03/11/23 - This change was implemented on 03 November 2023 as part of the November 2023 REC Release
Summary
When Registered Gas Suppliers and Registered Shippers access the Gas Enquiry Service (GES) they currently have access to their own unique set of Data Items. This Change would give Registered Gas Suppliers access to some additional Data Items which form part of the Registered Gas Shipper Data Items, to enable them to solve Consumer facing switching and billing issues.

Proposed solution summary
  1. As a Consumer, I want my Supplier to be able to access essential information about my energy account, so that billing issues and switching problems can be addressed easily.
  2. As a Registered Gas Supplier, I want to be able to readily access appropriate information relating to my RMP portfolio, so that I can resolve consumer facing billing issues more easily. As the GES Provider, I want my users to be able to access information that helps them fulfil their objectives (in line with REC Data Access principles), so that the service is used as efficiently as possible.

Problem Statement
When Registered Gas Suppliers need to resolve queries relating to meter reading history, they may need to access information that is currently only available to the Registered Shipper in GES. As a result, Registered Gas Suppliers may be unable to resolve these consumer facing issues on their own, as they do not have direct access to the required Registered Shipper only information.

Proposed solution summary
  1. As a Consumer, I want to have continual Meter Equipment Manager coverage, so that I am confident that work on my Metering Asset can be conducted even during a Switch.
  2. As a MEM, I want my obligations relating to appointment and de-appointment to be considered and practicable, so that my operational processes are not unduly onerous. 2 - As a Gas Supplier, I want to be able to reliably and predictably appoint and de-appoint MEMs during a Switch, so that I am confident that my Consumers are not left without a MEM at any stage. 3 - As the Code Manager, I want REC processes to operate within SLAs that are reflective of both the realistic operational capacities of REC Parties, and also of the needs of the broader market, so that the end Consumer has the best possible Switching experience.
Problem Statement
Current ONAGE SLAs may no longer be proportionate to the length of the Switching process as a result of the Faster Switching programme. Lengthy ONAGE SLAs relative to the timescale of the switching process may result in Consumers being left without a MEM during the switch process. The proposer has asked the Code Manager to conduct a review of the ONAGE SLAs to explore whether these SLAs are still appropriate, and therefore ensure that Consumers are subject to any detriment.

Summary
There are duplications between the CSS Message Business Data Validation Rules document (a Category 2 document) and the CSS Error Processing guide (a Category 3 guidance document), which is resulting in confusion and complications within the error handling process. Latest Update
07/02/25 - This Change Proposal has been withdrawn at the request of the proposer, as it is being developed as part of I0180
Summary
There are multiple observed instances of CSS incidents that have been raised that cannot be resolved without proactive engagement from the end user. There are currently no direct obligations on CSS Users to engage with the incident resolution process, or to provide up to date contact details, which can result in the CSS System Operator struggling to resolve incidents in a timely manner. This results in CSS incidents remaining unresolved and results in a degradation of the effectiveness of the switching process. This Change Proposal has been raised to address this issue.

Problem Statement
Where a Consumer initiates a Switch through a Supplier, PCW or TPI that utilises the EES API address searches can fail as the API only undertakes “fuzzy” matching. Address Search errors will then need to go through an exception handling process creating an inefficiency and producing a loss of confidence in the Switching process.

Problem Statement
The implementation of Change Proposal R0044, will result in the Central Switching Service (CSS) providing an asynchronous response to the Electricity Retail Data Service (ERDS) upon a successful, or unsuccessful Smart Meter Data Retriever (SMDR) appointment within the SMDSP. This will significantly increase the volume of CSS messages, as there is currently no mechanism for the CSS to recognise when a response is required. The increased volume could have a significant impact on central system performance.

Latest Update
25/02/2026 On 25 February 2026, the Technical Expert Panel voted in line with the Code Manager recommendation to approve R0096 for implementation in November 2027. The appeal window is now open until 23:59, 11 March 2026.
Summary
An inability by the Central Switching Service (CSS) to re-generate Market Messages that were not sent as intended can result in issues with the Switching process, both for REC Parties, and Consumers. This Change seeks to create a message regeneration functionality that would mitigate this Consumer detriment.

Problem Statement
Failures by the CSS to generate Market Messages can result in a breakdown of the Switching process. As the CSS cannot re-generate Market Messages that should have been sent but were not, this results in message asynchronisation, and breakdown of CSS functions and processes, resulting in substantial impacts for those involved – Difficulties for the REC Parties using the CSS, and difficulties for Consumers, where the Switch process is impacted.

Latest Update
10/04/2026 - Change has been taken of hold. This change will be triggered for a reassessment for Code Manager Impact on 14/04/2026.
Summary
When Meter Point Administration Numbers (MPANs) are erroneously disconnected, they cannot be reinstated. As a result, Consumers suffer billing issues and Registered Suppliers cannot settle against the disconnected MPAN. This change seeks to introduce a mechanism to restore erroneously disconnected MPANs.

Proposed solution summary
  1. As a Consumer, I do not want the erroneous disconnection of my MPAN to affect the continuity of my supply contract and billing arrangements.
  2. As a DNO, I want to be able to reverse erroneous disconnections with no lasting effect so that I don’t need to create a new MPAN to resolve the issue, thereby avoiding DUoS payment collection issues. 2 - As a Supplier, I want to be able to reverse erroneous disconnections with no lasting effect so that I can correctly bill my consumers. 3 - As the CSS, I want users to be able to effectively resolve discrepancies, so that industry data for their portfolio is accurate. 4 - As MPRS, I want users to be able to effectively resolve discrepancies, so that industry data for their portfolio is accurate.
Problem Statement
When MPANs are incorrectly identified and targeted for disconnection, the RMP will be erroneously terminated following receipt of Termination Market Messages by the CSS. This process is irreversible once triggered, meaning that there is no mechanism to restore the MPAN as it was previously. This results in a poor Consumer experience, and settlement misbalancing for Registered Suppliers. Currently, there is no mechanism to mitigate the negative impact on Registered Suppliers/DNO and Consumers.
