Summary
The Secure Data Exchange Portal (SDEP) is a mailbox that enables the transfer of sensitive customer related data in a way that ensures data is safe and secure. Suppliers are obliged to send and receive queries and escalations via the SDEP. Unfortunately, the SDEP has issues in bulk resolving processes which could be solved by the removal of the prohibition of the use of robotics. For example, there is no function to be able to retrieve cases specific to each team, work these and then automatically issue a response. Currently, to get the same kind of functionality, an agent or team lead would need to manually process. In another scenario, under REC schedule 30, as part of each of the processes, we are obliged to issue an escalation where there has been no response within set timeframes. Prior to SDEP implementation, we would be able to issue email escalations automatically where there was an absence of a response flow. With the SDEP this process is now manual: an agent will need to sign in to ECOES, navigate to the appropriate module, and input the data.

Latest Update
08/11/2024 - This Change Proposal has been implemented as part of the November 2024 REC Release.
Summary
Requirements for the Central Switching Service (CSS) were identified during the Design, Build and Test Phase of the Ofgem-led Switching Programme as a basis for the procurement of Switching systems. These requirements were later baselined in the REC Service Definitions as Service Level Agreements (SLAs). Following the successful go-live of the CSS, these SLAs merit a review, in order to ensure that they are realistic, given the physical systems design and the actual behaviours of users, compared to the assumptions that were made in the early design phase of the Switching Programme. This Change Proposal has been raised as the vehicle to complete the review and take forward any identified changes

  1. As a Consumer, I want the CRS Provider to provide an effective service so that my Switch is not delayed.
  2. As the REC Code Manager, I want to ensure the CRS Provider has appropriate SLAs set, which incentivises the effective functioning of the Switching Service.
  3. As the CRS Provider, I want to ensure that the appropriate SLAs are in place to incentivise the effective functioning of the Switching Service and if these SLAs are not met by the CRS Provider, the commercial impact is proportionate to the detriment experienced by CSS Users and Consumers.

Problem Statement
Following the introduction of Performance Charges, on 01 April 2023, charges will apply based on the CRS Provider's performance against the defined SLAs. The SLAs were developed based on assumptions made in the early phases of the Switching Programme. The DCC has proposed that these are reviewed, to ensure they are fit for purpose and any Performance Charges applied are proportionate to CSS User detriment and Consumer impact.

Latest Update
This Change Proposal was implemented as part of the 7 November 2025 REC Release.
Summary
The Public Switched Telephone Networks (PSTN) will be switched off in December 2025 by all telecom companies and will be replaced with an Internet Protocol (IP) digital network. Existing fax machines that are incompatible with new all IP digital networks will become obsolete and no longer capable of meeting Code Communications as prescribed in the REC. All communication methods referencing fax or facsimile will need to be removed and replaced with email (where this is not an existing option), unless an alternative form of communication is needed. Please note: The government have published preparatory guidance which includes migrating to IP-supported technology in advance of the planned decommissioning. UK transition from analogue to digital landlines - GOV.UK (www.gov.uk) Critical National Infrastructure (CNI) (“assets, facilities, systems, networks or processes and the essential workers that operate and facilitate them”) which is subdivided into 13 sectors including Energy, are advised to consider how they move to digital alternatives smoothly to avoid unnecessary interruption following the PSTN switch-off. Proposed solution summary
  1. As a Consumer, when I become responsible for a new premise, I want to be supplied by the Energy Supplier and/or Tariff of my choice and for this to be completed in a timely manner. As a Consumer, when I become responsible for a new premise, I do not want to be billed for the previous occupier’s usage.
  2. As a TPI I want an efficient CoO process so that I can advise my client of the best Tariffs suitable to their needs. As an Energy Supplier, I want to easily identify genuine CoOs so that transfers are not unduly delayed, and my organisation can focus on genuine exceptions. As an Energy Supplier, I want to easily identify the validity of a CoO, so that the risk of misuse is reduced.
  3. As an Energy Supplier, I want to accurately invoice the correct occupant in the first instance. As REC Performance Assurance, we need a standardised and consistent process for CoO Switches, so that we can undertake performance reviews appropriately, highlighting areas of misuse and applying sanctions where appropriate.

Problem Statement
Non-Domestic Consumers may struggle to quickly and easily update a supplier when they become the new owner/occupier or responsible bill payer for a property. This can include: Inconsistent requests from suppliers for proof they are the new owner/occupier or responsible bill payer; inconsistent time taken to have new billing account set up or new contract agreed with the supplier; inconsistent treatment of request to change supplier (CoO flagged or not flagged, loss request objected to or not objected to); risk of being held responsible for previous owner/occupier or responsible bill payers debt and contract; risk of being put on deemed prices (on assumption these are more expensive than contract terms). Suppliers may struggle to quickly and easily update their billing and contractual records for non-domestic properties. This can include: inconsistent updates from consumer leaving a property; inconsistent updates from consumers taking over a property; inconsistent quality of evidence provided; risk of invalid/fraudulent requests to avoid debt or leave contracts before expiry date. Third Party Intermediaries (TPIs) may struggle to provide non-domestic consumers and suppliers with a service. This can include: different processes for each supplier; different evidence available from each consumer; being stuck in the middle.

Latest Update
14/05/2024 - At the request of the proposer, this Change Proposal has now been withdrawn. The rationale for withdrawing the proposal was that the benefits afforded by this change will not be fully realised until 2026 (renew of digital certificates), and the risk profile around revoked certificates remains unchanged during this period. DCC recommend this change is revisited in 12 months, to allow sufficient time for review and resubmission ahead of any certificate renewal activities.
Summary
This Change seeks to make improvements to the Microsoft Azure Application Gateway module. A defect has been identified which requires the implementation of a manual/ customer workaround when checking the Certificate Revocation Lists (CRLs) systems within the Central Switching Service (CSS) to ensure certificates are revoked. This change seeks to remove the need to complete a manual workaround and implement a real-time certification validation capability.

Proposed solution summary
  1. The proposed solution is to roll out support for Online Certificate Standard Protocol (OCSP) in addition to Certificate Revocation List (CRL). The scope of the change will be: - Implementation of a central OCSP server and the update of the associated PKI processes to manage the Certificate Revocation. This will cover the TLS and JWS Certificate Revocation. - CSS implementation of Application Gateway will be reconfigured to include the OCSP functionality and server. - CSS change to implement the OCSP checking for the JWS certificates. - All new certificates that are issued will include the detail of the OCSP Server, as part of the migration approach all new certificates will have this information embedded. - All parties connecting to CSS have the relevant information for them to exploit the advanced features that OCSP introduces. The CRL checking functionality will be maintained so this change is an optional upgrade for any Systems that operate using Switching Key Infrastructure.
Problem Statement
There is currently a Microsoft Azure Application Gateway module defect against the checking of Certificate Revocation Lists (CRLs), with Microsoft stating that the CRL related defect will not be fixed. Consequently, any system within the CSS ecosystem, systems that use Switching Key Infrastructure (SWIKI), that have incorporated the Azure Application Gateway module to manage the TLS connection will have been required to implement a manual/custom workaround to ensure that certificates that are revoked are not allowed to establish a connection.

Latest Update
21/11/2025 - Following a review of the impact assessments received for the technical solution required to deliver R0148, taking into account the timelines, costs and the pending decision on the Evolution of the Enquiry Services, a positive business case cannot be demonstrated at this time. RECCo have, therefore, made the decision to withdraw R0148 and look at how the technical objectives can be met through the Evolution of the Enquiry Services. The adoption window has closed.
Summary
Currently Enquiry Services Data is only available to users whose roles and purposes for access are detailed within the Data Access Matrix (DAM). RECCo has undertaken a project to look at REC controlled data sources and created a Metadata Catalogue based on a Data Classification Model. This details the data items along with descriptions, identification of the associated data, roles, responsibilities, and classification. The output of this work will be utilised to improve access to Enquiry Services Data by making certain data items (defined as Always Open) easily available to everyone and simplifying the approval process for data items which can be made available if certain conditions have been met.

Summary
This Change Proposal seeks to introduce the necessary governance and charging arrangements into the Retail Energy Code, to reconcile the impact on Domestic Energy Suppliers of levelling the cost of standing charges to Domestic Consumers paying by means of a Prepayment Meter with those paying by Direct Debit. This proposal is being raised on a contingent basis pending the decision of the Authority on whether to modify the standard conditions of the Gas and Electricity Supply Licences to levelise standing charges. That decision is expected in January 2024. This Change Proposal is being progressed in anticipation of the reconciliation of levelisation costs being administered by the Retail Energy Code Company.

Proposed solution summary
  1. As a Domestic Consumer, I want to be charged the same standing charges regardless of whether I pay by DD or have a Prepayment Meter.
  2. As an Energy Supplier, I want my obligations regarding data provision to be clear so that I can provide accurate data. As an Energy Supplier, I want there to be a fair reconciliation mechanism calculates, reports, invoices and credits my organisation with the outcome of applying the payment levelisation methodology. As an Energy Supplier, I want the arrangements for the payment mechanism and terms, charging arrangements and invoicing to be clearly set out in the REC, so I can meet my obligations and have confidence in how the scheme operates.
  3. As RECCo, I want my responsibilities in relation to the development and administration of the levelisation scheme to be clearly set out in the REC so that I can successfully deliver the scheme for the industry. As the REC Code Manager, I want the levelisation scheme arrangements to be clearly set out in the REC, so that I can fulfil my role in administering and assuring the scheme.

Problem Statement
Ofgem are working towards and consulting on the design and implementation of a levelisation scheme to align the standing charges of Domestic Consumers who pay through a Prepayment Meter with those who pay via DD. RECCo will be the delivery partner for this scheme, however, the requirements and arrangements for the scheme need to be established in the REC.
