28/05/2026 The Code Manager has set up an I0312 Working Group to engage with Industry Parties on solution development. The next session will be held on Wednesday, 03 June 2026. To register your interest, please email change.management@recmanager.co.uk
Summary
The REC Metering Operations Schedule has limited distinction between the activities for import and export metering. These provisions were not specifically developed to support a market with high volumes of small-scale microgeneration with shared metering assets for import and export.

Latest Update
09/04/2026 Following a review of responses to the joint information request on REC Issues I0273 - Sharing of SSC and TPR Information for MHHS Smart and Advanced Meters and I0303 - Potential Consumer detriment for Smart Economy 7, the Code Manager has determined that the scope of REC Issue I0303 can be considered as part of the solution development for REC Issue I0273. I0303 has now been classed as resolved and will not be progressed further as a separate Issue. For further engagement with this issue, please refer to I0273 directly.
Summary
There is a potential for Consumer detriment under the Market-wide Half Hourly Settlement arrangements where a customer unknowingly selects a tariff (i.e. single rate) where they have an Economy 7 type configuration on a Smart meter for water/storage heating.

Problem Statement
There is a potential for Consumer detriment under the Market-wide Half Hourly Settlement arrangements where a customer unknowingly selects a tariff (i.e. single rate) where they have an Economy 7 type configuration on a Smart meter for water/storage heating. A solution is required that enables a Supplier to identify a Smart E7 Consumer during the Switch process to ensure they can offer the correct tariff and prevent consumer detriment.

Schedule 14 review – DNOs do not remove Metering Assets

Latest Update
18/12/2025 - the Code Manager has withdrawn this Issue following discussions at the Metering Expert Panel on 10 December 2025, where Panel members advised there were a small number of niche scenarios where a DNO may remove a Metering Asset (e.g. emergencies). On this basis, the Code Manager believes it appropriate this remains within Schedule 14. If you wish to adopt this REC Issue, please contact the Code Manager by COB 07 January 2026.
Summary
As part of the REC Code drafting for MHHS, an issue has been identified with the current drafting of Metering Operations Schedule. This sets out the processes for the removal of a meter (and metering assets) by the DNOs. DNOs would only remove CTs and VTs and not the actual meters. The text should be reviewed and revised to reflect what happens and what activity DNOs complete.

Latest Update
12/08/2026 - the Metering Expert Panel approved the Change Report (Final Recommendation) V1.2. This Change Proposal will be implemented on 26 June 2027. If you wish to appeal this decision, this must be received by COB 28 August 2026.
Summary
The current timetables in REC Schedule 14 Metering Operations sections 15.6 and 30.6, where an Electricity Metering Asset requires commissioning in accordance with BSC Metering CoP 4 and the Measurement Transformers are owned by the DNO, or in 15.7 and 30.7 where the Measurement Transformers are not owned by the DNO, may no longer be fit for purpose post the implementation of MHHS Milestone M16, where the Settlement timetable reduces the RF run to 4 months.

Latest Update
21/07/2026 - An Update to Plan has been approved by the Change Panel on 21 July 2026.
Summary
This proposal recommends the formal recognition of the Safe Isolation Provider (SIP) as a standalone Party under the Retail Energy Code (REC). This aligns with the direction set out in Ofgem’s recently published Strategic Direction Statement (SDS), which explicitly calls for the establishment of SIPs as a standalone Party role. The aim is to address the growing scale of unregulated SIP activity, mitigate associated consumer safety risks, and ensure the metering industry is equipped to support the UK’s Net Zero ambitions. By enabling easier access to certified SIPs, this change will enhance consumer protection, accelerate low-carbon technology deployment, and improve operational efficiency across the energy sector.

Problem Statement
The current SIP framework poses several risks: - Consumers, MEMs and unaccredited practitioners’ safety. Unaccredited and unregulated isolation work increases the risk of unsafe installations and potential harm to Consumers. NAPIT highlighted to RECCo and DESNZ that 17 and 13 unregulated practitioners respectively died in 2023 and in 2024 due to unsafe isolation. With the right Party undertaking this work, there would also be less safety issues for the Consumer at their premises; - Inequity. Independent Installers face longer wait times compared to supplier-led installations, creating a two-tier system; - Low competitive market. Currently prospective Parties can be put off from applying to be a SIP as it appears they would need full MEM Accreditation which is often too far outside their current business operating model. Providing SIPs with their own pathway and requirements could result in more Parties becoming SIPs and therefore giving Consumers more choice in their provider; and - Decarbonisation delays. The inability to scale SIP capacity undermines the timely deployment of LZCTs, threatening Net Zero targets.

Latest Update
06/11/2025 - Following discussions at the Change Issues Group on 06 November, a REC guidance will be developed to support the resolution of this Issue after which it will be classed as resolved.
Summary
It has been identified by the MHHS Data Cleanse Working Group (DCWG) that around 9,000 existing Metering Point Relationships include Metering Points that would migrate into different Market-wide Half Hourly Settlement (MHHS) Market Segments. The majority of these are where one Metering Point has a Traditional meter installed (Smart Segment) and a Related Metering Point has an Advanced meter (Advanced Segment). This situation is currently valid but in MHHS would cause two problems. - SMRS would not be able to align the agent appointments, leaving secondary MPANs without agents and MHHS Migrations unable to fully complete.

Problem Statement
Without considering this Issue, there will be a risk to the MHHS migration. Indeed, a Metering Point installed which does not match its Related Metering Point (for example a Relationship between a Traditional meter with an Advanced Meter) will not be able to fully migrate to MHHS arrangements.
