Latest Update
10/06/2026 - The Code Manager, following an approval to an Update to Plan by the REC Metering Expert Panel, has placed I0197 on hold.
Summary
Some customers have had faulty meters for a prolonged period, which impacts billing and settlement, and can prevent customers accessing specific tariffs. Currently the REC only has obligations relating to electricity meter faults, and these do not actually require work to be done to address faults. This issues proposes the introduction a maximum timeframe Fault Resolution deadline to resolve issues around faulty meters.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
Issue has been discussed twice at RIG and has been identified via data cleanse activity. Parties identified that there are a number of meters (NG alone have 5k in this state) that are showing as terminated but an active Energy Supplier appointment. Discussion at RIG identified that REC Is potentially lacking detail/obligations/timescales on suppliers/DNOs to report/update/respond to disconnection queries.

Problem Statement
There is no time scale by which Energy Suppliers need to have submitted the Registration De-Activation Request or for electricity to have raised a query with the Distribution Network Operator (DNO) if they believe the Metering Point should not be Disconnected. This raises difficulties for the REC Performance Assurance team when monitoring and enforcing this obligation.

Latest Update
This Change Proposal has been implemented as part of the February 2026 REC Release.
Summary
The drafting in Schedule 28 – Related Metering Points has been updated for Market-wide Half Hourly Settlement (MHHS), allowing related Metering Points to be in a Status of Operational or Created in MPRS, as long as all Related Metering Points are in the same Status. This Change Proposal suggests allowing Secondary Metering Points with a Status of Created to be linked to Primary Metering Points with a Status of Operational, for MHHS migrated Metering Points only.

Problem Statement
By not allowing Primary Metering Points with a Status of Operational to be linked to Secondary Metering Points with a Status of Created, where the Metering Points have migrated into the MHHS arrangements, full advantage is not being taken of the MHHS functionality of automatically appointing agents to Secondary Metering Points.

Summary
There is currently a gap in the understanding of the effectiveness of the retail systems and processes in delivering positive outcomes for Consumers. While Consumer surveys are conducted on certain areas to some aspects of Consumer satisfaction, it may be necessary to expand the evaluation methods used by the Code Manager to gain a more comprehensive understanding.

Problem Statement
RECCo’s mission is to facilitate the efficient and effective running of the retail energy market, including its systems and processes through promoting innovation, competition, and delivering positive Consumer outcomes. However, the Code Manager receives limited feedback directly from Consumers to determine if this mission is being fulfilled.

Problem Statement
This is a Housekeeping Change Proposal subject to the Housekeeping Change Proposal process, rather than the standard change process. The nature of the change is that it makes non-material changes to the REC Products to correct typographical and consistency errors. It also provides an opportunity to introduce necessary clarifications.

Summary
Schedule 8 - Unbilled Energy Code of Practice has not been reviewed since its development for REC go-live. Latest Update
26/08/2025 - Update to Proposal Plan published. This will be presented to the REC Change Panel at their meeting on 02 September 2025.
Summary
Non dual-fuel Consumers who register upon the PSR, will have their PSR data flow across energy industry data flows to mean that all parties are aware of any PSR Needs Codes, allowing us all to provide equal access to our services and support. This will be achieved via the utilisation of existing processes and systems. Initially a pilot will take place for a minimum of 3 months between participating companies before extending this to the whole industry”.

Problem Statement
The majority of domestic customers in the UK are what are called in the industry ‘dual-fuel’ - this means that with two types of energy (electricity & gas) a domestic dwelling has a single supplier ie they pay their bill to one organisation. This ‘dual-fuel’ position has supported the industry improvements to Priority Services Register (PSR) data flows by allowing previous divides to be overstepped in terms of data flows between energy types. There is however a problem which this RECC request aims to resolve. That is, where a customer who has both fuel types, also has two suppliers and they want to register upon the PSR. This was always a ‘known’ gap shared with our regulator when the many improvements were implemented across the PSR and considered to be something that would be addressed at a later date. This ‘gap’ means that without the dual-fuel link, currently data flows do not complete across energy types via the supplier data flow triggers.

Latest Update
18/11/24 - The Authority has approved R0182 for Implementation. R0182 will now be targeted for an extraordinary release on 08/12/24.
Summary
This Change Proposal seeks to introduce the necessary governance and charging amendments to existing Payment Method Levelisation (PML) Reconciliation arrangements (introduced in R0147) to allow for multi-register reconciliation. The amendments will allow for an ongoing reconciliation that accounts for split in both single-rate and multi-register Metering Assets. Additionally, it will also allow for a one-off retrospective recalculation for the period dating from the proposed effective implementation date of 01 January 2025 back to the implementation of the original reconciliation mechanism on 01 April 2024.

Proposed solution summary
- N/A – No identifiable Consumer impact.
- M1 - As a Domestic Supplier, I want my PML Reconciliation payments to be as reflective of my portfolio as possible, by differentiating between single rate and multi register Metering Assets, so that my engagement with the reconciliation is as accurate as possible. M2 - As a Domestic Supplier, I want my PML Reconciliation obligations regarding the retrospective recalculation to be well defined within the REC, so that I am able to engage as efficiently as possible. M3 - As RECCo, I want the PML Reconciliation mechanism to be reflective of REC Parties true costs (based on their single-rate vs multi-register split in their portfolio), so that I am able to deliver the most optimised outcome for PML Reconciliation participants.

Problem Statement
PML Reconciliation currently does not distinguish between single-rate and multi-register electricity Metering Assets. This represents a discrepancy, as Price Cap methodology currently does make this distinction. As a result, PML Reconciliation calculation methodology must be updated to distinguish between single-rate and multi-register Metering Assets. This will be effective for all reconciliations going forward from the date of implementation, as well as retrospectively from the start of the PML Reconciliation in April 2024, to the date of implementation.

Proposed solution summary
- C1 - As a Consumer, I want industry data relating to my energy supply to be accurate, so that I do not experience any issues when switching or engaging with other consumer facing industry practices.
- M1 - As a CSS User, I want available DPI data to be accurate, so that when I engage with industry processes that require DPI data, I am confident that I am engaging with the right information. M2 - As the CSS, I want to provide accurate data to CSS Users, so that I am able to facilitate successful industry operations for my Users.
Problem Statement
Inaccurate DPI data available within industry data sources can result in less accuracy within REC processes that utilise this data, and poorer consumer outcomes. DPI data accuracy needs to be improved to ensure that industry processes and Consumers are not impacted.
