Proposed solution summary
  1. As the REC Code Manager, I want to ensure that REC Service Providers achieve their Service Level Agreements (SLAs) defined in REC Service Definitions, so that impacts to the REC Code Manager, REC Parties and other Service Providers, as a consequence of Service Provider underperformance, are minimised and the change process delivers to time and cost.
  2. As a Service Provider, I want clarity on when and how Performance Charges will be used as part of the Performance Assurance Techniques, so that I’m clear on what service levels I need to meet and the consequences of not delivering against these.

Problem Statement
Service Provider performance measures and charges do not currently exist for services that are not procured by the Retail Energy Code Company but are provided by other Parties. The performance of Service Providers is essential to the proper functioning of the market, without appropriate performance measure or Performance Charges there is little incentive for these providers to maintain service performance or improve poor performance in a timely manner.

  1. As a PPMIP, I want to receive accurate market share data to allow me to complete the Unallocatable Prepayment Allocation Run in a timely manner.
  2. As an Energy Supplier, I want the calculation of Unallocatable Transactions to be carried out accurately and efficiently so that I receive payments allocated to my organisation.

Problem Statement
The process for the allocation and payment of Unallocatable Transactions, set out in the Prepayment Arrangements Schedule, does not currently take into account Energy Suppliers that have exited the market or that do not have a contract with the PPMIP. This prevents the PPMIP from being able to release payments to Energy Suppliers, as the process doesn’t allow for all funds to be accounted for in the calculation.

Proposed solution summary
  1. As an Electricity Consumer, I want data associated with my electricity supply to be made consistently available to Market Participants relevant organisations, so that they have equal access to the data they use to supply my electricity or look after my meter.
  2. As an EES User, I want to have access to all the data items appropriate to my EES User Category so that I can operate processes without disruption, to provide a good service to my customers and meet my performance targets. As the EES Provider I want to have clarity on the data items that I should provide to EES Users appropriate to their role. As the Code Manager I want Market Participants to have access to appropriate data in EES so they can complete business processes and meet performance targets, while ensuring access to data is subject to appropriate security and controls.

Problem Statement
There is currently a lack of clarity regarding the data items that should be accessible by each EES User Category and there are potentially instances where data restrictions have been placed on EES Users which cannot be justified. The Data Access Matrix does not currently provide a single standardised role-based framework for EES Users’ access to data. This means that the Code Manager and the EES Provider cannot grant and provide EES Users with standardised access for a particular role. This may also result in operational issues for new entrants or can create a situation whereby EES Users in the same role have different access arrangements.

Summary
This change has been raised as the Code Manager is pausing the requirement for provision of Distribution Network Operator and Gas Transporter complaints data, to allow further engagement to take place with Parties to identify a pragmatic and proportionate approach to provide REC-relevant only data that meets GDPR data minimisation principles. To be prudent in protecting all REC Parties we will extend the pause to cover all meter point level complaints data, including those of Suppliers. ***********The first reporting date in the PARC has therefore been updated for items 90, 91 and 100 (meter point level complaints data) to suspend the requirement to provide data subject to further engagement regarding GDPR data minimisation. This will be implemented on 16 December 2021, in line the existing Category 3 PARC change (C3-0014).

Allowing REC accredited MEMs to de-energise and re-energise supply points independent of the Supplier

Latest Update
30/06/2023 - This change was implemented on 30 June 2023 as part of the June 2023 REC Release
Summary
Currently only the Registered Supplier can instruct a Metering Equipment Manager (MEM) to work on their metering asset. There is no ability to request that a single MEM completes work on multiple properties that may have different Electricity Suppliers. This creates barriers to developing solutions for local authorities, private and social housing landlords who are refurbishing premises or to help any premise owner (whether domestic or non-domestic) install new equipment to facilitate Low & Zero Carbon Technology (LZCT) installation such as the retro-fit of Electric Vehicle Charging (EVC) Points to homes and business premises. This Change Proposal will introduce a new role for existing accredited MEMs that will enable them to accept instructions to undertake a limited set of activities at the request of the premise owners without the need to use the Registered Suppliers’ MEMs.

Proposed solution summary
  1. As a property owner or occupier I want to be to arrange for the installation of equipment for the use of the occupier, such as fitting an isolator, installing on-site generation equipment or electric vehicle charging points. I want the installer to use a Safe Isolator Provider (SIP) who is authorised to undertake the work at my instruction rather than arrange for this work to be completed through the premises’ Registered Suppliers.
  2. As a REC Accredited Metering Equipment Manager, I want to be able to work as a SIP and de-energise and re-energise a site on the instruction of the homeowner/landlord, so that equipment – such as an isolator, on-site generation or electric vehicle charging points can be fitted without the need to co-ordinate the work with the Registered Suppliers’ MEMs. As a Distribution Network Operator, I want to be assured that the work is only completed by a SIP that has the necessary skills and REC accreditation and has the appropriate permissions to de-energise and re-energise the supply and doesn’t introduce any additional risk to the Distribution Network.
  3. As the Registered Supplier, I want to know what steps the SIP who attends the site and finds the site in an unsafe situation to re-energise, will take so that my customer is not left off-supply unnecessarily. As the Registered Supplier, I want to be alerted if the SIP finds any evidence of meter tampering at the premises.

Problem Statement
It is difficult for landlords of local authority, social housing developments or private landlords of homes and businesses to co-ordinate the refurbishment of properties where they need the electricity supply to be de-energised to allow work being completed and the supply re-energised. Currently the landlord needs to liaise with the Electricity Supplier of each premise independently to arrange for the appointed MEM to attend and de-energise each supply point and then re-energise the site when the work is completed, as currently only the Registered Supplier’s appointed MEM or the DNO is permitted to undertake the work.

Summary
Since raising the Category 3 change, feedback has been received from Parties related to two minor errors that need to be corrected. The following amendments will therefore be made to the PARC prior to implementation: ***Update to the 'Required/Optional' field for items 660-770 following the addition of a ‘Conditional Mandatory’ option, accounting for fields that are only mandatory if the associated group is present. ***Update to the Group noted against field ‘Meter Mechanism Code’ for item 670, from Group ‘Meter Point’ to ‘Meter’, and field ‘Meter Type Code’ for item 680, from Group ‘Asset’ to ‘Meter’. *****************This Category 3 Change Proposal has been raised to implement updates to the PARC. The focus of these updates is on improvements to usability, some clarifications and minor amendments and also the removal of some data items. There has been one addition to the PARC, which has been made following engagement with Gas Network Distributors (GDNs). **************************Usability updates: - Updated data submission guidance on 'Cover' tab - Column added to 'Report Catalogue' tab detailing the date of which each item is first required to be submitted - Column 'Domestic / Non-Domestic Only?' removed from the 'Report Catalogue' tab and replaced by individual columns 'Domestic', 'Micro-Business' and 'Commercial' - Collation of the Report Catalogue with the document 'PARC Other Data Collection Details', which provided further detail on the data items received from ElectraLink and Xoserve. This has resulted in the addition of three new tabs: 'Other Data Collection - Cover', 'ElectraLink Data Items' and 'Xoserve Data Items'. ************************Clarifications and minor amendments, including: - Update to the columns required within tabs '610'-'640' following further discussion with PPMIPs, inclusion of a header block - Clarification to the RGMA group each field specified within each of tabs '660-770' - Removal of field 'Meter Mechanism Code' from tab 700 (Content provided within RGMA flow - ORDET) - Addition of field 'Last Vend Date' to data specification on tab '850' - Splitting of the PPMIP Unallicated Transaction reports into electricity and gas items, resuling in the new line #1315 (PPMIP Unallocated Transaction Report - Electricity) - Update to 'Pre-Existing' and 'Domestic/Non-domestic Only' for #1330 (SMIS Survey Data); addition of guidance on templates to be used - Addition of tab '1340 - Commercial', detailing the submission guidance for the Commercial version of #1340 - Update 'Pre-Existing' and 'Prepayment Meters Only' for #1380 (SMETS1 Monthly Transaction Data), and addition of guidance to where the templates can be downloaded from the Portal - Update to 'Description' of #1430 (Gaining Supplier Switching Data) within the 'Report Catalogue' tab; comment added to provide clearer guidance on field 'Read Type Used' within tab '1430' ******************** Addition and removal of data items, including: - Removal of #80 (Energy Ombudsman Complaints Data) - Addition of new item #91 GDN Complaints Data, covering the complaints data submission requirements for Gas Distribution Networks (replacing item #90 for Gas Distribution Networks) - Removal of #650 (Content provided within PP10 - Change of Tariff Proforma) following further discussion with PPMIPs - Removal of #860 (Smart Meter Technical Detail (MTD) Report) - Removal of #1250 (PPMIP Change of Tariff Global Report) following further discussion with PPMIPs - Rename of data #1450 (AMICOP Scheme Auditor Reports) and removal of #1470 (MAMCOP Scheme Auditor Reports) as both are now covered under '1450 MCoP Scheme Auditor Reports'

Summary
Minor changes to the user guide have been identified following the receipt of stakeholder feedback: • The opening sentence on Slide 4 previously referred to the Theft Assessment Methodology indicating the likely scale of Electricity Theft but it is meant to be referring to the likely scale of Theft across both fuels. Hence, ‘electricity theft’ has been changed as per the attached to ‘energy theft’ • The Venn diagram on Slide 9 gave the impression that a Supplier’s theft performance was based on a consideration of their overall theft investigation performance rather than their proportion of the confirmed thefts submitted. Hence, the wording has been changed from ‘total number of tip offs’ to ‘potential instances of energy theft’, again, outlined in red.

Problem Statement
The ETTOS Service Provider, will be decommissioning their onsite servers on 31 January 2022. Consequently, the ETTOS web portal will no longer be used to provide the ETTOS Service Data (tip-off reports) to ETTOS Recipients. Instead, reports will be sent directly to ETTOS Recipients via encrypted emails. Updates are required to the REC to reflect the changes to the ETTOS report dissemination process.

BSC CP1532 proposed updates to the Change of Supply (CoS) timescales within BSC Procedures BSCP502, BSCP504 and BSCP514, to align the Half-Hourly and Non-Half Hourly Supplier Agent Appointment and de-Appointment timescales and to facilitate the achievement of the Faster Switching programme objectives. BSC CP1532 was approved on 01 September 2021 by the Supplier Volume Allocation Group (SVG). Following the SVG’s decision to approve, BSCP514 moved to the Retail Energy Code (REC) following the implementation of P420 ‘Retail Code Consolidation Significant Code Review’. A REC Change Proposal is therefore required to deliver the full solution.

Proposed solution summary
  1. As an electricity Consumer, I want my metering data to be accurate, to ensure my account is set up correctly and I receive accurate and timely invoices.
  2. As a Metering Equipment Manager, I want to have clarity on my obligations to provide data - specifically what data I need to send, who the recipients are and when I need to send it to ensure I provide accurate data to other Market Participants. As an Electricity Supplier and as an Electricity Distribution Network Operator (DNO), I want to receive accurate and complete Meter Technical Details (MTD) to enable me to take appropriate action following a change of metering equipment, a switch, a change of HHDC, a new connection a meter configuration or MEM.
  3. As a Half Hourly Data Collector, I want to receive accurate and complete Meter Technical Details to enable me to take appropriate action following a change of metering equipment, change of supplier, change of HHDC, new connections, meter configuration or MEM.

Problem Statement
There is not a consistent understanding around the Complex Site process which can lead to the Complex Site Supplementary Information Form (CSSIF) being populated or interpreted differently by different parties. This may lead to incorrect data being used for consumer billing and Settlement, which can result in BSC Trading Disputes.
