Latest Update
15/07/2025 - The Code Manager has rejected Issue I0213. This Issue has been deemed out of scope of the REC and has been rejected following a legal review. This decision was ratified by the REC Change Panel at their meeting on 15 July 2025.
Summary
Presently only industry parties can raise the matter of non-compliant or unwarranted objections activity that a supplier may be participating in. This Issues has been raised to request RECCo to consider accepting notice and evidence (that can be acted upon) from qualifying 'non industry' parties, from third party consultants and brokers.

Proposed solution summary
  1. I0213 has been raised with a suggestion that the Code Manager should consider accepting notice and evidence from qualifying non-industry Parties, including Third Party consultants and brokers (Third Party Intermediaries (TPIs)). A possible solution for this may include a new submission page, or form, on the REC Portal, that would allow Third Parties to submit evidence of non-compliant Objection activity.
Problem Statement
There is currently not a method for Third Parties, who may be involved in the Switching process, to report non-compliant Objection activity. Non-Compliant Objection activity can result in time consuming procedures for Consumers, creating unnecessary engagement with Energy Suppliers, and may result in a financial burden.

Problem Statement
This is a Housekeeping Change Proposal subject to the Housekeeping Change Proposal process, rather than the standard change process. The nature of the change is that it makes non-material changes to the REC Products to correct typographical and consistency errors. It also provides an opportunity to introduce necessary clarifications.

Latest Update
08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
There is currently a mismatch within the Central Switching Service (CSS) system functionality and the legal text within the REC Switching Data Management Schedule. Within the schedule the retry strategy is defined as “retry sending the Market Message at intervals of 10 seconds, 20 seconds and 30 seconds from each attempt to send the Market Message. If these retry Market Messages also fail, then the Market Message shall be retried at intervals of one hour up to a maximum of 12 hours; after which delivery of the Market Message shall be abandoned and a Switching Incident raised in accordance with the Switching Service Management Schedule”. However, in response to an incident in 2022, the CSS Provider updated the retry strategy. This change seeks to amend the legal text in Section 2.4 of the Switching Data Management Schedule to reflect the retry strategy which is currently in operation in the CSS system.

Proposed solution summary
  1. The Switching Data Management Schedule Section 2.4 should be updated to reflect the current retry strategy: 1. a short interval retry sequence of 3 attempts at 20 second intervals 2. a long interval retry sequence of 12 attempts at 1 hour intervals. The CSS Provider has confirmed that there is now a process in place that would prevent any future updates to the retry strategy without a change request being raised in the first instance.

Latest Update
13/05/2026 - The REC Code Manager is establishing a new REC working group to support the progression of I0200 – Review of the REC’s Address Management Service. If you would like to attend the I0200 Working Group, please register your interest by contacting the Code Manager at change.management@recmanager.co.uk. The first meeting will take place in June 2026, with the exact date and time to be confirmed in due course and communicated via the REC Change Bulletin and via email to all those who register their interest.
Summary
Having the incorrect address can lead to a range of Consumer issues, including switching, billing and meter reading problems. The Meter Point Location (MPL) and Retail Energy Location (REL) have been added to the Code to resolve this issue. Whilst there had been progress resolving address data issues, there is not currently a mechanism to establish Code level targets for address improvement, resulting in around 2.8 million unmatched addresses.

Latest Update
10/06/2026 - The Code Manager, following an approval to an Update to Plan by the REC Metering Expert Panel, has placed I0197 on hold.
Summary
Some customers have had faulty meters for a prolonged period, which impacts billing and settlement, and can prevent customers accessing specific tariffs. Currently the REC only has obligations relating to electricity meter faults, and these do not actually require work to be done to address faults. This issues proposes the introduction a maximum timeframe Fault Resolution deadline to resolve issues around faulty meters.

Summary
This Change Proposal seeks to introduce the necessary governance and charging amendments to existing Payment Method Levelisation (PML) Reconciliation arrangements (introduced in R0147) to allow for multi-register reconciliation. The amendments will allow for an ongoing reconciliation that accounts for split in both single-rate and multi-register Metering Assets. Additionally, it will also allow for a one-off retrospective recalculation for the period dating from the proposed effective implementation date of 01 January 2025 back to the implementation of the original reconciliation mechanism on 01 April 2024.

Problem Statement
PML Reconciliation currently does not distinguish between single-rate and multi-register electricity Metering Assets. This represents a discrepancy, as Price Cap methodology currently does make this distinction. As a result, PML Reconciliation calculation methodology must be updated to distinguish between single-rate and multi-register Metering Assets. This will be effective for all reconciliations going forward from the date of implementation, as well as retrospectively from the start of the PML Reconciliation in April 2024, to the date of implementation.
