experience of metering works for Consumers, and in in some cases, continuity of supply and safety could be at risk.
