Proposed solution summary
  1. As the Code Manager I want to be able to progress change to the REC in the most efficient way possible. Where minor, non-material changes are needed to correct typographical or consistency errors, or to update out of date reference, I want a simpler and more accelerated change process to manage these housekeeping activities.
  2. As a REC Party, I want the Code Manager to use a more efficient process for housekeeping changes, that reduces the burden of managing industry changes through the standard change process.
  3. As RECCo I want the Code Manager to use the most efficient and simplest process to manage housekeeping changes in order to free up Code Manager resources to progress higher priority changes.

Problem Statement
Typographical errors, formatting, and consistency errors (such as Paragraph numbering), out-of-date references to documents and updating addresses (including email) all have to go through the standard change process. In these cases, the changes are not material and do not need a solution to be developed nor do they need to demonstrate that they meet a business case and could therefore be progressed more quickly.

  1. As a Consumer, I want data relating to my energy supply to be handled appropriately, so that I can have a consistent and faultless switching experience.
  2. As the Switching Service Desk, I want to be able to access market data that lets me resolve tickets first time, so that I can provide a more efficient service to users. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives, so that the service is used as efficiently as possible. Problem Statement
The Switching Service Desk generates and resolves tickets relating to Switching Incidents and Switching Data queries for Market Participants. GES and EES data is currently unavailable to the Switching Service Desk and access would allow them to resolve tickets more effectively, resulting in a more efficient service and better SLA performance.

Summary
Currently the REC does not require the Central Switching Service (CSS) and Switching Operator (SO) to provide the enduring test environments and test data for use by REC Parties when making necessary system changes for REC Change Proposals or internal system updates. This Change Proposal has been raised to introduce these obligations in to the REC.

Problem Statement
For specific types of changes, industry system testing will be required to ensure the end-to-end Switching processes will work as expected following implementation. If Test Environments and Test Data are not available, CSS Users will not be able to complete testing to confirm their systems will operate correctly in the live environment. The REC currently doesn’t define specific obligations on Service Providers regarding enduring test systems and Test Data for Switching processes. The lack of specific obligations may impact the availability of appropriate Test Environments. This could impact the progression of improvements to Switching processes that require a technical change.

Latest Update
19/03/2024 - Following further analysis and engagement with the REC Change Panel at its meeting on 19 March 2024, the Code Manager has revisited its consideration of this Change Proposal. Despite earlier acceptance of the Change Proposal, the Code Manager, and the Change Panel, believes that the proposal has no reasonable prospect of being approved in its current format, and have determined that the Change Proposal should not progress any further. Consequently, Change Proposal R0068 has been rejected. The Code Manager has offered their assistance to the proposer should they need any support in raising a new Change Proposal to resolve any remaining issues.
Summary
A number of additional data protection related changes were identified during the progression of Change Proposal R0046A ‘Governance of Data under the REC (Alternative)’. The intent of this Proposal is to collate all remaining proposed changes, to assess and progress them independently of R0046A, to allow for more thorough industry consultation and with longer lead-times to implementation.

  1. As a Consumer, I want the Switching process to work successfully, so that I can switch Energy Supplier without delays or issues.
  2. As the CSS Provider, I want the functionality to be available for SDSPs to automatically resolve issues when messages are not received in the correct order or are received after Gate Closure, so that this work does not have to be done manually.
  3. As an SDSP, I want to be able to detect when I have not received the expected CSS messages, so that I am able to request that the missing messages are sent to me to process. As an SDSP I want to be able to request a refresh of CSS messages when they are not received in the correct order or they are received after Gate Closure, so that I am able to maintain an accurate reflection of the current Switch status and minimise impacts on CSS Users and Consumers.

Latest Update
23/10/23 - discussion with BSC. Issue 91 has been closed, so we are proposing to withdraw
Summary
The Smart Export Guarantee (SEG) is an obligation set by the Department for Business, Energy and Industrial Strategy (BEIS) for licensed electricity Suppliers to offer a tariff to small-scale low-carbon Generators and make payments directly for exported electricity. The SEG came into force on 1 January 2020 and introduced the need to register and settle Export Meter Point Administration Numbers (MPANs), in accordance with the Balancing and Settlement Code (BSC) arrangements, for generators with capacity up to 5 Megawatts (MW). There are a number of scenarios arising which question whether these existing processes established for the import market are fit for purpose for the export market and for the use of shared smart Meters. The REC should allow for registration of export at smaller scale generation (i.e. below 30kW) to ensure that the SEG scheme is workable and therefore the issue with MEM appointment for SEG sites needs to be investigated.

Summary
This Change Proposal seeks to clarify the obligations of each type of metering provider by reintroducing the distinction between Meter Operator Agents and MOCOPA Meter Installers which was removed by Retail Code Consolidation. At Retail Code Consolidation these organisations were merged into a new category, Metering Equipment Managers, which also included gas metering providers. Whilst both types of organisation can provide metering services, not all MEM obligations in the REC apply to both organisations.

I need to be clear on the obligations that each MEM should be meeting and the performance reporting that should be provided.

Problem Statement
The REC currently groups all electricity metering providers within the MEM category. Previously, under the Master Registration Agreement (MRA) they were either classified as Meter Operator Agent or MOCOPA Meter Installers. Not all MEM obligations in the REC are intended to apply to both types of organisations. This can result in ambiguity on the obligations set out in the REC that need to be met by the different types of electricity MEM, not being able to target information to REC Parties appropriately and MEMs not being clear on their new entrant or Maintenance of Qualification obligations.
