Problem Statement
As these Scenario Variants are not captured in the Data Specification, the relevant Market Participants won’t be able to use the Data Transfer Network (DTN) to exchange the relevant data, which would result in them having to use a less secure mechanism to send and receive data. This means the original intent of Elexon Modification P375 has yet to be achieved as not all Market Message changes have been implemented.

Provision of Half-Hourly Consumption Data for Advanced Meter Erroneous Switches

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
As part of the MHHS REC code change activity, a change has been made to REC Schedule 30 to remove the half hourly meter exemption from the Erroneous Transfer provisions. Whilst this is necessary from an MHHS perspective with all sites becoming half hourly settled, the application of ET obligations in the Advanced Meter segment creates some additional challenges. To be able to accurately bill an Advanced Meter site, following repatriation of that customer to their correct supplier after an ET has been raised / agreed, the supplier needs to have access to half hourly consumption data for the ET period when they were not the registered supplier. With ETs potentially taking up to 2 years to be identified and resolved, the only place that the supplier could reliably source that HH consumption data would be from the other (losing) supplier.

Proposed solution summary
- An approval of this Issue/Change Proposal would see an obligation placed upon the Losing Supplier, following a successful Erroneous Switch repatriation, to provide the Gaining Supplier with the Half-Hourly consumption data for the period in which they were erroneously supplying the meter.
- Half-Hourly consumption data would be providing to the Gaining Supplier, from the Losing Supplier, via SDEP using an Excel template within 5 Working Days of the Erroneous Switch repatriation switch date. The Gaining Supplier would be required to provide 48 Half-Hourly consumption intervals for each that the the Consumer was supplied by the erroneously Gaining Supplier.

Latest Update
08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
There is currently a mismatch within the Central Switching Service (CSS) system functionality and the legal text within the REC Switching Data Management Schedule. Within the schedule the retry strategy is defined as “retry sending the Market Message at intervals of 10 seconds, 20 seconds and 30 seconds from each attempt to send the Market Message. If these retry Market Messages also fail, then the Market Message shall be retried at intervals of one hour up to a maximum of 12 hours; after which delivery of the Market Message shall be abandoned and a Switching Incident raised in accordance with the Switching Service Management Schedule”. However, in response to an incident in 2022, the CSS Provider updated the retry strategy. This change seeks to amend the legal text in Section 2.4 of the Switching Data Management Schedule to reflect the retry strategy which is currently in operation in the CSS system.

Proposed solution summary
- The Switching Data Management Schedule Section 2.4 should be updated to reflect the current retry strategy: 1. a short interval retry sequence of 3 attempts at 20 second intervals 2. a long interval retry sequence of 12 attempts at 1 hour intervals. The CSS Provider has confirmed that there is now a process in place that would prevent any future updates to the retry strategy without a change request being raised in the first instance.

Creation of a Tool to Manually Correct ERDS / CSS Discrepancies

Latest Update
This Change Proposal was implemented on 27 March 2026.
Summary
There is currently a tool utilised by DNOs to manually correct registration data to align the Registered Supplier in ERDS with the data held in CSS. The Market-Wide Half Hourly Settlement (MHHS) Design does not allow for retrospective amendment of Supplier Registration i.e. there is no equivalent tool for manual correction post MHHS go live (M10). Therefore, post MHHS implementation, any issues which prevent CSS data being reflected in ERDS cannot be corrected. This will prevent the Supplier from appointing agents and will lead to errors in settlement data under the BSC. A change is required to address this.

Problem Statement
There are instances where ERDS (and SMRS under BSC governance) can be misaligned with the CSS and under the MHHS arrangements there is no mechanism for manual correction which there is in place today. From MHHS go live the Supplier will not be able to appoint their preferred agents. This issue only applies to MHHS Migrated Metering Points as the existing mechanism for manually correcting data would be used if the issue related to a non-migrated Metering Point. In the event that the Supplier cannot appoint its agents, this may prevent the Supplier from accurately billing the Consumer. The potential impact will increase as MHHS Migration continues, with more MHHS Metering Points potentially impacted by any CSS / ERDS discrepancy.

13/05/2026 - The REC Code Manager is establishing a new REC working group to support the progression of I0200 – Review of the REC’s Address Management Service. If you would like to attend the I0200 Working Group, please register your interest by contacting the Code Manager at change.management@recmanager.co.uk. The first meeting will take place in June 2026, with the exact date and time to be confirmed in due course and communicated via the REC Change Bulletin and via email to all those who register their interest.
Summary
Having the incorrect address can lead to a range of Consumer issues, including switching, billing and meter reading problems. The Meter Point Location (MPL) and Retail Energy Location (REL) have been added to the Code to resolve this issue. Whilst there had been progress resolving address data issues, there is not currently a mechanism to establish Code level targets for address improvement, resulting in around 2.8 million unmatched addresses.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
Issue has been discussed twice at RIG and has been identified via data cleanse activity. Parties identified that there are a number of meters (NG alone have 5k in this state) that are showing as terminated but an active Energy Supplier appointment. Discussion at RIG identified that REC Is potentially lacking detail/obligations/timescales on suppliers/DNOs to report/update/respond to disconnection queries.

Problem Statement
There is no time scale by which Energy Suppliers need to have submitted the Registration De-Activation Request or for electricity to have raised a query with the Distribution Network Operator (DNO) if they believe the Metering Point should not be Disconnected. This raises difficulties for the REC Performance Assurance team when monitoring and enforcing this obligation.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
The drafting in Schedule 28 – Related Metering Points has been updated for Market-wide Half Hourly Settlement (MHHS), allowing related Metering Points to be in a Status of Operational or Created in MPRS, as long as all Related Metering Points are in the same Status. This Change Proposal suggests allowing Secondary Metering Points with a Status of Created to be linked to Primary Metering Points with a Status of Operational, for MHHS migrated Metering Points only.

Problem Statement
By not allowing Primary Metering Points with a Status of Operational to be linked to Secondary Metering Points with a Status of Created, where the Metering Points have migrated into the MHHS arrangements, full advantage is not being taken of the MHHS functionality of automatically appointing agents to Secondary Metering Points.
