Summary
Since REC go-live in September 2021, Enquiry Service Providers have operated the Enquiry Services processes as effectively as possible, however, overtime gaps have emerged and opportunities to improve have been identified. There have been an increasing number of access requests for market roles that are not reflected in Schedule 12 or the Data Access Matrix (DAM). As a result, it has become apparent there are restrictions on the access to data, and the granting of access to such users can be slow and time consuming. Given the market roles are too narrow at present, this will become increasingly problematic as they do not reflect market roles that could exist in 10 year’s time for example. There is a need to therefore limit ambiguity and reduce number of use cases where judgement is required. This CP will take forward the review of Schedule 12 and any identified changes.

Problem Statement
Organisations with valid use cases for REC data access must raise a Change Proposal as they are not listed within Schedule 12 or the Data Access Matrix. This is a time-consuming process which delays the implementation of the required access and does not promote innovation, competition, and positive Consumer outcomes.

Summary
When Registered Gas Suppliers and Registered Shippers access the Gas Enquiry Service (GES) they currently have access to their own unique set of Data Items. This Change would give Registered Gas Suppliers access to some additional Data Items which form part of the Registered Gas Shipper Data Items, to enable them to solve Consumer facing switching and billing issues.

  1. As a Consumer, I want my Supplier to be able to access essential information about my energy account, so that billing issues and switching problems can be addressed easily.
  2. As a Registered Gas Supplier, I want to be able to readily access appropriate information relating to my RMP portfolio, so that I can resolve consumer facing billing issues more easily. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives (in line with REC Data Access principles), so that the service is used as efficiently as possible.

Problem Statement
When Registered Gas Suppliers need to resolve queries relating to meter reading history, they may need to access information that is currently only available to the Registered Shipper in GES. As a result, Registered Gas Suppliers may be unable to resolve these consumer facing issues on their own, as they do not have direct access to the required Registered Shipper only information.

  1. As a Consumer, where I have entered a bi-lateral NExA with the relevant Transporter, I want my Shipper and Transporter to have access to all the data they need when capacity referrals to the Gas Transporters are required.
  2. As a Gas Transporter, I want the details of the NExA to be held in GES, to increase visibility of the existence of the NExA and to provide details of the offtake parameters.
  3. As a Gas Shipper, I need to understand both that a NExA exists, and that I have visibility of the offtake parameters relative to the site, so that I can ensure that I take the necessary actions to ensure the Consumer has the appropriate booked Supply Point Capacity.

Proposed solution summary
  1. As a Consumer, I want a Metering Equipment Manager to be able to access and validate my site details, ahead of their arrival on site for planned or emergency metering work, so that I do not experience any delays in work being completed and can have continuity of supply.
  2. As a MEM, I want access to sufficient data for sites where I am not the Appointed MEM, to enable me to complete pre-metering works validations of the site details, so I can undertake these works correctly and safely.
  3. As a MEM, I want access to data for sites where I am not the Appointed MEM, so I can confirm de-appointments and answer invoice validation queries.

Problem Statement
At go-live for REC v3.0 the ‘Community View’ access to data in the GES, previously available via the DES under the UNC, was inadvertently removed. MEMs used this data in a number of processes, including validation of site details prior to metering works – particularly for emergency work, and the resolution of invoice queries from Suppliers. Without access to this Enquiry Service Data, MEMs are unable to complete activities that are central to their operations, including checking site details prior to attending emergency metering works. This has the potential to have a direct negative impact on the experience of metering works for Consumers, and in in some cases, continuity of supply and safety could be at risk.

Proposed solution summary
  1. As a Consumer, I want the Switching process to work successfully, so that I can switch Energy Supplier without delays or issues.
  2. As the CSS Provider I want the messages I send to SDSPs to be received and processed successfully, so that there is no interruption to the Switching process or the Consumers’ Switching experience. As the CSS Provider, I want the functionality to be available for SDSPs to automatically resolve issues when messages are not received in the correct order or are received after Gate Closure, so that this work does not have to be done manually.
  3. As an SDSP, I want to be able to detect when I have not received the expected CSS messages, so that I am able to request that the missing messages are sent to me to process. As an SDSP I want to be able to request a refresh of CSS messages when they are not received in the correct order or they are received after Gate Closure, so that I am able to maintain an accurate reflection of the current Switch status and minimise impacts on CSS Users and Consumers.
