Latest Update
21/07/2026 - On 21 July 2026, the REC Change Panel voted to approve the Change Report (Proposal Plan) for I0325.
Summary
The REC was updated, primarily through R0209 and R0241, to add requirements that support the transition to, and enduring operation of the MHHS arrangements. As part of the transition, each impacted Metering Point will be migrated using processes defined in Codes, including the REC. Once this migration activity is complete, the legacy and transitional arrangements will become redundant and should be removed from the REC to support its efficient operation

Problem Statement
Retention of redundant obligations within the REC would make it more complex to navigate for Market Participants and could cause confusion on the obligations that are in effect to support the efficient operation of the Great British Energy retail market. It is also worth noting that until Ofgem formally closes the MHHS Significant Code Review (SCR), this REC Issue could potentially impact that SCR.

Problem Statement
The current Erroneous Switch drafting contains inconsistencies that can cause confusion and misunderstanding between Energy Suppliers regarding the applicable governance and process requirements, creating ambiguity around the correct contractual and operational framework. In addition, the I0237 Working Group has identified further required amendments to Schedule 30, highlighting that the existing drafting does not fully or accurately reflect intended process arrangements or correct terminology.

DNOs Create Export MPANs after approving G98/99 commissioning documents

Latest Update
20/08/2026 - the consultation is open, responses must be received by 23:59 14 September 2026.
Summary
The creation of Import Metering Points for new Premises sits with the Distribution Network Operator (DNO), while the Export Metering Points generally sit with the Electricity Supplier. When the DNO approves the G98 Engineering Recommendation Installation Document (Form B) or G99 Engineering Recommendation Installation Document (Form A3-1 or A3-2) under the Distribution Code, they could create Export Metering Points at this time (with the logical Disconnection process being available for any Export Metering Points that are then not required).

Problem Statement
The information required by the DNO to create an Export Metering Point sits with the Consumer rather than the Electricity Supplier, and leads to the Electricity Supplier acting as an unnecessary third party in the process. This is leading to unnecessary time being added to the process, negatively impacting Consumers and the journey to Net Zero. This is particularly apparent for large new housing developments, which may have several tens of thousands of Export Metering Points to create with the same DNO and require the use of the Bulk Request process. This process is cumbersome and has no two DNOs operating the process in the same way.

Latest Update
This Change Proposal has been implemented as part of the June 2026 REC Release.
Summary
Clause 9 of the REC currently sets out that any amendments to the approved CRS budget for each Financial Year may only be amended through a REC Change Proposal. The intention of this Clause was to ensure that any additional funding required by the CRS Provider, outside of the approved budget cycle, was subject to appropriate scrutiny, consultation and approval under REC governance. This was not intended to apply to a scenario where the CRS Provider expects to significantly underspend against the approved budget.

Summary
A Data Integration Platform (DIP) Data Item, DI-091 ‘Number of Displayed Register Digits’ that was implemented as part of MHHS has been incorrectly linked to the existing J0478 ‘Number of Register Digits’ in the Energy Market Data Specification, instead of the existing J2313 ‘Number of Displayed Register Digits’.

Proposed solution summary
  1. The proposed solution is to conduct a correction exercise to unlink the DIP Data Item DI-091 ‘Number of Displayed Register Digits’ from the Data Item J0478 and it should then instead be linked to the Data Item J2313.

Problem Statement
A linkage error has been identified as part of BSC CP1622 and REC Change Proposal R0300 where the DIP Data Item DI-091 has been incorrectly linked to the existing J0478 ‘Number of Register Digits’ in the EMDS at MHHS Go-Live, instead of the existing J2313 ‘Number of Displayed Register Digits’. As a result, contrary to the MHHS design and intended linkage, the EMDS incorrectly details the DI-091 in DIP interfaces, including the IF-005 and IF-006 (both REC-owned) and several other DIP Interfaces, even though the DIP reference appears correct (DI-091). It is important that EMDS is an accurate reflection of Market Messages and Data Items. Without correction this Issue may cause issues to future market entrants.

Latest Update
19/05/2026 - Change Report (Proposal Plan) has now been approved by the REC Change Panel
Summary
Schedule 30, Section B, Clause 4.5 currently permits Energy Suppliers to raise an Erroneous Switch (ES) within 24 months of the suspected ES taking place. However, analysis from the I0237 Erroneous Switch Review shows that 98% of ESs are raised within the first 12 months.

Proposed solution summary
  1. Amend Schedule 30 – Resolution of Consumer Facing Switching and Billing Issues, Section B, Clause 4.5 to reduce the timeframe to 12 months and ensure Consumer contact is made in a reasonable timescales.
Problem Statement
The existing 24‑month allowance no longer reflects operational practice and maintains an unnecessarily long resolution period that adds complexity and increases the potential for data quality issues, Consumer confusion, and prolonged operational uncertainty. When the original 24‑month time limit was introduced (prior to REC Go‑Live), it was expected that this would later be reduced to 12 months soon after implementation. However, this subsequent reduction did not take place.
