Summary
As part of R0224, the technical solution creates a CSS replica (read-only) database view that can be used by RECCo and the REC Code Manager to generate reports on demand for market participants. For users to be able to access this database and request generation of the appropriate reports, this change is seeking to develop that front end portal capability to manage user’s requests and allow for completed reports to be downloaded via the REC Portal.

19/05/2026 - Change Report (Proposal Plan) has now been approved by the REC Change Panel
Summary
Schedule 30, Section B, Clause 4.5 currently permits Energy Suppliers to raise an Erroneous Switch (ES) within 24 months of the suspected ES taking place. However, analysis from the I0237 Erroneous Switch Review shows that 98% of ESs are raised within the first 12 months.

Proposed solution summary
- Amend Schedule 30 – Resolution of Consumer Facing Switching and Billing Issues, Section B, Clause 4.5 to reduce the timeframe to 12 months and ensure Consumer contact is made in a reasonable timescales.
Problem Statement
The existing 24‑month allowance no longer reflects operational practice and maintains an unnecessarily long resolution period that adds complexity and increases the potential for data quality issues, Consumer confusion, and prolonged operational uncertainty. When the original 24‑month time limit was introduced (prior to REC Go‑Live), it was expected that this would later be reduced to 12 months soon after implementation. However, this subsequent reduction did not take place.

Summary
The REC Metering Operations Schedule has limited distinction between the activities for import and export metering. These provisions were not specifically developed to support a market with high volumes of small-scale microgeneration with shared metering assets for import and export.

Summary
RECCo is required to develop an annual budget using a bottom-up approach. RECCo is required to comply with the REC Charging Methodology. The annual budget therefore changes on an annual basis as does the annual number of RMPs. These in turn require a restatement of the per RMP Charge. Contract indexation charges also translate into changes to individual charges variation ie EES cost allocation for DNO Charges.

Latest Update
This change Proposal has been approved for implementation on the date as directed by the Authority.
Summary
Ofgem has consulted on, and is progressing towards a decision on, the introduction of a harmonised code modification prioritisation framework across all industry codes, under its transitional powers in Schedule 12 to the Energy Act 2023. This Issue is being raised to provide the formal REC change vehicle through which Ofgem’s prioritisation reforms can be tracked, developed and implemented in the REC, once the Authority has published its decision and statutory modification notice.

Problem Statement
In the absence of REC changes, the REC would not align with Ofgem’s harmonised approach to code modification prioritisation, creating inconsistency with other industry codes and undermining the objectives of Energy code reform.

09/04/2026 Following a review of responses to the joint information request on REC Issues I0273 - Sharing of SSC and TPR Information for MHHS Smart and Advanced Meters and I0303 - Potential Consumer detriment for Smart Economy 7, the Code Manager has determined that the scope of REC Issue I0303 can be considered as part of the solution development for REC Issue I0273. I0303 has now been classed as resolved and will not be progressed further as a separate Issue. For further engagement with this issue, please refer to I0273 directly.
