Latest Update
21/07/2026 - An Update to Plan has been approved by the Change Panel on 21 July 2026.
Summary
This proposal recommends the formal recognition of the Safe Isolation Provider (SIP) as a standalone Party under the Retail Energy Code (REC). This aligns with the direction set out in Ofgem’s recently published Strategic Direction Statement (SDS), which explicitly calls for the establishment of SIPs as a standalone Party role. The aim is to address the growing scale of unregulated SIP activity, mitigate associated consumer safety risks, and ensure the metering industry is equipped to support the UK’s Net Zero ambitions. By enabling easier access to certified SIPs, this change will enhance consumer protection, accelerate low-carbon technology deployment, and improve operational efficiency across the energy sector.

Problem Statement
The current SIP framework poses several risks: - Consumers, MEMs and unaccredited practitioners’ safety. Unaccredited and unregulated isolation work increases the risk of unsafe installations and potential harm to Consumers. NAPIT highlighted to RECCo and DESNZ that 17 and 13 unregulated practitioners respectively died in 2023 and in 2024 due to unsafe isolation. With the right Party undertaking this work, there would also be less safety issues for the Consumer at their premises; - Inequity. Independent Installers face longer wait times compared to supplier-led installations, creating a two-tier system; - Low competitive market. Currently prospective Parties can be put off from applying to be a SIP as it appears they would need full MEM Accreditation which is often too far outside their current business operating model. Providing SIPs with their own pathway and requirements could result in more Parties becoming SIPs and therefore giving Consumers more choice in their provider; and - Decarbonisation delays. The inability to scale SIP capacity undermines the timely deployment of LZCTs, threatening Net Zero targets.

21/07/2026 - Change Report (Proposal Re-Plan) approved at Change Panel
Summary
As per Section 13.4.18 of CoMCoP, retrieving gas pressure and capacity information from Transporters via the GT1 process can be time consuming for Energy Suppliers/MAMs and/or Consumers. The process of retrieving this information is inconsistent and service timescales are varied between transporters. Gas pressure and capacity information should be readily available through the Gas Enquiry Service to enable timely processing of site work and requests to enable MAM’s and Suppliers to appropriately service their customers.

Problem Statement
For some Energy Suppliers, MAMs and consumers, retrieving pressure and capacity information via the GT1 process can be time consuming. This is due to elements like response timescales and methods (batch responses vs individual responses) being varied among GTs. This ultimately has a negative impact on customers waiting on site work, such as a new connection, for example.

This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
Following the implementation of R0167 and the introduction of the REC Issues process, the Code Manager has identified several opportunities to improve clarity, and correct typographical issues, in Schedule 5 – Change Management relating to the Issue and Change Proposal processes. This Change Proposal has been raised to enhance clarity for REC Parties Additionally, key terms—such as the updated titles of Change Reports (e.g., Change Report (Proposal Plan))—should be included in Schedule 5 and defined in Schedule 1 – Interpretations and Definitions.

Problem Statement
The Code Manager has identified several inaccuracies and areas of ambiguity within Schedule 5 – Change Management. These issues have led to confusion for both the Code Manager and REC Parties, and in some cases, have resulted in procedural inefficiencies and unnecessary burdens on Sub-Committees.

Latest Update
This Change Proposal has been implemented as part of the June 2026 REC Release.
Summary
There is no requirement for energy suppliers planning fewer than 5000 Smart meter installations at domestic premises, within a calendar year, to survey Consumers for REC compliance purposes. Conversely, there is no minimum threshold in place for microbusiness installations, meaning that non-domestic suppliers are required to procure a suitably qualified, independent Smart Meter Installation Survey Organisation, at considerable cost, to survey what might be a very small number of customers.

Latest Update
06/05/2026 - The Change Report (Extension to Plan) was approved at Change Panel on 05 May 2026. Solution Requirements are under development.
Summary
Currently, it is uncertain how widely the existing Theft Assessment Calculators are being used by Parties for assessing energy losses due to theft, despite Schedules 7 & 8 mandating the usage. There is evidence to suggest inconsistent application across Parties, and whilst there has only been one derogation request, anecdotal feedback indicates that other Parties are also struggling to use the calculator.

Proposed solution summary
- It is expected that there will be a collaborative information gathering exercise to thoroughly assess the current Theft Calculator. This includes collecting data on specific use cases, frequency of use, and devices (such as laptops or mobile devices), evaluating whether its current functionalities align with industry needs for assessing energy theft and TDIS submissions, and reviewing the suitability of its current platform to identify preferred future delivery mechanisms (e.g. web or app-based). This approach aims to inform potential enhancements or a comprehensive upgrade, ensuring a consistent and reliable tool that can be accessed and used effectively across multiple operational scenarios and devices for the benefit of all Parties.
Problem Statement
The current lack of clarity around the usage, effectiveness, and suitability of the energy theft calculator is leading to inconsistent assessments and reporting across the industry. This ambiguity hinders the identification and sharing of best practices, creates an uneven playing field among Parties, and may result in inconsistent outcomes for consumers. Additionally, it limits the tool’s potential to support robust, court-ready evidence ahead of the Energy Theft Unit (ETU) and Referral Assessment Service (RAS) launch. A lack of transparency may also discourage Parties from raising concerns, further impeding improvement and compliance.

Problem Statement
There is a gap in the provision of the REC that means that Energy Theft data is not able to be shared with the BSCCo for the purposes of use within Settlement. Without the ability to have this data shared with them, the BSCCo are unable to confirm that all Energy Theft data has been correctly entered into Settlement.

19/06/2026 - Change Report Re-Plan V4.0 approved by Change Panel.
Summary
Gas Transporters (GTs) only have a single obligation in the Smart Energy Code (SEC). This obligation relates to the provision of Registration Data to the DCC. This issue is exploring whether these obligations may be transferred to the REC.

Problem Statement
Gas Transporters have very few obligations under the Smart Energy Code; those that they do have relate to provision of data owned by the REC. If these obligations were to be moved from the SEC to the REC, then the regulatory burden on GTs may be reduced as they would be able to completely secede from the SEC.
