Proposed solution summary
  1. As an Electricity Consumer, I want the migration of my MPAN to the new HH Settlement arrangements to be as smooth as possible, so that the service I receive from my Electricity Supplier or it’s appointed agents is not interrupted As an Electricity Consumer, I want my ability to switch to be impacted as little as possible by MHHS migration activities
  2. As the Switching Operator, I want to be prepared for the increased volumes expected during the MHHS Migration Period. As the ERDS Provider, I want the CSS to be able to manage the volume of messages being sent so that I can provide the service I am required to during the MHHS Migration Period
  3. As an Electricity Supplier, I want the MPANs I select to the new HH Settlement arrangements to complete their migration without undue delay, so that the service I provide to Consumers is impacted as little as possible and so that I can meet my migration obligations As a MEM, as part of migration I want my new appointment and my legacy de-appointment to occur within the planned timescales so that the services I provide are impacted as little as possible As a Data Service, as part of migration, I want my new appointment to occur within the planned timescales so that the services I provide can commence in a timely manner As a Data Collector, I want my legacy de-appointment to occur within the planned timescales so that I have a clear understanding and smooth ending to the service I provide

Problem Statement
As part of the MHHS programme, it is necessary to migrate approximately 31 million MPANs from the existing settlement arrangements to those under the MHHS Target Operating Model. This will create a significantly increased volume of messages, whether for Switches or changes to Supplier Agents, for the CSS during the MHHS Migration Period. The CSS Service Definition does not currently require the Switching Operator to be capable of processing these additional volumes.

Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes.

  1. As a Consumer, I want the CRS Provider to provide an effective service so that my Switch is not delayed.
  2. As the REC Code Manager, I want to ensure the CRS Provider has appropriate SLAs set, which incentivises the effective functioning of the Switching Service.
  3. As the CRS Provider, I want to ensure that the appropriate SLAs are in place to incentivise the effective functioning of the Switching Service and if these SLAs are not met by the CRS Provider, the commercial impact is proportionate to the detriment experienced by CSS Users and Consumers.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.

Changes to Supply Number Format for MHHS

No
Latest Update
22/09/25 - This Change Proposal has been implemented as part of the MHHS M8 22 September 2025 REC Release.
Summary
The Electricity Supply License requires Suppliers to provide the Supply Number to each Consumer on every bill, or at least once per year where no bill has been sent. The Supply Number format is prescribed by the REC and is detailed in the Energy Market Data Specification. The MHHS design is changing the data associated with each individual metering point, including those data items currently displayed within the Supply Number top line. To support Electricity Supplier implementation of the MHHS arrangements, a clearly defined solution is required setting out a revised approach to populating the Supply Number on Consumer’s bills and statements.

Problem Statement
The Market-wide Half Hourly Settlement design is impacting the Data Items that are used in the top line of the Supply Number, which Energy Suppliers are obliged to provide to Consumers at least once a year under their Licence. A revised definition of the Supply Number format is required so that Electricity Suppliers have a clear understanding of the approach to populating the Supply Number for metering points that have migrated to the new MHHS arrangements.

Proposed solution summary
  1. As a Consumer, I want a Metering Equipment Manager to be able to access and validate my site details, ahead of their arrival on site for planned or emergency metering work, so that I do not experience any delays in work being completed and can have continuity of supply.
  2. As a MEM, I want access to sufficient data for sites where I am not the Appointed MEM, to enable me to complete pre-metering works validations of the site details, so I can undertake these works correctly and safely.
  3. As a MEM, I want access to data for sites where I am not the Appointed MEM, so I can confirm de-appointments and answer invoice validation queries.

Problem Statement
At go-live for REC v3.0 the ‘Community View’ access to data in the GES, previously available via the DES under the UNC, was inadvertently removed. MEMs used this data in a number of processes, including validation of site details prior to metering works – particularly for emergency work, and the resolution of invoice queries from Suppliers. Without access to this Enquiry Service Data, MEMs are unable to complete activities that are central to their operations, including checking site details prior to attending emergency metering works. This has the potential to have a direct negative impact on the experience of metering works for Consumers, and in in some cases, continuity of supply and safety could be at risk.

Latest Update
28/06/2024 - Change implemented as part of the June 2024 REC Release
Summary
Currently the REC does not require the Central Switching Service (CSS) and Switching Operator (SO) to provide the enduring test environments and test data for use by REC Parties when making necessary system changes for REC Change Proposals or internal system updates. This Change Proposal has been raised to introduce these obligations in to the REC.

Proposed solution summary
  1. As a CSS User I want access to a CSS Test Environment, to enable me to test my systems and processes ahead of the implementation of complex or significant changes, so that I can identify any issues prior to go-live.
  2. As the SO, I want clarity on the obligations placed on me regarding the provision and maintenance of CSS Test Environments and data, so that I can meet my obligations and provide CSS Users and Service Providers with access to appropriate Test Environments.
  3. As a Switching Data Service Provider (SDSP), I want clarity on the obligations placed on me regarding the provision and maintenance of Test Environments and data, so that I can meet my obligations to test CSS changes. As a Switching Data Service Provider (SDSP), I want access to a CSS Test Environment, to enable me to test my systems and processes ahead of the implementation of complex or significant changes, so that I can identify any issues and address prior to go-live.

Problem Statement
For specific types of changes, industry system testing will be required to ensure the end-to-end Switching processes will work as expected following implementation. If Test Environments and Test Data are not available, CSS Users will not be able to complete testing to confirm their systems will operate correctly in the live environment. The REC currently doesn’t define specific obligations on Service Providers regarding enduring test systems and Test Data for Switching processes. The lack of specific obligations may impact the availability of appropriate Test Environments. This could impact the progression of improvements to Switching processes that require a technical change.

Latest Update
08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
A number of Non-Party REC Service Users have entered into an Access Agreement with RECCo under the Code’s Qualification and Maintenance Schedule, to obtain access to the CSS and become a CSS User. These Access Agreements are based on the Sample Access Agreement appended to Schedule 9 to the Code, which DCC believes should have been revised to address issues they have identified.

Proposed solution summary
  1. As a Consumer, I want systems containing my information to be correctly assured, so that my personal information is kept safe and services I expect to be able to use are not disrupted.
  2. As a Non-Party REC Service User, I want the Access Agreement I sign before I can access services from the CRS Provider to give me the same protections as other service users, so I am protected from loss and liability caused by another service user, or the service itself.
  3. As the CRS Provider, I want Non-Party REC Service Users to be held to the same provisions as other CSS Users, so I am protected from loss and liability caused by them.
